As part of the requirements for shipboard use, the BWTS will require testing and certification for EMI in accordance with military standards (i.e., MIL-STD-461).
3.0 OBJECTIVE:
3.1 The contractor shall provide EMI testing services in accordance with MIL-STD-461 for surface ship, below deck, metallic hull installations.
3.1.1 Prior to the start of testing, the Contractor shall develop and submit an
EMI Test Plan in accordance with CDRL A001, to the Government.
Testing shall not begin until the test procedure has been reviewed and approved by the Government and the Government has authorized the start of testing.
3.1.2 Option 1: The Contractor shall perform the following tests from MIL-
STD-461: CE101, CE102, CS101, CS114, CS116, RE101, RE102, and
RS103. Option 1 shall be exercised one year following contract award.
3.1.3 Option 2: The Contractor shall develop and submit an EMI Test Report, in accordance with CDRL A002, to the Government. The Government will review and provide acceptance of the test report. The test report shall incorporate results from initial testing as well as any retests performed.
Option 2 shall be exercised one year following contract award.

3.1.4.8 Option 3h: Perform Corrective Measures and RS103 Retest
3.2 The Contractor shall provide the test facility that can accommodate a BWTS with the following sizes, weights, characteristics, and shipboard installation configurations:
3.2.1 The Contractor shall operate the BWTS in the most complicated mode during testing; ballast treatment mode. This single mode of operation shall be used for the entirety of the test. The minimum flowrate required to operate the BWTS is 60 m3/hr during ballast treatment mode.
3.2.2 The BWTS is comprised of three main principal units; the main skid assembly, the power cabinet assembly, and the clean-in-place skid assembly.
3.2.2.1 The main skid assembly measures 2300 mm wide, 1600 mm deep, and 2868 mm high, weighs 2500 kg (dry weight) / 2840 kg (wet weight), and is base-mounted directly to the ship structure.
3.2.2.2 The Power cabinet assembly measures 1120 mm wide, 452 mm deep, and 1000 mm high, weighs 275 kg, and is base and back mounted to the ship structure with vibration cable dampeners.
3.2.2.3 The CIP skid assembly measures 770 mm wide, 1059 mm deep, and 1780 mm high, weighs 148 kg (dry weight) / 417 kg (wet weight), and is base mounted directly to the ship structure.
3.2.3 The equipment requires access to fresh water supply, compressed air at 5-
7 bar, filtered in accordance with ISO 8573-1 Class 5 (i.e., particles less than 25 micron, water concentration less than 7.8 g/m3 at 7 °C, oil concentration less than 25 mg/m3), and 440 V, 3-Phase, 60 Hz AC power.
3.2.3.1 There are three electrical interfaces required that deliver power to the three main principal units of the BWTS. Each interface must supply 440 V, 60 Hz, 3 Phase AC power. The main power cabinet assembly requires up to 69.67 kW power (92.34 full load amps), the control cabinet assembly requires up to 6.54 kW (10.73 full load amps), and the CIP skid assembly requires up to 1.32 kW (2.5 full load amps).
3.2.3.2 Two air supply interfaces are required. The first is for the main skid assembly, which has a piping interface of DN15 (15 mm). The second is for the CIP skid assembly, which also has a piping interface of DN15.
3.2.3.3 Four freshwater supply interfaces are required. The first is for the freshwater supply inlet, which has a piping interface of DN25 (25 mm). The second is for the backflush discharge, which has a piping interface of DN100 (100 mm). The third is for the BWTS inlet, which has a piping interface of DN200 (200 mm). The fourth is for the BWTS outlet, which also has a piping interface of
DN200.
3.3 The Contractor’s test facility shall be equipped with the following list of ancillary equipment and supplies to support the operation of the BWTS during testing:
3.3.1 Two circulation tanks with a minimum 1,000 gallon capacity each, or one tank with a minimum 2,000 gallon capacity.
3.3.2 A pump capable of providing at least 60m3/hr (265 gallons per minute) of fresh water flow through the system
3.3.3 Appropriate sized piping or flexible hose, valves, flanges, and/or adapters to enable the pump to circulate freshwater from the tank, through the
BWTS inlet and outlet, then back to the tank. Note that the BWTS is equipped with an automatically-backflushing filter and the backflush water can also be routed back to the circulation tank. A diagram is provided to show notional routing of pipe:
3.4 The Contractor shall provide guidance and additional documentation, as needed, for any applicable Government reviews of test plans and test reports as well as development of requests for waiver or extension. The Contractor shall also provide support for Government and BWTS manufacturer visits to the test site to witness the tests.
3.5 The Contractor shall manage Government property in its possession and submit a
Government Property Inventory Report in accordance with CDRL A003.
3.6 Packaging and shipment of the equipment to and from the Contractor test facility will be the responsibility of the Government, not the Contractor. The Contractor shall be responsible for receiving, unpacking, and offloading the equipment from the truck, transferring it to the laboratory space, and installing and connecting principal units into their test configuration. The Government and its authorized representatives will provide support and guidance for these tasks, as needed. The Contractor shall retain original shipping crates to be used for equipment transport after test completion.
3.7 In accordance with CDRL A004, the Contractor shall provide an estimated schedule for test execution as well as potential retesting efforts. The schedule shall be updated as needed and submitted for Government review.

(a) The Government intends to award a contract to the responsible quoter who (1) is the Lowest Price
Technically Acceptable quotation, (2) conforms to the solicitation, (3) proposes a price that is fair and reasonable.
The following factors shall be used to evaluate quotations:
Factor 1 Price
Quotes must include a price for each Contract Line Item Number (CLIN). The Government will determine prices to be fair and reasonable in accordance with FAR Part 13.106-3 based on, but limited to, market research, current or previous purchases, prices for similar performance in a related industry, and/or comparison to an independent Government estimate.
Quoters responding to this solicitation are advised that, prior to award, the Government may request quoters to submit information/data to support price reasonableness such as copies of paid invoices for the same or similar items, sales history for the same or similar items, price list with effective date and/or copies of catalog pages along with any applicable discounts.
https://www.sam.gov/
Factor 2 Technical Capability/Approach
The Government will evaluate the Quoter for acceptability of Technical Capability.
Minimum Requirements:
The following are the minimum requirements a quote must meet to be deemed acceptable for the Technical Capability factor:
1) A quote is deemed acceptable for the Technical Capability factor if it meets all requirements as defined in the solicitation Performance Work Statement (PWS)/Statement of Work (SOW) and/or minimum specifications.

TABLE 1 - TECHNICAL RATINGS
Rating Description
Acceptable Quote clearly meets the minimum requirements of the solicitation.
Unacceptable Quote does not clearly meet the minimum requirements of the solicitation.
A quote must be rated "ACCEPTABLE" for the quote to be eligible for award. An "UNACCEPTABLE" rating for Technical Capability/Approach factor will result in the entire quote being rated "UNACCEPTABLE" overall; an overall rating of "UNACCEPTABLE" makes a quote ineligible for award.
