SPECIFICATIONS
1.0 Scope:
The NSWCCD Code 633 requires the award of a materials contract required for the procurement/fabrication of a new Dry Scrubber System with ceramic filters to comply with State and Federal air quality permit requirements of the Incineration & Solid Waste Tech Test Facility, Building 63, West Bethesda, MD.
2.0 Task:
The NSWCCD’s Code 633 performs research and development in the area of shipboard environmental quality systems and also provides engineering and technical support to NAVSEA technical warrant holders, various program offices, and other Department of Defense (DoD) organizations. Changes to the Navy’s handling of new solid waste discharge restrictions has greatly impacted the types of waste systems being researched, tested and installed on Navy ships as well as impacted the testing environment in Code 633’s test facility. Code 633 requires the purchase of a Dry Scrubber System that is compatible with a shipboard waste treatment incinerator currently installed in Building 63. Building 63, the Dry Scrubber System’s final installation position, is not an environmentally controlled space. Acquiring such a system is required to comply with Maryland Department of the Environment (MDE) air quality regulations and pending permit requirements. This purchase is in support of NAVSEA’s Solid Waste
Management efforts that help enable the Fleet’s ability to process and store their solid waste.
3.0 Minimum Specifications:
The contractor shall deliver a Dry Scrubber System that conforms to required specifications listed below, ref para 3.1, that will support waste treatment incinerator operations in Building 63.
The term “Dry Scrubber System”, when used, shall refer to the filter unit(s) and all associated parts and equipment.
The Government will conduct an inspection of the delivered materials, obtain applicable permits, Safety and OSHA compliances and verify applicable building codes. The NSWCCD will coordinate the services needed for post-delivery field construction and installation of the Dry
Scrubber System.
To comply with MDE’s operation permit, the incinerator is expected to operate no more than 200 hours per year, will be expected to have 0% opacity, 300 lbs of material/hour feed rate, and will only burn virgin material composed of:
Cardboard
Paper
Plastic
Wood
Oil soaked rags
