High-Impact Heavyweight Shock Qualification Testing of Hydrogen Sulfide (H2S) Gas Detectors

1.0 DESCRIPTION OF SERVICES/INTRODUCTION: High-impact heavyweight shock qualification testing of commercial electrochemical-type H2S gas detectors.

2.0 BACKGROUND: NAVSEA 05P5 tasked NSWCCD C/633 with coordinating high-impact heavyweight shock qualification testing of a commercial shock-mounted, electrochemical-type hydrogen sulfide (H2S) gas detector in accordance with the specifications of MIL-DTL-901 “Shock Tests, H.I. (High-Impact) Shipboard Machinery, Equipment, and Systems, Requirements For.” The purpose of this testing is to verify the candidate detector’s ability to withstand shock loadings from the effects of nuclear or conventional weapons or environmental mechanical shock during operation when deck-mounted in a shipboard installation. Results of high-impact heavyweight shock testing will provide data with which to evaluate the candidate detector’s suitability for Navy shipboard use.

3.0 OBJECTIVE: The contractor shall perform high-impact heavyweight shock testing, at the contractor’s facility, in accordance with MIL-DTL-901. The characteristics of the candidate detector’s shock isolators and its shipboard mounting location require that this testing take place aboard a Floating Shock Platform (FSP), which precludes it from being performed at NSWCPD. The natural frequency of the candidate detector’s shock isolator is greater than 18 Hertz (Hz); therefore, testing must be performed at a fundamental vertical frequency of 25 Hz. Two identical model H2S gas detectors without shock isolators (i.e., hard-mounted) will be tested at the same time as the candidate detector for comparative purposes. One hard-mounted detector will be attached to the same test fixture as the candidate detector and the other will be attached to the FSP’s inner bottom.

3.2 The contractor shall perform high-impact heavyweight shock testing of H2S gas detectors at fundamental vertical frequencies of 25 Hz in accordance with the specifications of MIL-DTL-901 using sufficient instrumentation to accurately monitor the shock response of the FSP, the candidate detector, and the hard-mounted detectors during testing. The contractor shall perform this testing on site at the contractor’s facility.

3.3 The contractor shall develop a draft test plan for performing high-impact heavyweight shock testing of the candidate detector and submit it to NSWCCD C/633 within 14 days of contract award to obtain Navy Technical Warrant Holder (TWH) and Navy shock Delegated Approval Authority (DAA) approvals

(CDRL A001).

3.4 The contractor shall return all government furnished property (GFP) to NSWCCD C/633 upon completion of testing (CDRL A002).

3.5 The contractor shall deliver a comprehensive test report to NSWCCD C/633 within 30 days of the completion of testing that provides test results, requirements, responsibilities, and actions (CDRL A003).

4.0 SPECIAL QUALIFICATIONS: The contractor’s facility must:

4.1 Be approved per NAVSEA Memorandum for the Record Ser 05P/278, 7 NOV 22, “Listing of High Impact Shock Test Facilities with Shock Test Machines and Vehicles Approved for MIL-DTL-901 Equipment and System Shock Testing”.

4.2 Be able to perform high-impact heavyweight shock testing at fundamental vertical frequencies of 25 Hz.

4.3 Be able to design, fabricate, and install a test fixture to interface both the shock-isolated and hard-mounted gas detectors with the FSP’s deck simulator fixture.

4.4 Be able to mount a hard mounted gas detector to the FSP’s inner bottom.

4.5 Have up-to-date software to analyze test data.

4.6 Be able to provide and install accelerometers to monitor the shock response of the FSP and the shock-isolated and hard-mounted gas detectors during testing.

4.7 Be able to install a government-furnished, hard-mounted controller as support equipment aboard the

FSP in a manner that isolates it from exposure to 25 Hz shock frequencies while allowing it to continuously provide a 24-voltage direct current (VDC) input to the gas detectors and receive a 4-20 milliampere (mA) output signal from the detectors.

4.8 Allow NSWCCD C/633 personnel and their representatives access to the gas detectors both prior to and following each shock event to perform calibration and operational checks.

4.9 Be located within a 200-mile driving radius of NSWCCD.

4.10 Provide reports detailing prior MIL-DTL-901 high-impact heavyweight shock testing of at least three separate pieces of equipment that was performed by the contractor at the contractor’s facility within the last five years. These reports must have been approved by NAVSEA.

52.212-2 EVALUATION--COMMERCIAL PRODUCTS AND COMMERCIAL SERVICES (NOV 2021)

(a) The Government intends to award a contract to the responsible quoter who (1) is the Lowest Price Technically Acceptable quotation, (2) conforms to the solicitation, (3) proposes a price that is fair and reasonable, and (4) will be most advantageous to the Government, price and other factors considered.

The following factors shall be used to evaluate quotations:

Factor 1 Price

Quotes must include a proposed price for each Contract Line Item Number (CLIN). The Government will determine prices to be fair and reasonable in accordance with FAR Part 13.106-3 based on, but limited to, market research, current or previous purchases, prices for similar performance in a related industry, and comparison to an independent Government estimate.

Quoters responding to this solicitation are advised that, prior to award, the Government may request quoters to submit information/data to support price reasonableness such as copies of paid invoices for the same or similar items, sales history for the same or similar items, price list with effective date and/or copies of catalog pages along with any applicable discounts.

Factor 2 Technical Capability/Approach

The Government will evaluate the lowest priced Quoter for acceptability of Technical Capability. If the quote is not found to be acceptable, the Government will evaluate the next lowest quote for acceptability of technical capability, and so forth, to determine the lowest-priced quote that is acceptable for Technical Capability, at which point all evaluations will stop.

Minimum Requirements:

The following are the minimum requirements a quote must meet to be deemed acceptable for the Technical

Capability factor:

1) A quote is deemed acceptable for the Technical Capability factor if it meets all requirements as defined in the solicitation Performance Work Statement (PWS). Your detailed quote shall be of sufficient detail to allow the Contracting Officer and Technical Review to make a determination that you fully understand and can meet the requirement specifications for the procurement relative to the PWS, CDRL A001, and CDRL A002 inclusive of materials required, equipment required, labor required, and sufficient on site supervision. If awarded, the work is considered

Firm Fixed Price.

Technical Capability/Approach evaluations will result in one of the following ratings:

TABLE 1 - TECHNICAL RATINGS

Rating Description

Acceptable Quote clearly meets the minimum requirements of the solicitation.

Unacceptable Quote does not clearly meet the minimum requirements of the solicitation.

A quote must be rated "ACCEPTABLE" for the quote to be eligible for award. An "UNACCEPTABLE" rating for

Technical Capability/Approach factor will result in the entire quote being rated "UNACCEPTABLE" overall; an overall rating of "UNACCEPTABLE" makes a quote ineligible for award. A quote must contain sufficient information to enable evaluators to determine acceptability; if there is insufficient information to determine acceptability of the quote, the quote will be rated “UNACCEPTABLE” overall. Each of the evaluation factors will be rated as set forth below. Technical tradeoffs will not be made and no additional credit will be given for exceeding acceptability.

The Government reserves the right to request that the awardee reduce its total price, or adjust CLIN prices with no change to total price, in order to reduce administrative costs and avoid unnecessary burdens for the agency pursuant to FAR 13.002.

QUESTIONS: Any questions in relation to this solicitation shall be submitted to Kim Kanash by email at kimberly.m.kanash.civ@us.navy.mil.

The cut-off date for questions is 1100 AM ET on Monday, 12 June 2023.

(b) Options. The Government will evaluate quotations for award purposes by adding the total price for all options to the total price for the basic requirement. The Government may determine that a quotation is unacceptable if the option prices are significantly unbalanced. Evaluation of options shall not obligate the Government to exercise the option (s).

(c) The Government shall mail or email a written notice of award to the successful quoter. Upon receipt, the quoter shall either commence performance, or have an authorized representative sign the award and return it to the

Contracting Officer; a binding contract is formed upon the earlier of either of those actions. The Government requests that the awardee return a signed copy, or notify the Contracting Officer by email that it will deliver the supplies and/or services, within (2) days of receiving the award notice.

52.212-3 OFFEROR REPRESENTATIONS AND CERTIFICATIONS--COMMERCIAL PRODUCTS AND

COMMERCIAL SERVICES (DEC 2022) ALTERNATE I (OCT 2014)

The Offeror shall complete only paragraph (b) of this provision if the Offeror has completed the annual representations and certification electronically in the System for Award Management (SAM) accessed through https://www.sam.gov. If the Offeror has not completed the annual representations and certifications electronically, the Offeror shall complete only paragraphs (c) through (v) of this provision.
