This is a combined synopsis/solicitation for commercial items prepared in accordance with Federal Acquisition Regulation (FAR) Subpart 12.6, as supplemented with additional information included in this notice. Naval Surface Warfare Center Carderock Division (NSWCCD) intends to issue an unpriced Multiple Award Blanket Purchase Agreement (BPA) using Simplified Acquisition Procedures for Grinding Services that meets the specifications outlined below. This announcement constitutes the only solicitation and a written solicitation will not be issued.
Capability Packages are being requested under Request for Quotation (RFQ) no.
N0016723Q0074. The NAICS code is 332813 and the associated PSC code is J095, and the Small Business Standard is 500 Employees for this procurement.
The provisions and clauses included and/or incorporated in this solicitation document are those in effect through the Federal Acquisition Circular. This RFQ incorporates all provisions and clauses in effect through Federal Acquisition Circular FAC 2023-02 and the Defense Federal Acquisition Regulation Supplement (DFARS) DPN 20230427. SEE ATTACHED SOLICITATION
FOR CLAUSES AND PROVISIONS.
The Government intends to evaluate all timely submitted packages received from eligible quoters on an acceptability of technical capability. The Government intends to evaluate quotations and award a contract without discussions with quoters.
Evaluation Factors (See 52.212-2- Evaluation—Commercial Products and Commercial Services)
1. Technical – Capability Packages must reflect meeting the minimum requirements and the required specifications included in the RFQ.

Quote packages are due on or before 10:00 AM EST on Monday, 19 June 2023. to tracy.l.mcdonough2.civ@us.navy.mil Late quotes packages will not be considered. All responses shall include price(s), Cage Code, and point of contact name & phone number. Each response must clearly indicate the capability of the quoter to meet all specifications and requirements.

SUPPLIES AND SERVICES
The Naval Surface Warfare Center, Carderock Division, (NSWCCD) invites vendors to enter into a Multiple Award Blanket Purchase Agreement (BPA) that establishes the terms and conditions applicable to precise grinding services. As a result of this solicitation approximately 3 to 5 vendors are needed to provide the services; however, the Government reserves the right to award to a single vendor.
BPA TERMS & CONDITIONS
BPA Master Dollar Limit: $975,000.00 BPA Call Limit: TBD
1. The Blanket Purchase Agreement (BPA) holder(s) shall provide precise metal grinding services as described in the Performance Work Statement (PWS), if and when requested by the contracting officer for the duration of the
BPA.
The Contracting Officers of Naval Surface Warfare Center-Carderock Division (NSWCCD) Code 02 Contracting Department are the only authorized individuals to place orders against this BPA.
2. The total of all BPA calls may not exceed the ceiling amount/BPA Master Dollar Limit identified above. The Government is obligated under the BPA only to the extent of the authorized BPA Calls actually placed against this Agreement. BPA Calls placed against the BPA shall be numbered sequentially throughout the life of the BPA, starting with 0001.
3. The BPA ordering period will begin on the date of BPA issuance/award and proceed for a period of five (5) years, or until the total of all Calls (Ceiling) is reached, whichever occurs first. The Government is obligated only to the extent of authorized purchases actually made under the BPA.
4. The BPA holder(s) shall provide grinding services in accordance with the PWS and each individual BPA Call.
Purchases/Calls that the Government issues against this BPA are made pursuant to the authority found at 10 U.S.C.
3403, and in accordance with FAR 13.303-5 and DFARS 213.303-5.
5. The Government shall determine price reasonableness at the BPA Call level.
6. NSWCCD will evaluate the contractor’s responsibility under each individual BPA call.
7. All invoices shall be submitted electronically through DoD Wide Area Workflow Receipt and Acceptance (WAWF) system following instructions provided in Clause 252.232-7006 Invoice Instructions (NSWCCD), and all payments will be made through electronic funds transfer (EFT).
8. NSWCCD assigned technical point of contact will review invoices for payment per each individual call placed against this BPA. (see G-242-H001 GOVERNMENT CONTRACT ADMINISTRATION POINTS-OF-CONTACT
AND RESPONSIBILITIES (NAVSEA) (OCT 2018))
9. NSWCCD Accounting and Appropriation data will be included in each individual call placed against this BPA.
10. The Product Service Code (PSC) allowed for ordering against this BPA is J095, and North American Industry Classification System (NAICS) Code: 332813.
11. No call orderings less than $2,500.00 will be placed against this BPA.
PERFORMANCE WORK STATEMENT
PERFORMANCE WORK STATEMENT (PWS)
GRINDING SERVICES
1.0 Description of Services/Introduction:
The Fabrication and Technical Support Division of the Naval Surface Warfare Center, Carderock Division (NSWCCD) requires precision grinding services to be performed on a variety of materials, including high-yield carbon steel plates and pre-cut shapes and products.
2.0 Background:
At times, based upon workload and customer timelines, the projects assigned to the Fabrication and Technical Support Division may require precision grinding services be performed by Contractors.
These services may be required for various components composed of a variety of materials. The materials may include, but are not limited to ferrous materials (stainless steel products (300, 400, and 17-4 PH series); other steel products (which may consist of, but not limited to, A36, HY80, HY100, and HY130 steel)); and non-ferrous materials (aluminum (5000, 6000, and 7000 series); AluminumNickelBronze Alloy materials). The materials may include, but are not limited to flat plate stock; round plate stock; tubing; and partially-machined components.
Individual calls placed against the Blanket Purchase Agreement (BPA) will specify whether the materials requiring grinding services are provided by the Government (i.e., Government Furnished Material (GFM)), or by the Contractor. The Government will identify material specifications in the Performance Work Statement (PWS) for each individual BPA call.
3.0 Objective:
The purpose of this PWS is to describe the precision grinding services required by the Government. The Contractor shall provide precision grinding services on a variety of materials.
For these services, the Contractor shall perform all work in accordance with the specifications associated with each BPA call placed by the Government against the overarching BPA. The Government will provide drawings and diagrams, as necessary, with each BPA call.
The information supplied in the BPA call may or may not be in electronic format. The format will be at the Government’s discretion and may or may not be limited to one type of CAD file.
If specified in the BPA call, the Contractor shall perform certification inspections on the completed components. The Contractor shall ensure that all equipment/devices used to generate inspection reports are calibrated. The Contractor shall provide a copy of the calibration report for the equipment used upon the Government’s request.
Final acceptance of serviced components is subject to inspection at NSWCCD.
3.1 Surface Grinding Services
The Contractor shall ensure that all plates and pieces are ground to a maximum surface roughness of 63 RMS on both sides, unless otherwise stated in the individual BPA call.
The Contractor shall ensure that, as the required grinding services are performed, the temperature of all plates and pieces must not exceed 300 degrees Fahrenheit during grinding operations.
The Contractor shall ensure that all work is completed with tolerance requirements of +0.003"/- 0.003"and flat/parallel to 0.003", unless otherwise stated in the individual BPA call.
Unless otherwise specified in the individual BPA call, the Contractor shall complete the finished product within 6 weeks from the date the Contractor receives the materials. NSWCCD is responsible for transport/shipping.
3.2 Cylindrical Grinding Services
The Contractor shall ensure that all cylindrical pieces are ground to a maximum surface roughness of 63 RMS on both sides, unless otherwise stated in the individual BPA call.
The Contractor shall ensure that, as the required grinding services are performed, the temperature of all plates and pieces must not exceed 300 degrees Fahrenheit during grinding operations.
The Contractor shall ensure that all work is completed with tolerance requirements of +0.0005"/- 0.0005" and flat/parallel to 0.0005", on the inner and outer diameters, unless otherwise stated in the individual BPA call.
Unless otherwise specified in the individual BPA call, the Contractor shall complete the finished product within 3 weeks from the date the Contractor receives the materials. NSWCCD is responsible for transport/shipping,.
3.3 Angular Grinding Services
The Government will specify angular grinding requirements in each individual BPA call, as required.
The Contractor shall ensure that all angular pieces are ground to a maximum surface roughness of 63 RMS on both sides, unless otherwise stated in the individual BPA call.
The Contractor shall ensure that, as the required grinding services are performed, the temperature of all plates and pieces must not exceed 300 degrees Fahrenheit during grinding operations.
The Contractor shall ensure that all work is completed with tolerance requirements of +0.0005"/- 0.0005" and flat/parallel to 0.0005", on the inner and outer diameters, unless otherwise stated in the individual BPA call.
Unless otherwise specified in the individual BPA call, the Contractor shall complete the finished product within 3 weeks from the date the Contractor receives the materials. NSWCCD is responsible for transport/shipping.
4.0 Shipping
The fabrication schedules are aggressive and have been developed to meet critical milestones associated with numerous NAVSEA projects. As a result, it is critical that the contractor complete any grinding services placed against this BPA within the fabrication schedule set forth in each BPA Call. Therefore, in order to reduce project timelines and any transportation costs as much as possible, the Contractor must be located within 250 miles of NSWCCD (West Bethesda, MD).
Unless otherwise stated in the individual BPA call, the Contractor shall include any packing costs associated with preparing the finished products for Government pick-up in its quote.
Unless otherwise specified, the Contractor shall package and palletize completed components. At a minimum, packaging requirements shall include using paper and light oil protection for all ground surfaces. The Contractor, at a minimum, shall ensure that the finished products are packaged appropriately to prevent damage during transportation.
5.0 Special Qualifications:
See “Minimum Requirements” under FAR 52.212-2 below.
6.0 Government Furnished Material/Property/Information:
If GFM is provided for the required services, the Government will itemize the GFM in the individual BPA call.
If the Government directs that any unused GFM be returned to NSWCCD (or other designated location), the Government will include such instructions for the return of materials in the individual BPA call.
For all GFM that possess material tracking identification numbers, the Contractor shall restore or transfer the identification numbers, as directed in the individual BPA call.
7.0 Deliverables
The Government will identify any applicable deliverables in each individual BPA call. These deliverables may include, but are not limited to fabricated materials, certification inspection reports, disposal reports and shipping documentation.
The Government will itemize required deliverables in each individual BPA call in the form of the Contracts Data Requirements List (CDRL), DD Form 1423-1. The CDRLs may include, but are not limited to, specifics on GFM; technical data requirements; certification inspection reports/requirements; and any other requirements as specified.
8.0 Security Requirements:
Unclassified.
9.0 Period, Place of Performance
9.1 Period of performance: The period of performance for the BPA is from the effective date of award through five (5) years thereafter.
Unless otherwise specified in the individual BPA call, the Contractor shall respond to each individual call solicitation within 5 work days from the date of call solicitation issuance.
9.2 Place of performance: The Contractor shall perform the work at the Contractor’s site.

52.204-24 REPRESENTATION REGARDING CERTAIN TELECOMMUNICATIONS AND VIDEO
SURVEILLANCE SERVICES OR EQUIPMENT (NOV 2021)
The Offeror shall not complete the representation at paragraph (d)(1) of this provision if the Offeror has represented that it "does not provide covered telecommunications equipment or services as a part of its offered products or services to the Government in the performance of any contract, subcontract, or other contractual instrument" in paragraph (c)(1) in the provision at 52.204-26, Covered Telecommunications Equipment or Services-- Representation, or in paragraph (v)(2)(i) of the provision at 52.212-3, Offeror Representations and Certifications- Commercial Products and Commercial Services. The Offeror shall not complete the representation in paragraph (d)(2) of this provision if the Offeror has represented that it "does not use covered telecommunications equipment or services, or any equipment, system, or service that uses covered telecommunications equipment or services" in paragraph (c)(2) of the provision at 52.204-26, or in paragraph (v)(2)(ii) of the provision at 52.212-3.
(a) Definitions. As used in this provision-
Backhaul, covered telecommunications equipment or services, critical technology, interconnection arrangements, reasonable inquiry, roaming, and substantial or essential component have the meanings provided in the clause 52.204-25, Prohibition on Contracting for Certain Telecommunications and Video Surveillance Services or Equipment.
(b) Prohibition.
(1) Section 889(a)(1)(A) of the John S. McCain National Defense Authorization Act for Fiscal Year 2019 (Pub. L.
115-232) prohibits the head of an executive agency on or after August 13, 2019, from procuring or obtaining, or extending or renewing a contract to procure or obtain, any equipment, system, or service that uses covered telecommunications equipment or services as a substantial or essential component of any system, or as critical technology as part of any system. Nothing in the prohibition shall be construed to--
(i) Prohibit the head of an executive agency from procuring with an entity to provide a service that connects to the facilities of a third-party, such as backhaul, roaming, or interconnection arrangements; or
(ii) Cover telecommunications equipment that cannot route or redirect user data traffic or cannot permit visibility into any user data or packets that such equipment transmits or otherwise handles.
(2) Section 889(a)(1)(B) of the John S. McCain National Defense Authorization Act for Fiscal Year 2019 (Pub. L.
115-232) prohibits the head of an executive agency on or after August 13, 2020, from entering into a contract or extending or renewing a contract with an entity that uses any equipment, system, or service that uses covered telecommunications equipment or services as a substantial or essential component of any system, or as critical technology as part of any system. This prohibition applies to the use of covered telecommunications equipment or services, regardless of whether that use is in performance of work under a Federal contract. Nothing in the prohibition shall be construed to--
(i) Prohibit the head of an executive agency from procuring with an entity to provide a service that connects to the facilities of a third-party, such as backhaul, roaming, or interconnection arrangements; or
(ii) Cover telecommunications equipment that cannot route or redirect user data traffic or cannot permit visibility into any user data or packets that such equipment transmits or otherwise handles.
(c) Procedures. The Offeror shall review the list of excluded parties in the System for Award Management (SAM) (https://www.sam.gov) for entities excluded from receiving federal awards for "covered telecommunications equipment or services."
(d) Representations. The Offeror represents that--
(1) It [ ___ ] will, [ ___ ] will not provide covered telecommunications equipment or services to the Government in the performance of any contract, subcontract or other contractual instrument resulting from this solicitation. The Offeror shall provide the additional disclosure information required at paragraph (e)(1) of this section if the Offeror responds "will" in paragraph (d)(1) of this section; and
(2) After conducting a reasonable inquiry, for purposes of this representation, the Offeror represents that--
It [ ___ ] does, [ ___ ] does not use covered telecommunications equipment or services, or use any equipment, system, or service that uses covered telecommunications equipment or services. The Offeror shall provide the additional disclosure information required at paragraph (e)(2) of this section if the Offeror responds "does" in paragraph (d)(2) of this section.
(e) Disclosures.
(1) Disclosure for the representation in paragraph (d)(1) of this provision. If the Offeror has responded "will" in the representation in paragraph (d)(1) of this provision, the Offeror shall provide the following information as part of the offer:
(i) For covered equipment--
(A) The entity that produced the covered telecommunications equipment (include entity name, unique entity identifier, CAGE code, and whether the entity was the original equipment manufacturer (OEM) or a distributor, if known);
(B) A description of all covered telecommunications equipment offered (include brand; model number, such as OEM number, manufacturer part number, or wholesaler number; and item description, as applicable); and
(C) Explanation of the proposed use of covered telecommunications equipment and any factors relevant to determining if such use would be permissible under the prohibition in paragraph (b)(1) of this provision.
(ii) For covered services--
(A) If the service is related to item maintenance: A description of all covered telecommunications services offered (include on the item being maintained: Brand; model number, such as OEM number, manufacturer part number, or wholesaler number; and item description, as applicable); or
(B) If not associated with maintenance, the Product Service Code (PSC) of the service being provided; and explanation of the proposed use of covered telecommunications services and any factors relevant to determining if such use would be permissible under the prohibition in paragraph (b)(1) of this provision.
(2) Disclosure for the representation in paragraph (d)(2) of this provision. If the Offeror has responded "does" in the representation in paragraph (d)(2) of this provision, the Offeror shall provide the following information as part of the offer:
(i) For covered equipment--

52.204-26 COVERED TELECOMMUNICATIONS EQUIPMENT OR SERVICES--REPRESENTATION (OCT
2020)
(a) Definitions. As used in this provision, “covered telecommunications equipment or services” and "reasonable inquiry" have the meaning provided in the clause 52.204-25, Prohibition on Contracting for Certain Telecommunications and Video Surveillance Services or Equipment.
(b) Procedures. The Offeror shall review the list of excluded parties in the System for Award Management (SAM) (https://www.sam.gov) for entities excluded from receiving federal awards for “covered telecommunications equipment or services”.
(c) Representations.
(1) The Offeror represents that it [ ___ ] does, [ ___ ] does not provide covered telecommunications equipment or services as a part of its offered products or services to the Government in the performance of any contract, subcontract, or other contractual instrument.
(2) After conducting a reasonable inquiry for purposes of this representation, the offeror represents that it [ ___ ] does, [ ___ ] does not use covered telecommunications equipment or services, or any equipment, system, or service that uses covered telecommunications equipment or services.
52.212-2 EVALUATION--COMMERCIAL PRODUCTS AND COMMERCIAL SERVICES (NOV 2021)
The Government intends to issue multiple BPAs to the responsible quoter(s) who (1) submits a package identifying their Technical Capability to meet the below minimum requirements and (2) which conforms to the solicitation.
The following factors shall be used to evaluate quotations:
Factor 1 Technical Capability/Approach
The Government will evaluate the Quoter for acceptability of Technical Capability.
Minimum Requirements:
The following are the minimum requirements a quoter must meet to be deemed acceptable for this Multiple Award BPA:
1) Each quoter should submit a package identifying their Technical Capability to meet all requirements as defined in the solicitation Performance Work Statement (PWS). Technical Capabilities Package shall include:
a. Contractor shall demonstrate capability to perform at least one of the three types of grinding services specified in Paragraphs 3.1 - 3.3 of the PWS.
b. Services offered by the Contractor must, at a minimum, meet or exceed the specifications listed in Paragraphs 3.1 – 3.3 of the PWS.
c. The Contractor must demonstrate the capability to perform the services specified in Paragraphs
3.1 -3.3 of the PWS on one or more of the following materials: carbon steel, stainless steel, or aluminum.

(d) Comptroller General Examination of Record. The Contractor shall comply with the provisions of this paragraph

(1) The Comptroller General of the United States, or an authorized representative of the Comptroller General, shall have access to and right to examine any of the Contractor's directly pertinent records involving transactions related to this contract.
(2) The Contractor shall make available at its offices at all reasonable times the records, materials, and other evidence for examination, audit, or reproduction, until 3 years after final payment under this contract or for any shorter period specified in FAR Subpart 4.7, Contractor Records Retention, of the other clauses of this contract. If this contract is completely or partially terminated, the records relating to the work terminated shall be made available for 3 years after any resulting final termination settlement. Records relating to appeals under the disputes clause or to litigation or the settlement of claims arising under or relating to this contract shall be made available until such appeals, litigation, or claims are finally resolved.
(3) As used in this clause, records include books, documents, accounting procedures and practices, and other data, regardless of type and regardless of form. This does not require the Contractor to create or maintain any record that the Contractor does not maintain in the ordinary course of business or pursuant to a provision of law.
