Questions and Answers

1. We understand that the maximum load of 2,500 gallons is 1 per day, but we would like to know if the frequency of the trip is based on a pre-established schedule or how the frequency is determinate. – In general, the number of loads required each week will be pre-established based on the laboratory testing schedule. For example, during most weeks that testing is underway, loads will be needed on Monday, Wednesday, and Friday. But, the scheduled testing weeks and the wastewater needs each week are subject to change. NSWCCD will attempt to provide as much notice to the contractor as possible.

2. If after the delivery inspection a load is rejected, will the contractor be responsible to find a place to disposal and cover the disposal fees or will have the option to return the load to the control plant in Lorton. – If a load is rejected, the method of disposal depends on the timing of the rejection. If the load is deemed unacceptable after some or all of the wastewater has been pumped into the tank in the NSWCCD lab, then NSWCCD will drain and dispose of the wastewater from the tank, and the contractor is only responsible for disposing of whatever volume remains in the truck at their cost. If the load is deemed unacceptable prior to the contractor pumping any wastewater into the NSWCCD lab tank, the contractor is responsible for finding a location to dispose of the entire wastewater load from their truck at their cost. The contractor would probably be able to dump the wastewater load at Lorton, but the government is not involved at that point. It would be between the contractor and Lorton as to how/where they are allowed to dump the load and whether there is a charge.

3. What is the basic information that the quote should include to be rated as acceptable. – In addition to providing a proposed price for each Contract Line Item Number, as specified in the solicitation, the bidder should provide information to demonstrate that the bidder meets the requirements defined in the Performance Work Statement (PWS), specifically, the Contractor Qualifications (Section 4.0) of the PWS.

4. Could the same contractor be awarded the base 40 loads and the 15 additional load option as well. – Yes, the contract awarded would be to the same contractor for both the 40 loads and then the option of 15 additional loads. The Government may or may not exercise the option and would be determined by the Government if there is a continued need.

5. Are we able to schedule a site visit to take a look at the collection and drop off locations? – Yes, site visits can be scheduled at any point to look at the collection and delivery locations. After award, NSWCCD intends to visit the collection site with the contractor to provide instructions for the load collection and delivery.

To schedule a site visit please contact Tracy McDonough at tracy.l.mcdonough2.civ@us.navy.mil
