PERFORMANCE WORK STATEMENT

PERFORMANCE WORK STATEMENT (PWS)

Additive Manufacturing of Ship Models

1.0 DESCRIPTION OF SERVICES/INTRODUCTION: The contractor shall manufacture a ship model hull using LSAM (Large-Scale Additive Manufacturing) technology. Contractor should demonstrate the use and capability for VLP (Vertical Layer Printing) and hybrid additive printing/subtractive milling practices and techniques.

2.0 BACKGROUND: Model-scale ship hulls are hydrodynamically tested at NSWCCD (Naval Surface Warfare Center, Carderock Division) to assess the performance of a ship at scale. NSWCCD is searching for alternative methods of model manufacturing to save on cost and time for delivery. This PWS outlines the requirements for a ship model hull to be built which will be tested in a towing tank and verified against previous model data for validation.

3.0 OBJECTIVE: The contractor shall perform all required actions listed herein.

3.1 Additive Manufacturing of Ship Hull Model

3.1.1 The Contractor shall manufacture the full ship model using LSAM technology in accordance with technical specifications provided by the Sponsor, including any changes agreed to in prior tasks. This includes all printing, joining, machining, and outfit necessary to ensure stability of the part for shipping.

3.1.2 The Contractor shall demonstrate the use and capability of VLP and subtractive milling practices in addition to additive manufacturing of the full ship model hull.

3.1.3 Ship model hull shall be manufactured using an appropriate material selection. Recommended ABS 20% CF (Carbon Fiber) Fill, as specified in attached model drawing, however similar appropriate and viable materials may be used.

3.1.4 Ship model hull must be able to withstand extended immersion in freshwater (approx. 60 °F), without deforming, warping, leaking, corroding, or sustaining other irreversible damages.

3.2 Manufacturing of Model Support Cradle

3.2.1 The Contractor shall manufacture a model support cradle in accordance with technical specifications provided by the Sponsor. This includes all printing, joining, machining, and outfit necessary to ensure stability of the part for shipping.

3.2.2 Model cradle must be moveable on four properly sized caster wheels and capable of supporting the weight of the model including NSWC-installed equipment, which is approximately 1,500 lbs.

3.2.3 Model cradle may be manufactured through any appropriate means. The chosen material will ideally be able to withstand extended immersion in freshwater (approx. 60 °F) without warping, corroding, or sustaining other irreversible damages, though this requirement can be relaxed to minimize cost.

4.0 SPECIAL QUALIFICATIONS:

4.1 Ship model hull must be manufactured using LSAM technology.

SHIP CRADLE MIN. SPECIFICATION

NSWCCD Code 85 Scale Model Cradle Requirements

This document defines the requirements for cradles supplied with scale ship and submarine models supplied to NSWCCD Code 85.

1. Model support

a. The cradle supplied must support the fully rigged weight of the model, as defined by NSWCCD prior to model construction. Fully rigged model weight for Model 5415: approximately 1500 lbs.

b. The model must be supported in no less than four locations, spaced along the length of the model. Support locations should coincide with locations of internal bulkheads.

c. The cradle must prevent model all translational and rotational movement during transport.

d. If there will be particularly heavy components installed in the model, NSWCCD will indicate the locations of these components to ensure cradle supports are placed to prevent model damage once these components are installed.

e. Model supports must have a cushioning material (such as carpet or foam) installed where the supports will touch the model.

f. Model supports must not interfere with installation and removal of appendages.

g. Model supports must provide a minimum of 3 inches of clearance from installed appendages.

h. Model supports must permit access for lifting straps for removal of model from cradle.

2. Materials

a. Materials used to build the cradle should be capable of withstanding occasional immersion in fresh water.

b. The cradle must be movable by hand via four (4) installed non-marring casters. These must be placed to permit lifting of the cradle and model with a forklift.

c. Material and design should permit no more deflection than 0.05% (~1/8” on a 20 ft model) of the overall length when lifting the cradle with a forklift.

3. Dimensions

a. The overall footprint (planform area) of the cradle should be slightly larger than the model. This will provide protection for the model during movement.

b. The lowest point on the model, when supported by the cradle, must be no less than 15 inches from the ground.

c. If possible, the highest point of the model, when supported in the cradle, should be no more than 48 inches above the ground. This requirement is not to interfere with requirement 3b.

52.212-2 EVALUATION--COMMERCIAL PRODUCTS AND COMMERCIAL SERVICES (JUNE 2022)

(a) The Government intends to award a contract to the responsible quoter who (1) is the Lowest Price Technically Acceptable quotation, (2) conforms to the solicitation, (3) proposes a price that is fair and reasonable, and (4) will be most advantageous to the Government, price and other factors considered.

The following factors shall be used to evaluate quotations:

Factor 1 Price Quotes must include a proposed price for each Contract Line Item Number (CLIN). The Government will determine prices to be fair and reasonable in accordance with FAR Part 13.106-3 based on, but limited to, market research, current or previous purchases, prices for similar performance in a related industry, and comparison to an independent Government estimate.

Quoters responding to this solicitation are advised that, prior to award, the Government may request quoters to submit information/data to support price reasonableness such as copies of paid invoices for the same or similar items, sales history for the same or similar items, price list with effective date and/or copies of catalog pages along with any applicable discounts.

Factor 2 Technical Capability/Approach The Government will evaluate the Quoter for acceptability of Technical Capability.

Minimum Requirements:

The following are the minimum requirements a quote must meet to be deemed acceptable for the Technical Capability factor:

1. The quoted supplies/services shall meet the solicitation requirements including any required parts, delivery dates, and terms and conditions stated in the solicitation.

Technical Capability/Approach evaluations will result in one of the following ratings:

TABLE 1 - TECHNICAL RATINGS

Rating
Description
Acceptable
Quote clearly meets the minimum requirements of the solicitation.
Unacceptable
Quote does not clearly meet the minimum requirements of the solicitation.

A quote must be rated "ACCEPTABLE" for the quote to be eligible for award. An "UNACCEPTABLE" rating for Technical Capability/Approach factor will result in the entire quote being rated "UNACCEPTABLE" overall; an overall rating of "UNACCEPTABLE" makes a quote ineligible for award. A quote must contain sufficient information to enable evaluators to determine acceptability; if there is insufficient information to determine acceptability of the quote, the quote will be rated “UNACCEPTABLE” overall.

The Government reserves the right to request that the awardee reduce its total price, or adjust CLIN prices with no change to total price, in order to reduce administrative costs and avoid unnecessary burdens for the agency pursuant to FAR 13.002.

QUESTIONS: Any questions in relation to this solicitation shall be submitted to Arnel Ngo email at arnel.a.ngo.civ@us.navy.mil

The cut-off date for questions is 12:00 PM EDT on 17 June, 2022.

(b) Options. The Government will evaluate quotations for award purposes by adding the total price for all options to the total price for the basic requirement. The Government may determine that a quotation is unacceptable if the option prices are significantly unbalanced. Evaluation of options shall not obligate the Government to exercise the option (s).

(c) The Government shall mail or email a written notice of award to the successful quoter. Upon receipt, the quoter shall either commence performance, or have an authorized representative sign the award and return it to the Contracting Officer; a binding contract is formed upon the earlier of either of those actions. The Government requests that the awardee return a signed copy, or notify the Contracting Officer by email that it will deliver the supplies and/or services, within 5 days of receiving the award notice.
