Nondestructive Testing Services for the Inspection of Final Machined Forged Aluminum Parts
1.0 Description of Services/Introduction/Background
Naval Surface Warfare Center Carderock Division (NSWCCD) Code 655 requires nondestructive testing and evaluation (NDT&E) services to include ultrasonic testing (UT) and potentially liquid penetrant testing (PT) inspection to support production of a new class of unmanned underwater vehicle (UUV). The UUVs will be fabricated predominantly from thick (<6-inch) aluminum alloy (AA) forgings of AA 7175-T74, though some AA 6061-T6 (forged) and AA 7175 (plate) will also be incorporated into the final structure. Inspection of components in the finish machined and anodized condition is required after hydrostatic testing is complete. In addition, nondestructive testing and evaluation services to inspect anodized and coated component mock-ups, to determine limitations, if any, for support of in-service inspection of components is required. A number of tasks for inspection services are required. The tasks are intended to be individual line items that will be executed and funded with Direct Cite (DC) funding during FY22-23.

3.0 General Requirements
3.1 The contractor shall ensure that locations of indications reported within inspection records be traceable to physical datum references (locations) on the part. Locations should be referenced for example, by o’clock position or polar coordinates around the circumference, depth from a surface ID/OD, distance from an edge, centerline or other physical location on the part. Once a positional reference system is established by the Contractor, this reference system shall be documented in the inspection report (CDRL A005) and shall be used for all parts subsequently inspected.
3.2 The contractor shall propose and qualify a PT pre-cleaning method for the parts in a manner similar to the procedure of 5.6.2.1 of reference 2.2. Parts will be hydrostatically tested by the government prior to inspection. During testing, the parts will be fully immersed in mineral oil. Prior to providing access to the parts, the government will wipe off surface oil and remove any excess from pockets and recesses. The parts CAN NOT be industrially cleaned (power washing, etc.) due to concerns about potential metal smearing and masking of surface defects post-test. A pre-cleaning process included in the inspection procedures and procedure qualification data (CDRL A003) is required that can be completed in the test facility at NSWCCD to support penetrant testing (PT) inspections described below.
3.2.1. The parts to be inspected will have locations on the internal and external surfaces where surface instrumentation will have been installed and removed. There may be residual adhesive (Micro-measurements MBOND 200 adhesive) that shall be addressed during pre-cleaning method/processes.
3.2.2. The parts to be inspected will be anodized (IAW MIL-A-8625, TYPE III, CLASS 1, AND
DICHROMATE SEAL) at 0.002±20% thick in most areas except for base line surface discontinuities/indications found after final machining which will be masked prior to anodization to prevent the process in the area. There are types of anodized aluminum surfaces that are porous and this can result in background that would reduce contrast or mask any potential discontinuity or indication. In general, surface finish of the parts will be 125 Ra for inner surfaces and 250 to 420 Ra for outer surfaces.
PT procedures (CDRL A003) shall address pre-test cleaning to remove the mineral oil used for hydrostatic testing so that PT inspection is not adversely affected, MBOND 200 adhesive from the part surfaces, and removal of PT materials from the part surfaces post-test.
3.3 The contractor shall ensure that Level I operators are not be permitted to perform inspections unless physically accompanied by, and working in conjunction with, a Level II inspector or Level III examiner.
All inspection results shall be interpreted, evaluated, and dispositioned by a Level II Inspector or Level III Examiner. Personnel shall be certified in accordance with reference 2.2 via by way of reference 2.1, or equivalent per the contractor’s written practice.
4.0 Task Areas
4.1 Ultrasonic Inspection of Finish Machined Parts (Post-Hydrostatic Testing) UUV#1
The contractor shall perform contact ultrasonic shear wave and compression wave testing of components in the final machined and anodized condition post-hydrostatic testing, consisting of the quantity and configurations in Error! I nspection shall be performed in accordance with the requirements of SAE-AMS 2630 (reference 2.3) and SAE-AMS 2632 (reference 2.4), as applicable, to the maximum extent possible and the Class C criteria provided herein. Complex geometry that pose issues with accomplishing 100% UT coverage shall be noted and resolved under a best effort inspection with concurrence of the Government. All indications meeting or exceeding the applicable criteria and areas with limited or no UT coverage shall be reported within the inspection records (CDRL A005). The contractor will be required to provide the appropriate shear wave ultrasonic reference standards to be used for inspection. If shear wave reference standards are not readily available and the government will be required to provide funding for procurement of the standards, the contractor shall ship all procured reference standards back to the Government at the Contractor’s expense within fourteen (14) calendar days of completion of inspection and reporting of inspection results. Ultrasonic compression wave reference standards can be provided as GFP if the contractor does not have any readily available.

52.212-2 EVALUATION--COMMERCIAL PRODUCTS AND COMMERCIAL SERVICES (NOV 2021)
(a) Basis for Award
The Government has determined that an award to the responsible Quoter that submits the Lowest-Priced, Technically Acceptable (LPTA) quote in response to this solicitation will represent the best value to the
Government. Quotes will be evaluated to determine the LPTA quote based on the following factors:
Factor 1 Price
Factor 2 Technical Capability
A quote must be rated "ACCEPTABLE" for each non-price factor to be eligible for award. An "UNACCEPTABLE" rating for any non-price factor will result in the entire quote being rated "UNACCEPTABLE" overall; an overall rating of "UNACCEPTABLE" makes a quote ineligible for award. A quote must contain sufficient information to enable evaluators to determine acceptability; if there is insufficient information to determine acceptability of the quote, the quote will be rated “UNACCEPTABLE” overall. Each of the evaluation factors will be rated as set forth below. Technical tradeoffs will not be made and no additional credit will be given for exceeding acceptability.
The Government will evaluate the lowest priced quote for technical acceptability. If it is not acceptable, the
Government will evaluate the next lowest quote for technical acceptability, and so forth, to determine the lowest-priced, technically acceptable quote, at which point all evaluations will stop.
The Government reserves the right to request that the awardee reduce its total price, or adjust CLIN prices with no change to total price, in order to reduce administrative costs and avoid unnecessary burdens for the agency pursuant to FAR 13.002.
(b) Evaluation Factors
Factor 1: Price
Quotes must include a proposed price for each Contract Line Item Number (CLIN) (see SF 1449 Continuation Sheet provided in this RFQ, pages 3 through 4). The Government will determine prices by adding the total proposed price for all CLINS. Quotes will be ranked from lowest- to highest-priced.
Factor 2: Technical Capability
The Government will evaluate the lowest priced Quoter for acceptability of Technical Capability. If the quote is not found to be acceptable, the Government will evaluate the next lowest quote for acceptability of technical capability, and so forth, to determine the lowest-priced quote that is acceptable for Technical Capability, at which point evaluators will evaluate of the acceptability of that quoter’s Past Performance.
Technical Capability evaluations will result in one of the following ratings:
TABLE 1 - TECHNICAL RATINGS
Rating Description
Acceptable Quote meets the minimum requirements of the solicitation.
Unacceptable Quote does not meet the minimum requirements of the solicitation.
Minimum Requirements:
The following are the minimum requirements a quote must meet to be deemed acceptable for the Technical
Capability factor:
1) The quote must meet the requirements set forth in the Performance Work Statement (PWS) (provided) and the terms and conditions found in the solicitation.
PRICE
Quoters responding to this solicitation are advised that, prior to award, the government may request quoters to submit information/data to support price reasonableness such as copies of paid invoices for the same or similar items, sales history for the same or similar items, price list with effective date and/or copies of catalog pages along with any applicable discounts.
QUESTIONS: Any questions in relation to this solicitation shall be submitted to Chris Rolince by email at
Christopher.c.rolince.civ@us.navy.mil. The cut-off date for questions is 1:00 pm on 04 April 2022.
(c) Contract Award
The Government shall mail or email a written notice of award to the successful quoter. Upon receipt, the quoter shall either commence performance, or have an authorized representative sign the award and return it to the
Contracting Officer; a binding contract is formed upon the earlier of either of those actions.
(End of provision)
