The Naval Surface Warfare Center Carderock Division (NSWCCD) has a requirement for Twisted Bicone Array (TBCA) stave assemblies repair. The NAICS code is 541330 and the Product/Service Code is J052.

The proposed purchase order is being solicited on a sole-source basis to Sonatech. The proposed action is for stave assemblies repair for which the Government intends to solicit with only one source pursuant to FAR 13.106-1(b)(1)(i). The basis for restricting competition is for the following reason: Sonatech is the proprietary designer and fabricator of these staves. The NSWCCD intends to award a firm fixed-price purchase order to Sonatech using Simplified Acquisition Procedures.

Interested parties may identify their interest to this requirement by submitting a capabilities statement no later than January 6, 2022. This notice of intent is NOT a request for competitive quotes. However, all responses received by January 14, 2022 at 2:00 PM EST will be considered by the Government. Any questions must be received via e-mail by January 7, 2022 at 2:00 PM EST. A determination by the Government not to compete this proposed purchase order based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.

Inquiries should be directed to Steven Besanko at steven.besanko@navy.mil.

STATEMENT OF WORK

Statement of Work Repair of Twisted Bi-cone Array (TBCA) Staves

1. Introduction This Statement of Work (SOW) describes tasks to be completed by the contractor in support of the Naval Surface Warfare Center Carderock Division (NSWCCD) acoustic measurement facilities. The contractor will complete the tasks described below related to the repair of two model EA-020-0 and two model EA-020-1 Twisted Bicone Array (TBCA) stave assemblies and includes personnel, materials, and facilities to accomplish the tasking. These staves are components of the TBCAs at the NSWCCD’s radiated noise measurement systems at the South Tongue of the Atlantic Acoustic Measurement Facility (STAFAC), Southeast Alaska Acoustic Measurement Facility (SEAFAC), and the Large Scale Vehicle High Gain Measurement System (LSV HGMS).

2. Scope of Work The contractor shall perform specific tasks described below:

2.1. Description

HGMS stave assemblies are comprised of 40 hydrophones clamped to a KevlarTM strength member and installed in a butyl rubber, oil filled hose. Each hydrophone consists of a butyl rubber sealed piezoelectric ceramic element and preamplifier. The stave is electrically isolated symmetrically into two half staves, each terminated in a connector at a respective end of the assembly that provides the interface for power, calibration, and signals. The stave assemblies were manufactured by Sonatech, Inc., Santa Barbara, CA. The model EA-020-0 stave is the original design hydrophones that was “retro-fit” with butyl rubber boot. The model EA-020-1 staves are the latest design using butyl rubber materials to prevent water intrusion into the stave assembly and hydrophone.

References listed in Section 6 provide additional documents associated with the stave design.

2.2. Repair of Model EA-020-1 HGMS Stave Assemblies

The contractor shall repair four (4) HGMS stave assemblies as described below. The contractor shall confirm/verify the problem(s) identified by NSWCCD, conduct necessary diagnostics to identify the cause, perform corrective actions and repairs to restore each stave to the meet performance requirements per the descriptions below, and provide return shipment of the staves and stave hoses to the Government per section 5.

The contractor shall conduct necessary verification measurements to confirm the corrective actions were successful.

A brief description of the symptoms associated with each stave follows:

Serial Number 049: This is an EA-020-0 model stave removed from the STAFAC North Array during the last major maintenance effort.

1. Remove existing butyl hose and replace with new hose. Ship existing (cracked) hose to NSWCCD, Acoustic Research Detachment. Clearly mark the stave serial number on the hose being returned.

2. This stave draws a slightly higher current. It has acoustically bad hydrophones (8 per NSWCCD checkouts) with calibration circuit issues and have greater DC offset values in comparison to a good hydrophone as well as clipping/saturation of the calibration signal. If possible, replace these failed hydrophones.

3. This stave also needs to have marine growth removed from titanium components.

Serial Number 010: This is an EA-020-0 model stave from the SEAFAC Static Site, but its failed sensors were never replaced/repaired (as was done for STAFAC EA-020-0 model staves).

1. Remove existing butyl hose and replace with new hose. Ship existing (cracked) hose to NSWCCD, Acoustic Research Detachment. Clearly mark the stave serial number on the hose being returned.

2. Identify any acoustically bad hydrophones and replace them, if possible.

Serial Number 228: This is an EA-020-1 model STAFAC stave. Remove existing butyl hose and replace with new hose. Ship existing (cracked) hose to NSWCCD, Acoustic Research Detachment. Clearly mark the stave serial number on the hose being returned.

Serial Number 259 : This is an EA-020-1 model stave from the Acoustic Research Detachment. Remove existing butyl hose and replace with new hose. Ship existing (cracked) hose to NSWCCD, Acoustic Research Detachment. Clearly mark the stave serial number on the hose being returned.

The staves needing repairs will be provided to the contractor as Government Furnished Equipment (GFE) and enclosed in suitable containers/crates for the return shipment.

Butyl rubber hoses for the EA-020-0 staves will also be provided as GFE. The contractor shall be responsible for return shipping of the repaired staves and the cracked butyl rubber hoses to the Government.

Any modifications or deviations to the stave design or manufacture required for repairs shall be identified to the technical point-of-contact (TPOC), including substitution of parts; use of manufacturing tools or techniques; use of solvents, primers, paints, elastomers, epoxies, resins or fill-fluids.

If the contractor deems that one or more stave assemblies provided as GFE is not in sufficient materiel condition or otherwise feasible for repair they shall contact the Contracting Representative and notify the TPOC for disposition options. For all GFE stave assemblies that are identified under this category, the contractor shall provide a written description of the condition found and reason/recommended for rejection.

3. Government Furnished Equipment

3.1. Specialized equipment and fixtures owned by the government will be required to accomplish the tasking in this SOW. The government will provide the following equipment to support this task within 14 days of award.

1. Stave, EA-020-0 Model, SN: 049

2. Stave, EA-020-0 Model, SN: 010

3. Stave, EA-020-1 Model, SN: 228

4. Stave, EA-020-1 Model, SN: 259

5. Hose material compatible with EA-020-0 staves

4. Data and Material Deliverables and Schedule

4.1. The following documentation is required as deliverable to this task.

4.1.1. Data from post-repair verification measurements and certification showing the stave meets the performance specification identified above. Verification measurements to be delivered with the returned staves.

4.1.2. Narrative description of the failure mode, suspected root cause, and any recommendations for future design changes to improve sensor reliability.

4.1.3. For any staves deemed non-repairable: a report describing the condition found and reason/recommendation for rejection including supporting data. Report is due within 7 days of a stave identified as non-repairable.

4.2. The following material is required as deliverable to this task.

4.2.1. HGMS stave assembly serial numbers 010, 049, 228, 259.

Data deliverables shall be delivered electrically (and/or hard copy) separate from the staves to the POCs identified in Section 5 (Shipping). Repaired staves will be returned via appropriate freight shipping methods.

5. Shipping All repaired stave assemblies and cracked hoses shall be shipped to the following address:

52.212-2 EVALUATION--COMMERCIAL ITEMS

(a) Basis for Award

The Government has determined that an award to the responsible Quoter that submits the Lowest-Priced, Technically Acceptable (LPTA) quote in response to this solicitation will represent the best value to the Government. Quotes will be evaluated to determine the LPTA quote based on the following factors:

Factor 1 Price Factor 2 Technical Capability/Approach

A quote must be rated "ACCEPTABLE" for each non-price factor to be eligible for award. An "UNACCEPTABLE" rating for any non-price factor will result in the entire quote being rated "UNACCEPTABLE" overall; an overall rating of "UNACCEPTABLE" makes a quote ineligible for award. A quote must contain sufficient information to enable evaluators to determine acceptability; if there is insufficient information to determine acceptability of the quote, the quote will be rated “UNACCEPTABLE” overall. Each of the evaluation factors will be rated as set forth below. Technical tradeoffs will not be made and no additional credit will be given for exceeding acceptability.

The Government will evaluate the lowest priced quote for technical acceptability. If it is not acceptable, the Government will evaluate the next lowest quote for technical acceptability, and so forth, to determine the lowest-priced, technically acceptable quote, at which point all evaluations will stop.

The Government reserves the right to request that the awardee reduce its total price, or adjust CLIN prices with no change to total price, in order to reduce administrative costs and avoid unnecessary burdens for the agency pursuant to FAR 13.002.

(b) Evaluation Factors Factor 1: Price Quotes must include a proposed price for each Contract Line Item Number (CLIN). The Government will determine prices by adding the total proposed price for all CLINS, including all options. Quotes will be ranked from lowest- to highest-priced.

Factor 2: Technical Capability The Government will evaluate the lowest priced Quote for acceptability of Technical Capability. If the quote is not found to be acceptable, the Government will evaluate the next lowest quote for acceptability of technical capability, and so forth, to determine the lowest-priced quote that is acceptable for Technical Capability.

Technical Capability evaluations will result in one of the following ratings:

TABLE 1 - TECHNICAL RATINGS

Rating Description

Acceptable Quote clearly meets the minimum requirements of the solicitation.

Unacceptable Quote does not clearly meet the minimum requirements of the solicitation.

Minimum Requirements:

The following are the minimum requirements a quote must meet to be deemed acceptable for the Technical Capability factor:

1) Must meet the minimum specifications per included statement of work.

PRICE

Quoters responding to this solicitation are advised that, prior to award, the government may request quoters to submit information/data to support price reasonableness such as copies of paid invoices for the same or similar items, sales history for the same or similar items, price list with effective date and/or copies of catalog pages along with any applicable discounts.

QUESTIONS: Any questions in relation to this solicitation shall be submitted to Steven Besanko by email at steven.besanko@navy.mil. The cut-off date for questions is January 7, 2022 @ 2:00 PM EST.

(c) Contract Award The Government shall mail or email a written notice of award to the successful quoter. Upon receipt, the quoter shall either commence performance, or have an authorized representative sign the award and return it to the Contracting Officer; a binding contract is formed upon the earlier of either of those actions. The Government requests that the awardee return a signed copy or notify the Contracting Officer by email that it will deliver the items, within 7 days of receiving the award notice.
