STATEMENT OF WORK

Statement of Work

1.0 Machining, Mechanical Testing, and Chemical Analysis Services in Support of Naval Surface Warfare Center Carderock Division (NSWCCD) Division 61 and 65

2.0 Background and Objectives

NSWCCD Divisions 61 and 65 perform research, development, testing and evaluation in the fields of physical metallurgy, welding and allied processes, additive manufacturing, and structural evaluation. These divisions also provide in-service engineering and technical support to NAVSEA technical warrant holders and various program offices. As part of the research and development efforts and engineering support, it is necessary to procure machining, mechanical testing, and chemical analysis services for a wide range of material types. The full list of required services and detailed requirements for each service are provided in Section 3. These services are typically procured by furnishing rough specimen blanks and/or whole articles (welds, etc.) to a contractor, who then performs final machining of the furnished material to specified dimensions and tests the resulting specimens in accordance with relevant standards and specifications. Results of the tests are then provided to NSWCCD, and the tested specimens are returned for further analysis by NSWCCD engineers.

The objective of this contract is to procure final machining, mechanical testing, and chemical analysis services from a single vendor who can provide the maximum value to NSWCCD Divisions 61 and 65 in terms of variety of services offered, cost, and quality of services provided. The services will be used to assist NSWCCD in providing research, development, and engineering support services to the NAVSEA technical community and other sponsors. 3.2 Specimen Preparation, Testing, and Reporting Requirements The contractor shall follow the requirements for each type of testing included in this contract. Except where special requirements are specified herein, the contractor shall adhere to the current versions of the applicable testing standards.

3.2.1 Tensile Testing

3.2.1.1 Applicable Standard(s) – Current version unless otherwise specified herein or in an individual Task Order

· AWS B4.0

· ASTM E8/E8M

· ASTM E83

3.2.1.2 Specimen Preparation

· Unless otherwise specified in an individual Task Order, specimens of round cross-section shall be machined to conform to the requirements of AWS B4.0 Section 4.7.3 and/or ASTM E8 Section 6.4, and specimens of rectangular cross section shall conform to the requirements of AWS B4.0 Section 4.7.4 and/or ASTM E8 Sections 6.2, 6.3, and/or 6.5, as specified by the Task Order. Typical required specimen gauge diameters for round specimens will be between 0.250 inches and 0.500 inches, but some specimens outside of this range may be required. Typical required specimen gauge widths for flat specimens will be between 0.250 inches and 1.500 inches, but some specimens outside of this range may be required. Specifics regarding required specimen geometries will be provided to the contractor in each Task Order.

· The number of specimens machined and tested from the Government Furnished Material (GFM) shall not exceed the amount specified in the Task Order. If fewer specimens must be machined due to material size limitations, the contractor shall notify the Task Order POC to determine the appropriate remedy.

· Specimens shall be machined in a free and natural state. No bending, straightening, or distortion is permitted. Any machining or grinding method capable of producing specimens that conform to the dimensions and tolerances laid out in the relevant standard(s) and/or Task Orders is acceptable, as long as commercial best practices for specimen cooling are used to minimize temperature rise of the specimen during machining.

· The surface finish for all specimens shall be root mean square (RMS) 40 microinches or better.

3.2.1.3 Testing

· The testing machine shall be operated in displacement (i.e., crosshead) control mode with constant speed when determining yield properties (i.e., “Method A” described in ASTM E8 Section 7.6.4.1). After yield behavior has been recorded, the rate of testing may be increased in accordance with ASTM E8 Section 7.6.5 or current version.

· In the event that testing is to occur for a material or specimen geometry that has not been previously tested during the contract period of performance, it may be necessary to evaluate the crosshead speed necessary to achieve the strain rate and stress rate requirements of ASTM E8. When this is the case, the Government will notify the contractor prior to the beginning of testing. The contractor shall then test a limited number of specimens from the Government furnished material and provide the test data to the Government for evaluation and feedback prior to the completion of the remaining tests.

· An extensometer of Class B-2 or better shall be used for extension measurement (extensometer classes are defined in ASTM E83). The extensometer shall remain affixed to the specimen at least until peak load is reached. It may then be removed prior to fracture.

· The typical test temperature for tensile specimens will be room temperature, but some testing at other temperatures may be required. Specifics regarding required test temperature(s) will be specified to the contractor in the Task Order.

· Fracture surfaces of broken specimens shall be handled to prevent oxidation or other surface damage and preserved by a light coat of lacquer or oil that is soluble in a common solvent (e.g., acetone or ethanol) shortly after the completion of testing.

3.2.1.4 Reporting

The following information from each tensile test shall be reported to the Government in accordance with Contract Data Requirements List (CRDL) A001:

1. 0.2% offset yield strength, which shall be determined by the method described in ASTM E8 Section 7.7.1

2. Ultimate tensile strength

3. Original gauge length, percent elongation, and reduction of area as determined by ASTM E8 Section 7.11

4. Location of fracture, if applicable (e.g., within a weld, its heat affected zone, or the base material)

5. Stress-strain diagram

6. Raw test data, including at a minimum: load, displacement, stress, and strain

3.2.2 Compression Testing

3.2.2.1 Applicable Standard(s) – Current version unless otherwise specified herein or in an individual Task Order

· ASTM E83

3.2.2.2 Specimen Preparation

· Required compression specimen diameter will typically be 0.250 inches, but specimens of other sizes may be required. Specifics regarding required specimen geometry will be specified to the contractor in the Task Order.

· The number of specimens machined and tested from the Government Furnished Material (GFM) shall not exceed the amount specified in the Task Order. If fewer specimens must be machined due to material size limitations, the contractor shall notify the Task Order POC to determine the appropriate remedy.

· Compression specimens that are to be loaded past the prescribed yield offset shall have a maximum length/diameter (L/D) ratio of 4.0.

· Electrical discharge machining (EDM) of specimens to near-final dimensions is acceptable but is prohibited as a final machining step. Machining with a lathe is acceptable, provided that tolerances for finished specimens are satisfied, but centerless grinding is preferred.

· Commercial best practices for specimen cooling shall be used to minimize temperature rise of the specimen during machining.

· The diameter tolerance for specimens shall be +/- 0.001 inch.

· Per ASTM E9 Section 7.3.2, the ends of a specimen shall be flat and parallel within 0.0005 inch/inch (mm/mm) and perpendicular to the lateral surfaces to within 3 degrees of arc

· The surface finish for all surfaces shall be RMS 40 microinches or better.

3.2.2.3 Testing

· The typical test temperature for compression specimens will be room temperature, but some testing at other temperatures may be required. Specifics regarding required test temperature(s) will be specified to the contractor in the Task Order.

· Molybdenum disulfide or similar lubricant shall be used on the ends of the samples to reduce friction and barreling effects.

· The contractor shall measure and verify that the bearing surfaces are parallel within 0.0002 inch/inch (E9 Section 6.1.1).

· Extensometers of Class B-2 or better shall be used for determination of yield properties per ASTM E9 Section 6.5 (extensometer classes are defined in ASTM E83).

· Per ASTM E9 Section 9.2, if the modulus of elasticity (i.e., Young’s Modulus) is the primary quantity to be determined, the test method of ASTM E111 shall be followed, including the use of a Class B-1 or better extensometers. The need to determine the modulus of elasticity as the primary quantity will be specified to the contractor in each Task Order.

· Attachment points of the extensometers shall be at least a distance equal to one diameter away from each end of the specimen. For example, the minimum length of a 0.500 inch diameter sample shall be 2 inches when using a 1 inch extensometer. For a 0.250 inch diameter sample, the minimum length shall be 1.000 inch when using a 0.500 inch extensometer. The minimum distance in order to fit the extensometer between the bearing plates must also be considered when designing specimens.

· As described in NIST Technical Note 1679, the use of two diametrically opposed extensometers provides the most consistent strain measurement and elastic modulus. Measuring strain on opposite sides of the cylinder effectively “cancels out” slight bending that may occur during the test. Two extensometers of the appropriate class, diametrically opposed, shall be used as described in NIST Technical Note 1679.

· Testing shall be conducted in displacement (i.e., crosshead) control mode, and the displacement rate shall be set so that the achieved strain rate in the elastic portion is a maximum of 0.005 inch/inch per minute In the event that testing is to occur for a material or specimen geometry that has not been previously tested during the contract period of performance, it may be necessary to evaluate the crosshead speed necessary to achieve this strain rate requirement. When this is the case, the Government will notify the contractor prior to the beginning of testing. The contractor shall then test a limited number of specimens from the Government furnished material and provide the test data to the Government for evaluation and feedback prior to the completion of the remaining tests.

· Testing shall continue at constant crosshead speed until a total axial strain of 4.0% is reached.

· Sample diameter and length shall be measured with an accuracy of +/- 0.001 inch both before and after the compression test. The final engineering strain should be compared to the final strain recorded by the extensometer during the test. Initial and final geometries shall be recorded and any discrepancies between measured strain and extensometer strain shall be recorded.

· Tested samples shall be evaluated for the presence of any barreling or bending, and evidence of either shall reported to the Government with the test data. At the Government’s request, the contractor shall re-test specimens that exhibit barreling, bending, and/or data-driven evidence of misalignment during testing. Contractor shall be responsible for costs associated with machining and testing a replacement specimen. See Figure 1 for representative stress/strain plots of good and bad tests.
