Vendor Questions and NSWCCD Technical Responses REVISION 2, dated 12-2-2020

N0016721Q0023 Machine and Tensile Test 17-4 Stainless Steel Material

Vendor Question #1:

Is there a way to get the test pieces made to be at least 2.75” long or is the approx. 2” overall length the only thing that can be provided?

Technical Response #1:

The material blanks are already fabricated and will only be provided in the dimensions listed in the SOW (2 inches by 0.5 inches by 0.5 inches).

Vendor Question #2:

I need to know if you are going to need the testing done on all 250 pcs you will provide or if a test would need to be performed on each heat number of the material only? The reason I ask is whatever piece gets tested will be destroyed so I want to make sure that you aren’t trying to make parts out of the material once the testing is performed.

Technical Response #2:

We want all 250 pieces tested. All 250 pieces were fabricated solely for the purpose of destructive materials testing. As stated in the SOW, we request that the tested (destroyed) pieces be returned to us, but we will not be using them for parts.

Vendor Question #3:

With a 2” length, can we do the testing with a .160” diameter rather than the .252” diameter as mentioned in the SOW.

Technical Response #3:

We would prefer that the specimens be machined to a .252” gauge diameter, as shown in the drawing. Although the drawing and ASTM specification call for a 3” overall length, the samples can still be machined from 2” long blanks by shortening the threaded grip sections. Recognizing that this may not be feasible for all testing equipment setups, it would be technically acceptable for the vendor to machine the samples in accordance with the smaller .160” specimen listed in the ASTM E8 specification instead. The resulting smaller specimens shall be .160” in gauge diameter (+ or – .003”), .640” in gauge length (+ or - .005”), a minimum of 0.75” in the length of the reduced section, and a minimum fillet radius of .156”.

Vendor Question #4:

Do you have an idea of the sample size, or should I make the quote ROM?

Technical Response #4:

Carderock will provide qty 250 rectangular blanks measuring approx. 2 inches by 0.5 inches by 0.5 inches and all samples shall be machined and tested per the SOW and drawing.

Vendor Question #5:

May I ask your lead time expectations? Are these samples Addively manufactured and is there a spec you would like us to reference? Is ASTM methods sufficient?

Technical Response #5:

We would prefer that the specimens be machined to a .252” gauge diameter, as shown in the drawing.
