1.0 OBJECTIVE

The Naval Surface Warfare Center Carderock Division (NSWCCD) Ship Signatures Department, Code 70, provides services and facilities to accomplish acoustic data acquisition and analysis in support of surface ship and submarine research and development (R&D) projects funded by the Naval Sea Systems Command (NAVSEA), other Navy and Department of Defense (DoD) sponsors, and non-Government organizations. The objective of the technical efforts described in this Statement of Work (SOW) is to provide scientific, engineering, and technical support for operations, maintenance, repair, and logistics at the Acoustic Research Detachment (ARD); in support of measurement and assessment testing, acoustic stealth technology development, and related research programs.

2.0 BACKGROUND

The NSWCCD Ship Signatures Department is responsible for development of stealth technology to support Navy surface ship and submarine program goals. As part of its mission, the Department develops, operates, and maintains major acoustic R&D test facilities at the ARD located in Bayview, ID. The ARD develops, operates, and maintains acoustic test systems and support equipment on, and in, Lake Pend Oreille, ID, a large freshwater lake with depths exceeding 1,100 feet. These systems and equipment include large models and other specialized test hardware, barges and platforms capable of being equipped with data acquisition and processing systems, shore based laboratories, and underwater acoustic test ranges1 consisting of moored acoustic sensors and oceanographic instrumentation. This 23-acre facility also includes several remote up-lake shore stations accessible only by watercraft.

The Government reserves the right to investigate all incidents and accidents. The contractor shall immediately report any/all accidents or incidents resulting in bodily harm, injury, or death to the COR, Detachment Director and Government Safety Officer.

Equipment safety, including safety of the test models, is of the next highest priority. Throughout operations the contractor shall continually assess the conditions of weather and/or any other abnormal configuration of vehicle, test equipment or facilities, and the impact, if any, on equipment’s ability to safely support the test operations. The contractor is responsible for immediately identifying any known or potential safety issue, and/or damage to, or loss of, Government property to the Task Leader or Lead Project Engineer and COR.

4.6.6 Media Transfer Agents – The contractor shall ensure that personnel performing duties that involve the transfer of classified data to removable media have the proper training and approvals to perform Media Transfer Agent (MTA) functions IAW CARDEROCKDIVINST 5510.12. MTAs shall have the appropriate security clearance IAW with the Form DD 254.

4.6.7 Maintenance Procedures – The contractor shall ensure that all maintenance is accomplished in accordance with any applicable procedures and formally recorded in maintenance logs for future maintenance planning and scheduling.

4.6.8 Certification System – The contractor shall ensure that the work performed within any established certification boundary (such as SUBSAFE and LSVSAFE) is fully documented (Re-entry control.)

4.6.9 Small Boats – The contractor shall require boat operators to complete the Idaho Safe Boating course and demonstrate boat handling skills and familiarity with specific ARD watercraft prior to any boat operations IAW ARD Watercraft Instruction (5100.4D or series update) requirements.

4.6.10 Accounting / Task Reporting / Work Tracking – The contractor shall maintain and individuals working under this contract shall record daily work hours and task accomplishments (salient description of daily work performed) using one or more of the ARD networked Work Breakdown Labor Tracking (WBLT) databases. The contractor shall have access to the use of existing database capabilities that may be provided by the Government, and shall provide input to said databases. Databases may be project specific and/or shall encompass all work at the ARD. Data entered shall be categorized as necessary to fulfill programmatic reporting requirements, which typically use a program financial or work breakdown structure (WBS) that will be defined by the Government. This database shall be available to the Government for validation and surveillance of the work performed under contract.

4.6.11 Technical Guidance – The contractor shall be responsible for total management during the performance of this contract. The Government reserves the right to establish priority for the work to be performed. Technical guidance regarding the work identified in this SOW will typically be provided by the COR in the form of a TI. This guidance will generally provide equipment O&M priorities; schedule requirements, and/or details that may be needed to amplify support requirements. The contractor shall respond in writing to both the COR and Contracting Officer if it is believed that the technical guidance is outside the scope of the contract.

4.6.12 Physical Effort / Working Conditions – The nature of the identified O&M support requires most contractor personnel to frequently handle objects weighing up to 20 pounds, and occasionally objects weighing up to 50 pounds without assistance of lifting devices. Day–to-day support involves standing, walking, stooping, bending, kneeling, climbing ladders, stairwells, and on scaffolding in industrial-type work settings. Work could require the assembly and/or installation of items in/out of hard to reach locations. Work will occur in confined areas inside models requiring crawling and working from prone positions. Balance and agility are required, as support shall require work performed aboard barges afloat and small boats, from floats, and/or over water while pitching or rolling. Some support is performed at remote work locations accessible only by boat, barge, or other watercraft.

Work shall be performed both inside and outside with exposure to dirt, dust, heat, prevailing weather conditions (high winds, fog, extreme cold, rain, ice, and snow), high noise levels and intermittent slippery, uneven surfaces, or other adverse conditions. Various protective devices such as respiratory protection, hard hats, safety shoes, work gloves, lifejackets, and cold weather exposure suits are required under certain circumstances and in designated work areas to minimize risk associated with these conditions.
