PERFORMANCE WORK STATEMENT

Forward Steerable Thruster Design Support to Shock Study

1.0 DESCRIPTION OF SERVICES/INTRODUCTION: The Naval Surface Warfare Center, Carderock Division (NSWCCD) conducts ship integrations and analysis of maritime technologies for Naval Seas System Command (NAVSEA) 05T, including ship propulsion systems. NSWCCD is conducting integration and shock related assessments in support of NAVSEA 05T related to defining the Technical Readiness Level (TRL) and scope of work required to develop and integrate a shock hardened forward steerable thrusters. Deliverables developed under this effort will support the development of a shock qualification strategy to qualify future thrusters.

2.0 BACKGROUND: The intent of the study is to determine the readiness level of thruster technology from a shock perspective and determine the level of difficulty and scope of design changes, which may be required to develop a shock qualified, see reference [A], steerable thruster capable of providing an efficient cruise speed. Of particular interest to this study are thrusters capable of providing continuous 3,300 effective horsepower (EHP) at 14 knots (see formula below to determine thrust) up to 500 hours per year. The thruster must be retractable or be internal to the ship’s hull, adding minimal resistance when not in use. NSWCCD will conduct modeling and simulation (M&S) studies in parallel with this effort, and desires to work with industry partners to ensure NSWCCD’s analyses are representative of a realistic thruster design.

Thruster Effective Horsepower (EHP) Calculations:

EHP = RTV Reference [B] 550 (ft *lbs)/(sec * HP)

EHP – Effective Horsepower (HP)

RT – total hull resistance

(lbs) V – ship’s speed ft/sec

V = 14 knots = 23.6 ft/sec EHP = 3300

HP

RT = 77,000 lbs

3.0 OBJECTIVE:

The thruster manufacturer, based on knowledge gained from past shock qualification efforts and details from existing shock qualified thruster(s), shall provide NSWCCD with engineering support, information on potential steerable thruster configurations, and drawings of current or concept thruster designs. The thruster design shall a) be steerable, b) be capable of providing continuous 3,300 EHP at 14 knots for up to 500 hours per year, c) have a

Propulsive Efficiency greater than 0.6, per formula below, d) not impact a ship’s ability to meet proposed radiated noise specification in reference [C], section 7.4, at 10 knots and 1650 EHP, e) not impact the ships resistance when not in use (e.g. retractable or internal to the ship’s hull), f) have a Technology Readiness Level (TRL) 5 or higher, per reference [D], g) weigh less than 270,000 lbs, and h) have a volume less than 18,500 cubic feet. The thruster manufacturer shall provide shock experienced consultation for reviewing results of NSWCCD M&S studies and assessing results of M&S studies for required changes to a thruster design, such that the design will meet Navy shock requirements, reference [A]. Specific tasking shall include:

Provide high-level concept design for thruster (CDRL A001).

Participate in four Technical Interchange Meetings (CDRLs A002, A004, A005, and A008) with

NSWCCD and NAVSEA personnel to discuss thruster configurations and design details along with potential shock failure modes and design modifications required to address shock modes.

Provide concept-level details, calculations, and drawings to document the thruster’s size, weight, power, general configuration, functionality, major subsystems, and feasibility to meet performance requirements

(CDRLS A003). The concept-level design does NOT require highly detailed drawings or advanced system/component analysis (e.g. computational fluid dynamics, finite elements analysis). Use of design rules of thumb and scaling are acceptable methods to demonstrate system feasibility. During the Technical

Interchange Meetings, there maybe discussions for some specific design elements to better determine shock performance. Note: the concept-level design will be used by NSWCCD to develop a general thruster model for estimating general thruster shock loadings and responses.

o Includes concept-level description of the thruster-to-ship interfaces (structural, mechanical, electrical) (CDRLS A003), including maintenance envelopes and clearance requirements.

o Includes a list of hull integration requirements (CDRL A003).

Review loadings developed by NSWCCD M&S results and provide a generalized assessment of the scope of structural changes/difficulty associated with developing a thruster to meet those loadings (CDRL A006).

This will not require detailed analysis but subject matter expert judgement on the scope related with designing a thruster to meet the loadings.

Provide revised concept-level details, calculations, and drawings to document the thruster’s size, weight, power, general configuration, functionality, major subsystems, and feasibility to meet performance requirements (CDRLS A007). The concept-level design does NOT require highly detailed drawings or advanced system/component analysis (e.g. computational fluid dynamics, finite elements analysis). Use of design rules of thumb and scaling are acceptable methods to demonstrate system feasibility. Note: the revised concept-level design will be used by NSWCCD to finalize thruster shock M&S.

o Includes concept-level description of the thruster-to-ship interfaces (structural, mechanical, electrical) (CDRLS A007), including maintenance envelopes and clearance requirements.

o Includes a list of hull integration requirements (CDRL A007).

Review and provide comments on a technical report generated by NSWCCD (CDRL A0009). This will include support to developing a version of the report with redaction of any proprietary company information obtained through this effort. Note: this report will not be publicly released.

Propulsive Efficiency Formula:

PE = effective Power

PD = delivered Power hD = Propulsive Efficiency [E] page 130, hD = PE / PD

Assuming negligible shaft losses and uniform open water efficiency: 1-w = 1-t = 1.0 (w = wake fraction and t = thrust deduction fraction)

52.212-2 EVALUATION--COMMERCIAL ITEMS (OCT 2014)

(a) Basis for Award

The Government has determined that an award to the responsible Quoter that submits the Lowest-Priced, Technically Acceptable (LPTA) quote in response to this solicitation will represent the best value to the

Government. Quotes will be evaluated to determine the LPTA quote based on the following factors:

Factor 1 Price

Factor 2 Technical Capability/Approach

A quote must be rated "ACCEPTABLE" for each non-price factor to be eligible for award. An "UNACCEPTABLE" rating for any non-price factor will result in the entire quote being rated "UNACCEPTABLE" overall; an overall rating of "UNACCEPTABLE" makes a quote ineligible for award. A quote must contain sufficient information to enable evaluators to determine acceptability; if there is insufficient information to determine acceptability of the quote, the quote will be rated “UNACCEPTABLE” overall. Each of the evaluation factors will be rated as set forth below. Technical tradeoffs will not be made and no additional credit will be given for exceeding acceptability.

The Government will evaluate the lowest priced quote for technical acceptability. If it is not acceptable, the

Government will evaluate the next lowest quote for technical acceptability, and so forth, to determine the lowest-priced, technically acceptable quote, at which point all evaluations will stop.

The Government reserves the right to request that the awardee reduce its total price, or adjust CLIN prices with no change to total price, in order to reduce administrative costs and avoid unnecessary burdens for the agency pursuant to FAR 13.002.

(b) Evaluation Factors

Factor 1: Price

Quotes must include a proposed price for each Contract Line Item Number (CLIN). The Government will determine prices by adding the total proposed price for all CLINS, including all options. Quotes will be ranked from lowest- to highest-priced.

Factor 2: Technical Capability

The Government will evaluate the lowest priced Quoter for acceptability of Technical Capability.
