SOLE SOURCE JUSTIFICATION FOR SIMPLIFIED ACQUISITIONS

Subj: Sole Source Justification
1. DESCRIPTION OF REQUIRED SUPPLIES/SERVICES, ESTIMATED VALUE, AND
DELIVERY REQUIREMENTS
In order to accurately perform advanced additive manufacturing (AM)-based fabrication pursuant to multiple ongoing research and development programs, upgrades to the robotic weld arm (ABB 4600) is necessary. In addition, upgrades to the control software, non-contact sensors, and a positioner are needed to increase the technical capability of the system. This hardware, control software, and the associated services will require 5 business days (1 week) of on-site work by one Wolf Robotics service engineer. An optional follow-on service of installation supervision and functional run-off will require 25 days (5 weeks) once the initial assessment is completed and all the materials arrive. Additional optional follow-on service weeks (3 weeks) are also included should issues arise during installation and integration. 2. SUPPORTING DOCUMENTATION FOR SOLE SOURCE BASED ON UNIQUE
QUALIFICATIONS OR NATURE OF THE ACQUISITION
Wolf Robotics, LLC is the sole provider of this service because they are the only company that has access to the integration services for the sophisticated hardware components. In addition, the ABB 4600 is a highly complex piece of equipment, and Wolf Robotics was the original integrator who installed the system at NSWCCD. Finally, the AM-based controller software being integrated to the hardware is proprietary to Wolf Robotics, and therefore no other company has the skills and knowledge to install it as Wolf Robotics does not have authorized resellers trained for these activities. Therefore, in accordance with FAR 6.302-
3. MARKET SURVEY
A July 2019 search of the marketplace for robotic welding integrators did not identify any companies other than Wolf Robotics that are currently providing both robotic welding and additive manufacturing (AM) fabrication services. The cost to replace the ABB 4600 robot arm and associated hardware and software rather than perform these AM upgrades and services would exceed
