STATEMENT OF WORK
SCOPE
As part of our digital engineering strategy, Carderock requires training for its workforce in data analytics using the Python coding/computing environment. Python is one of the primary software tools that is used for analysis and scientific computing in the science, technology, engineering, and mathematics fields. Various packages within Python are a cornerstone of analyses performed in Carderock's platform integrity, signatures, and naval architecture and engineering departments in support of various customers, as well as across the Navy's Digital Transformation Effort (NDTE). Additionally, as Carderock meets the requirements of the NDTE, the knowledge, skills, and expertise gained with respect to these tools is critical to meet the current minimum technical capability in the area of scientific computing and analysis. The course will provide instruction on how to optimize use of the Python standard language and key Python packages for data exploration, modeling, and analysis. The curriculum provides an understanding of the Python language and its capabilities for all things data, while also providing intensive exposure to the core workhorse tools of NumPy and Pandas that are central to data analysis in Python.
This course shall provide interactive training to develop the skills necessary to write programs, access various tools, document and automate analytical processes, rapidly manipulate and process large data sets, handle tabular datasets, utilize aggregation and reorganization capabilities for data set explorations (labeling data along each dimension, dealing with missing values, time series manipulations, etc.), access data from multiple sources, and interface with databases. The contractor shall provide on-site training in Python for Data Analysis to employees who are in the Acquisition Workforce at the Naval Surface Warfare Center, Carderock Division, 9500 MacArthur Blvd., West Bethesda, Maryland, 20817. The class shall teach employees how to use Python capabilities for analyzing data for data exploration, modeling and analysis.

REQUIREMENTS
The contractor shall be responsible for providing all course materials and participant handouts, including printing of all handout materials. At least two weeks prior to scheduled training session, the contractor shall contact the Workforce Development Branch to complete an Authorization Request for Operation of Non-DoD Portable Electronic Devices (PEDs) to take their laptop on-site.
The contractor shall provide a list of qualifications of the instructor at the time of proposal. The instructor shall be a US citizen and provide ID for building access.
The instructor shall arrive at NSWC Carderock 30 minutes prior to each training session.
NSWC Carderock will provide a training room and a computer connection for projection capabilities.

FILES (NAVSEA) (APR 2019)
(a) NAVSEA may use a contractor to manage official contract files hereinafter referred to as "the support contractor", including the official file supporting this procurement. These official files may contain information that is considered a trade secret, proprietary, business sensitive or otherwise protected pursuant to law or regulation, hereinafter referred to as “protected information”. File management services consist of any of the following:
secretarial or clerical support; data entry; document reproduction, scanning, imaging, or destruction; operation, management, or maintenance of paper-based or electronic mail rooms, file rooms, or libraries; and supervision in connection with functions listed herein.
(b) The cognizant Contracting Officer will ensure that any NAVSEA contract under which these file management services are acquired will contain a requirement that
(1) The support contractor not disclose any information;
(2) Individual employees are to be instructed by the support contractor regarding the sensitivity of the official contract files;
(3) The support contractor performing these services be barred from providing any other supplies and/or services, or competing to do so, to NAVSEA for the period of performance of its contract and for an additional three years thereafter unless otherwise provided by law or regulation; and,
(4) In addition to any other rights the offeror may have, it is a third party beneficiary who has the right of direct action against the support contractor, or any person to whom the support contractor has released or disclosed Protected Information, for the unauthorized duplication, release, or disclosure of such Protected Information.
(c) Submission of a proposal will be considered as consent to NAVSEA's permitting access to any information, irrespective of restrictive markings or the nature of the information submitted, by its file management support contractor for the limited purpose of executing its file support contract responsibilities.
(d) NAVSEA may, without further notice, enter into contracts with other contractors for these services. Offerors are free to enter into separate non-disclosure agreements with the file support contractor. Contact the Procuring Contracting Officer for contractor specifics. However, any such agreement will not be considered a prerequisite before information submitted is stored in the files or otherwise encumber the government.

(1) The Comptroller General of the United States, or an authorized representative of the Comptroller General, shall have access to and right to examine any of the Contractor's directly pertinent records involving transactions related to this contract.

(a) Definitions. As used in this clause—
“Department of Defense Activity Address Code (DoDAAC)” is a six position code that uniquely identifies a unit, activity, or organization.
“Document type” means the type of payment request or receiving report available for creation in Wide Area WorkFlow (WAWF).
“Local processing office (LPO)” is the office responsible for payment certification when payment certification is done external to the entitlement system.
“Payment request” and “receiving report” are defined in the clause at 252.232-7003, Electronic Submission of Payment Requests and Receiving Reports.
(b) Electronic invoicing. The WAWF system provides the method to electronically process vendor payment requests and receiving reports, as authorized by Defense Federal Acquisition Regulation Supplement (DFARS) 252.232- 7003, Electronic Submission of Payment Requests and Receiving Reports.
(c) WAWF access. To access WAWF, the Contractor shall—
(1) Have a designated electronic business point of contact in the System for Award Management at https://www.sam.gov; and
(2) Be registered to use WAWF at https://wawf.eb.mil/ following the step-by-step procedures for self-registration available at this web site.
(d) WAWF training. The Contractor should follow the training instructions of the WAWF Web-Based Training Course and use the Practice Training Site before submitting payment requests through WAWF. This type of code is known as a NATO CAGE (NCAGE) code.
Predecessor means an entity that is replaced by a successor and includes any predecessors of the predecessor.
Successor means an entity that has replaced a predecessor by acquiring the assets and carrying out the affairs of the predecessor under a new name (often through acquisition or merger). The term “successor” does not include new offices/divisions of the same company or a company that only changes its name. The extent of the responsibility of the successor for the liabilities of the predecessor may vary, depending on State law and specific circumstances.

52.209-2 PROHIBITION ON CONTRACTING WITH INVERTED DOMESTIC CORPORATIONS--

(a) Definitions. Inverted domestic corporation and subsidiary have the meaning given in the clause of this contract entitled Prohibition on Contracting with Inverted Domestic Corporations (52.209-10).
(b) Government agencies are not permitted to use appropriated (or otherwise made available) funds for contracts with either an inverted domestic corporation, or a subsidiary of an inverted domestic corporation, unless the exception at 9.108-2(b) applies or the requirement is waived in accordance with the procedures at 9.108-4.
(c) Representation. The Offeror represents that--

(1) Has any unpaid Federal tax liability that has been assessed, for which all judicial and administrative remedies have been exhausted or have lapsed, and that is not being paid in a timely manner pursuant to an agreement with the authority responsible for collecting the tax liability, where the awarding agency is aware of the unpaid tax liability, unless an agency has considered suspension or debarment of the corporation and made a determination that suspension or debarment is not necessary to protect the interests of the Government; or
(2) Was convicted of a felony criminal violation under any Federal law within the preceding 24 months, where the awarding agency is aware of the conviction, unless an agency has considered suspension or debarment of the corporation and made a determination that this action is not necessary to protect the interests of the Government.
(b) The Offeror represents that--
