SOLE SOURCE JUSTIFICATION

FOR SIMPLIFIED ACQUISITIONS

From: Christopher Heller, Code _853 To: Code 02 Simplified Acquisition Branch

Subj: SOLE SOURCE JUSTIFICATION

1. DESCRIPTION OF REQUIRED SUPPLIES/SERVICES, ESTIMATED VALUE, AND

DELIVERY REQUIREMENTS

The torsionmeter systems are utilized to monitor shaft torque and reports back to the ship’s engineering control system and consoles. Recently, the collided with another ship. The ship is undergoing final repairs at

. One of the systems undergoing repair are the torsionmeter systems. The ship has malfunctioning obsolete torsionmeter systems.

These torsionmeter systems consist of a torsionmeter sensor bar which rides on carrier rings that measures torsional strain through the variable resistance of strain gage circuitry. A transmitter imbedded in the sensor bar sends the resulting RF signal from an imbedded antenna to the receiver system’s antenna. The receiver system picks up the signal where it can be distributed to data monitoring equipment. Previous contract (N0016718P0281)

Manufacturer: HONEYWELL 2080 Arlingate Lane Columbus, OHIO 43228-4112

The approximate cost of the Torsionmeter is . The Torsionmeter is needed by 30 November 2019.

2. SUPPORTING DOCUMENTATION FOR SOLE SOURCE BASED ON CONTRACTOR’S

UNIQUE QUALIFICATIONS OR NATURE OF THE ACQUISITION

Honeywell-Sensotec is the manufacturer of the modern torsionmeter systems for the US Navy. They are the sole provider of these systems, 1642A Series Torsionmeter Systems. The 1642A Series Torsionmeter Systems were the torsionmeter used in the building of . To change to a different Torsionmeter system would require re-work to all the DDG vessels to ensure conformity among all DDGs. To change would require a rebuild of the current configuration and re-training the ship’s force on a different system.

Maintaining these torsionmeter systems allows for standardization with the rest of the fleet since Honeywell Sensotec 1642A Series Torsionmeter Systems are used fleet wide. Purchasing a new alternate torsionmeter system from another manufacturer would be counterproductive. The entire fleet would have to be retrofitted to standardize the fleet’s modularization, heavily impacting fleet maintenance and resulting in significant duplication of costs.

3. MARKET SURVEY

NSWCCD performed a thorough Market Survey and it was determined that the Honeywell-Sensotec 1642A Series Torsionmeter System is the only sensor which meets the mission of standardization as specified in Section 2. There is not another source of the combatant shaft torsionmeter equipment.

4. ADDITIONAL FACT

Include any information that will support the reasonableness of the estimated or proposed price for the acquisition. Provide any additional factual information not requested elsewhere that is considered relevant to the acquisition.
