3.0 BACKGROUND

NAVSEA issued Ser 05T-2018-024-4870 “Guidance on the Use of Additive Manufacturing” for surface ships in

2018. This guidance defines the fire performance requirements and maximum allowable weight of polymer

Additive Manufactured (AM) materials, which were based off test results reported in NSWCCD-61-TR-2016-27 and NSWCCD-61-TR-2018-10. An assessment is needed to determine the fire performance requirements, maximum allowable weight, and procedures for 18 AM materials for use onboard submarines. This also includes conducting a follow on effort for surface ships to determine the fire performance requirements and maximum allowable weight for an additional 10 AM materials. The Fire Protection Group (FPG) of Code 612 at the Naval Surface Warfare

Center – Carderock Division (NSWCCD) requests off-site technical and modeling support to assess the fire hazards associated with AM materials and procedures for use on U.S. Navy ships and submarines.

4.0 SCOPE OF WORK

The contractor shall:

4.1 Develop analysis methodology and computer fire modeling using Consolidated Fire and

Smoke Transport (CFAST) or Fire Dynamic Simulator (FDS) to assess the hazards associated with AM materials onboard submarines. This analysis shall consider a range of compartment of fire origin sizes that span the expected sizes onboard a submarine.

This analysis shall consider heat release rate contribution and tenability criteria of the compartments to track conditions such as gas temperature, toxic gas production, visibility, and flashover. The analysis shall also consider the movement of air and gases into these areas through natural and forced ventilation, which are unique to submarine applications.

4.2 Conduct the analysis to determine allowable weights of AM material from the fire model for use on submarines based on operational conditions of being Underway, In-port, and Re-fit/overhaul. Criteria for determining the maximum allowable weight will incorporate not accelerating the fire growth conditions inside the compartment of origin as well as maintaining tenability in the adjacent spaces before expected extinguishment.

Each of these operating conditions will have different analysis durations based on time to detection and subsequent fire extinguishment. Maximum allowable weight for use in

Submarine will be developed for a total of 18 materials, 8 of which are listed in Table E-

2, Materials for Surface Shipboard Use, of Ser 05T-2018-024-4870 and 10 new materials.

The test data from these 18 materials will be provided to the contractor by NSWCCD

Code 612.

4.3 Use the analysis and requirements from other submarine standards to establish fire performance requirements for AM materials.

4.4 Recommend procedures for use of AM printers and AM material spools during part fabrication as well as storage for submarines. Procedures shall include guidance on fire watches during printer use as well as storage of printers and spools while fabrication is not being performed.

4.5 Develop analysis methodology and computer fire modeling using CFAST or FDS to determine the allowable weights for a total of 10 AM materials for use on surface ships.

Criteria for determining the maximum allowable weight will incorporate not accelerating the fire growth conditions inside the compartment of origin as well as maintaining tenability inside the compartment of origin before expected extinguishment. This analysis shall consider a range of compartment of fire origin sizes that span the expected sizes onboard a surface ship. This analysis shall consider heat release rate contribution and tenability criteria of the compartments to track conditions such as gas temperature, toxic gas production, visibility, and flashover. The test data from these 10 materials will provided to the contractor by NSWCCD Code 612.

5.0 DELIVERABLES

The contractor shall provide monthly financial updates in accordance with CDRL A001. The contractor shall provide a report to document the analysis obtained from 4.0 in accordance with CDRL E001.

6.0 TRAVEL

Local travel to NAVSEA (WNY) and NSWCCD (Carderock) is required to attend meetings as necessary.

7.0 GOVERNMENT FURNISHED INFORMATION (GFI)

The Government will provide Government Furnished Information (GFI), such as SER 05T-2018-024-4870, NSWCCD-61-TR-2016-27, NSWCCD-61-TR-2018-10, test plans, and test data.
