SOLE SOURCE JUSTIFICATION FOR SIMPLIFIED ACQUISITIONS
From: Sang Lee, Code 633
To: Simplified Acquisition Branch, Code 02
Subj: SOLE SOURCE JUSTIFICATION
1. DESCRIPTION OF REQUIRED SUPPLIES/SERVICES, ESTIMATED VALUE,
AND DELIVERY REQUIREMENTS
This procurement is for the Alfa Laval PureBilge 2505 (High Shock; Without Heater Module)
Oil/Water Separator (OWS). The OWS system will include a direct driven centrifuge, as well as all supporting subsystems required to produce an effluent suitable for discharge overboard
(i.e., oil concentration of 15 parts per million (ppm) or less) and a concentrated waste oil intended for collection in the ship’s waste oil tank (WOT). The centrifugal OWS system will also include a means of removing the buildup of accumulated solids generated during processing from within the separation system. The cost, including estimated shipping, for the
OWS unit is , and the estimated lead time is six (6) months.
In addition to the OWS system, the deliverable requirements are a technical manual
(electronic copy in PDF format) describing the function and technological design of the OWS unit, its modes of operation, as well as instructions for installation, maintenance, and troubleshooting. Test reports describing the results of Military Shock, Vibration, and
Electromagnetic Interference (EMI) testing in accordance with MIL-S-901D or MIL-
DTL901E, MIL-STD-167-1, and MIL-STD-461 are also required. In addition, computer-aided design (CAD) drawings (electronic AutoCAD file) are required of the OWS system to assist with the development of ship installation drawings. The delivery timeline for each deliverable is described in contract data requirement lists (CDRLs). The period of performance (POP) for the entire contract is 180 days (six (6) months) after award.
2. SUPPORTING DOCUMENTATION FOR SOLE SOURCE BASED ON
CONTRACTOR’S UNIQUE QUALIFICATIONS OR NATURE OF THE
ACQUISITION
The Alfa Laval PureBilge 2505 OWS unit was procured through a sole source contract
(N65540-14-P-5343) in FY14 as part of a larger, multi-year effort to test and evaluate several competitive commercial OWSs. Based on the promising results demonstrated during the laboratory evaluation, this unit is being installed aboard a DDG 51 Class ship for a shipboard evaluation in FY20. A second, more ruggedized version of the Alfa Laval PureBilge 2505
OWS unit, PureBilge 2505 (High Shock; Without Heater), is required for procurement to undergo testing to integrate it with the Navy’s in-service oil content monitor (OCM), model
ET-35N. The ET-35N OCM is an integral part of the ship’s Oil Pollution Abatement (OPA) system, as it determines whether OWS effluent is suitable for overboard discharge in accordance with Department of Defense (DoD) and Navy requirements, DoD Reg 4715.06
Volume 2 and OPNAV Instruction 5090.1, respectively. Integration of the Alfa Laval
PureBilge 2505 (High Shock; Without Heater Module) OWS system with the ET-35N OCM will require additional testing and potential modifications to the OWS effluent to ensure both systems will operate properly.
Since FY14, NAVSEA 05PF has invested over $2.5M towards the research, development, test, and evaluation (RDT&E) of the Alfa Laval PureBilge 2505. A list of the investments into the
Alfa Laval OWS to date is provided in the table below:

Opportunities for competition were investigated through the Sources Sought (N00167-17-
CCOWS) announcement. However, repeating the procurement and laboratory evaluation on an alternate vendor would negate the financial investment already made. In addition, a programmatic delay of at least six (6) years would result if required to program, plan, and execute the contracting/procurement, laboratory evaluation, shipboard evaluation, and ET-35N
OCM integration tasks on an alternative OWS system.
Based on the above information and pursuant to FAR 6.302-1(a)(2)(ii), the Alfa Laval
PureBilge 2505 shall be solicited on a sole source basis since the substantial duplication of cost to the Government is not expected to be recovered through competition and award to any other source would result in unacceptable delays in fulfilling the agency’s requirements.
3. MARKET SURVEY
A market survey and a Sources Sought announcement (N00167-17-C-COWS) was conducted in FY17 to identify other suppliers who could accomplish the same services as Alfa Laval Inc.
NSWCCD Code 633 received two (2) responses: Alfa Laval, Inc. and GEA Mechanical
Equipment U.S., Inc.
GEA’s response to the Sources Sought did not indicate that their Commercial Off-The-Shelf
(COTS) unit would be able to meet Military Shock (MIL-S-901D or MIL-DTL-901E), Vibration (MIL-STD-167-1), and Electromagnetic Interference (MIL-STD-461) requirements, and the vendor has not had prior experience designing equipment to meet these requirements. Alfa Laval, Inc., however, stated that the redesign of their PureBilge OWS to meet MIL-S-901D or MIL-DTL-901E, MIL-STD-167-1, and MIL-STD-461 requirements is complete.
4. ADDITIONAL FACTS
Alfa Laval, Inc. currently manufactures fuel/oil purifiers in accordance with MIL-P-24710A for many of the Navy’s ships. The vendor already has extensive experience with designing equipment to meet military requirements, particularly those for Military Shock, Vibration, and
Electromagnetic Interference.
