STATEMENT OF WORK (SOW) –
A new tankless instant natural gas water heater is needed to replace the existing Takagi T-HI tankless water heater that is located in Building 7131 at Naval Surface Warfare Center, Carderock Division (NSWCCD), Detachment Puget Sound, Naval Base Kitsap Bangor, Silverdale, Washington.
The contractor shall:
· Complete the installation of the new tankless instant natural gas water heater within two consecutive business days.
· Complete the installation within normal business hours of 0700-1600.
· Purchase a new instant natural gas water heater that meets the following specifications
· On-demand, condensing natural gas fired tankless water heater having a maximum gas consumption input rating of 199,000 Btu/h
· Inlet gas supply pressure of 4.0 in. WC (min.) to 10.5 in. WC (max.)
· Maximum rating of 10 GPM
· Integrated temperature controller providing diagnostic information, fault history, and heater set temperature
· Operate using 120 volt, 60 Hz electrical power
· Commercial grade copper alloy, fin tube primary heat exchanger with quick release brass or bronze waterways. The secondary heat exchanger shall be constructed from stainless steel 316L.
· Controlled by onboard solid-state printed circuit board using: thermistors to monitor inlet and outlet water temperature and exhaust temperature; flow sensor to measure flow rate; flame sensor to monitor combustion; an air-fuel ratio rod to measure and adjust operation to maintain optimal combustion efficiency.
· Other features: inline fusing and surge absorbers for electrical surge protection, electronic spark igniter, aluminized stainless steel burners, hi-limit temperature switches to monitor water and exhaust temperatures, modulating gas valve, overheat cutoff fuse, ceramic heating blocks to protect the heat exchanger and water piping, auto-fire system for additional freeze protection, exhaust temperature monitoring system using an exhaust thermistor, automatic hi-limit switch to maintain safe exhaust temperatures for schedule 40 PVC pipe, built-in condensate trap for the secondary heat exchanger.
· Water heater design certified by CSA according to ANSI Z21.10.3, approved for sale in the United States, ENERGY STAR® qualified, minimum uniform energy factor of 0.93, meets energy efficiency requirements of the U. S. Department of Energy and ASHRAE 90.1, complies with SCAQMD Rule 1146.2 and other air quality districts with similar requirements for low NOx emissions of 14 ng/J or 20 ppm, certified by NSF to NSF/ANSI 5 Standard.
· Vented with 3 or 4” diameter schedule 40 PVC (solid core), CPVC, ABS, polypropylene or category IV vent pipe.
· Intake pipe may use material such as PVC, CPVC, ABS, aluminum, or Category IV pipe.
· Top vent. Cold water supply, gas supply, hot water discharge, condensate drain located on bottom of unit.
· Wall mountable.
· Unit size: less than 30” high, 20” wide, 12” deep.
· Remove and dispose of the existing Takagi T-H1 tankless water heater.
· Install new tankless instant natural gas water heater that meets the specification listed above.
· If required, reconfigure existing piping to conform to water heater services.
· Condensate neutralizer kit
· If existing wall is disturbed, touch up the wall finish and paint around area of the new tankless instant natural gas water heater to match existing wall color (eggshell). Restore any disturbed piping insulation.
· Test and checkout unit for operation satisfying the manufacturer’s specification.
The tankless instant natural gas water heater will be installed in Building 7131 located at:
Naval Surface Warfare Center, Carderock Division, Detachment Puget Sound, 7131 Sea Lion Road, Naval Base Kitsap Bangor, Silverdale, Washington, 98315.
Contractor shall be eligible for entry to Naval Surface Warfare Center, Carderock Division, Detachment Puget Sound, Naval Base Kitsap Bangor, Silverdale, Washington.
ECMRA: The contractor shall report contractor labor hours (including subcontractor labor hours) required for performance of services provided under this contract for the water tank installation services via a secure data collection site. Contracted services excluded from reporting are based on Product Service Codes (PSCs). The excluded PSCs are:
(1) W, Lease/Rental of Equipment;
(2) X, Lease/Rental of Facilities;
(3) Y, Construction of Structures and Facilities;
(4) D, Automatic Data Processing and Telecommunications, IT and Telecom- Telecommunications Transmission (D304) and Internet (D322) ONLY;
(5) S, Utilities ONLY;
(6) V, Freight and Shipping ONLY.
The contractor is required to completely fill in all required data fields using the following web address https://doncmra.nmci.navy.mil.
Reporting inputs will be for the labor executed during the period of performance during each Government fiscal year (FY), which runs October 1 through September 30. While inputs may be reported any time during the FY, all data shall be reported no later than October 31 of each calendar year.
