Key personnel are deemed essential to the performance of this effort and cannot be replaced without prior notice to the Government in accordance with Section H-7 of the basic MAC and Component Clause 5252.237-9106, Substitution of Personnel (Sep 1990). Under this effort, the following offeror personnel are considered key:

a. Program Manager

Required qualifications include:

· A bachelor’s degree from an accredited institution in Engineering, Physics, Mathematics, or Science; and

· 15 or more years of experience covering Navy technical program management, ship design technical support, and submarine signatures RDT&E and S&T.

Desired qualifications include:

· Five or more years of experience conducting technical tradeoff analyses and performance assessments;

· Five or more years of developing successful technical approaches to submarine signature reduction technology integration; and

· Five of more years of experience supporting OHIO Replacement, USS VIRGINA Class, and USS SEAFWOLF Class signature performance RDT&E.

b. Principal Scientist

Required qualifications include:

· A PhD in Engineering, Physics, Mathematics, or Science

· 20 years of experience covering naval vehicle hydro/structural/fluid dynamics-based acoustic signature research, development, test, and evaluation and ship design;

Desired qualifications include:

· Ten or more years of experience in submarine signature reduction R&D programs ;

· Ten or more years of engineering experience in full-scale and model signature R&D experiments; and

· Ten or more years of engineering experience evaluating submarine signature design concepts and technology/cost trade-offs;

c. Principal Engineer

Required:

· A bachelor’s degree in Engineering, Physics, Mathematics, or Science; and

· 20 years of engineering experience covering advanced technology development and applications to advance major system performance in naval vehicles and systems.

Desired:

· Five or more years of engineering experience conducting ship signatures T&E and developing design recommendations;

· Five or more years of engineering experience with signature measurement systems development; and

· Five or more years of engineering experience developing advanced ship signature reduction concepts for OHIO Replacement, USS VIRGINA Class, and USS SEAFWOLF Class programs.

d. Principal Analyst

Required:

· A bachelor’s degree in Engineering, Physics, Mathematics, or Science; and

· 15 years of engineering experience supporting Navy technical program management, ship design technical support, and submarine signatures RDT&E and S&T.

Desired:

· Five or more years of experience developing integrated multi-disciplinary POA&Ms, program progress reports, and multi-year program plans;

· Five or more years of evaluating ship signature concepts, technology applications, tradeoffs and ship-design impacts; and

· Five of more years of experience supporting OHIO Replacement, USS VIRGINA Class, and USS SEAFWOLF Class programs.

e. Senior Engineer

Required:

· A bachelor’s degree in Engineering, Physics, Mathematics, or Science; and

· 15 years of engineering experience covering submarine signature reduction RDT&E, evaluation of ship design, and engineering issue analysis.

Desired:

· Five or more years of engineering experience with technology applications related to submarine radiated noise reduction ship design support in the areas of hull, appendage, and propulsor components;

· Five or more years of engineering conducting signature measurement performance requirement analyses, developing system specifications, and providing system design support; and

· Five or more years of engineering experience developing advanced ship signature reduction concepts for OHIO Replacement, USS VIRGINA Class, and USS SEAFWOLF Class programs.
