SOLE SOURCE JUSTIFICATION FORMAT
FOR SIMPLIFIED ACQUISITIONS
From: Code 832 To: Cognizant Code 02 Acquisition Branch
Subj: SOLE SOURCE JUSTIFICATION
1. DESCRIPTION OF REQUIRED SUPPLIES/SERVICES, ESTIMATED VALUE, AND
DELIVERY REQUIREMENTS
The proposed acquisition will provide for the procurement of the Explosive Ordnance/Unexploded Ordnance User Operational Evaluation System (UOES) that was developed under the Office of Naval Research Tech Solutions (ONR TS) Program Office, Project Number 00661, titled “Stand-off Capability for Early Detection & Threat Localization.”
Delivery is needed NLT 07 APR 2017. This system is critical for the upcoming Advance Naval Technology Exercise (ANTX) that will be held at Camp Pendleton in APR 2017. The Estimated dollar value is $113,300.00.
The Sole Source vendor is:

2. SUPPORTING DOCUMENTATION FOR SOLE SOURCE BASED ON
CONTRACTOR’S UNIQUE QUALIFICATIONS OR NATURE OF THE ACQUISITION
These prototype systems were exclusively developed for the Navy Expeditionary Combat Command (NECC) Explosive Ordinance Disposal Test & Evaluation Unit Two as a result of an operational need submitted to ONR TS in 2013. Currently no other company which can make these prototype systems as it was a government-industry collaboration facilitated under NCRADA-NSWCCA-14-173. In accordance with the NCRADA the development/drawings etc.
remain the ownership of BDS in accordance with 17 USC. The period of performance for the NCRADA is July 1, 2014 through 30 November 2017.
Broadband Discovery Systems, Inc. currently holds the particular capabilities for this prototype system due to the collaboration under NCRADA-NSWCCA-14-173.
3. MARKET SURVEY
In 2014, NSWCCD Det Norfolk initially conducted a market survey of all magnetometer sensor packages. The SIFT sensor was the only package found to be small enough to fit the payload restrictions of the unmanned aerial system (UAS) and sensitive enough to meet the requirements without crossing into International Trade Agreement Requirements (ITAR). This sensor package was then selected for the ONR TS project.

During this market survey all vendor’s were able to provide input and develop a product for test and evaluation to the Government. Currently, Broadband Discovery Systems, Inc is the only vendor actively working under the NCRADA-NSWCCA-14-173. If the Government were to start another formal market research and working with other vendors for this item (including all the test and evaluation phase) it would not only delay this action by several years, but would cost the Government in excess of $1,500,000 for collaboration, testing and system integration.
4. ADDITIONAL FACTS
Due to the reasons stated above, no further market research has been completed.
