MEMORANDUM

From: Code 634 (Patrick Morrow) To: Cognizant Code 02 Acquisition Branch

Subj: SOLE SOURCE JUSTIFICATION FOR INTEGRATION OF SEDIMENT

MANAGEMENT EQUIPMENT FOR SHIPYARD USE

1. DESCRIPTION OF REQUIRED SUPPLIES/SERVICES, ESTIMATED VALUE, AND

DELIVERY REQUIREMENTS

Technical services and materials are required of Industrial Equipment Fabricators, Inc. (IEF) of Ellwood City, PA to integrate dewatering equipment with a Municipal Cleaning Vehicle (MCV) that utilizes advanced SBIR-protected water jet and air recovery technology. Dewatering containers are used for the purpose of reducing the volume and total mass of solid waste, and are generally used with traditional equipment such as forklifts or vacuum trucks. A dewatering container must be modified to be suitable for use as a component in a suite of sediment collection, transfer, and offload equipment to minimize manual labor in the shipyard dry dock environment while recovering and removing contaminants from the process stream. Equipment modifications needed include the ability to interface with the MCV, increased clearance below the container for solids offload, and modified offload delivery system to integrate with shipyard facility assets. A passive agitation device must also be installed on the MCV to provide a means of agitating dried sediment and contaminants to enhance the ability of the water jet and air recovery process to recover the contaminated sediment.

The materials, labor, and shipment of the equipment required is estimated to cost $130,000.

Period of performance for this effort is two years from contract award.

2. SUPPORTING DOCUMENTATION FOR SOLE SOURCE BASED ON

CONTRACTOR’S UNIQUE QUALIFICATIONS OR NATURE OF THE ACQUISITION

IEF was selected as the only fabrication supplier with access to and prior experience utilizing proprietary data related to the water jet and air recovery technology that is a component of the system to be deployed at Navy shipyards. This knowledge coupled with prior experience fabricating components for this system is necessary for successful integration of the dewatering equipment with the water jet and air recovery system. IEF is the sole contractor that has a formal non-disclosure agreement in place with the SBIR data rights holder, allowing the company to work with the approved SBIR protected intellectual property. IEF is also the only supplier who has successfully fabricated components for systems using this SBIR protected IP, including a Dry Dock Surface Cleaning vehicle and the Mobile Cleaning Reclaim and Recovery System (MCRRS) Design expertise of previous work done by IEF to fabricate shipyard-specific equipment will be required in this effort, including the transfer and offload design of bulk waste handling. The agitating device (SOW Task 4) will require IEF to utilize SBIR data rights that cover the intellectual property involved in the cleaning platform tooling and equipment. IEF also possesses the facility assets and experience to execute testing of waste stream contaminant sampling, which will be a component of this effort.

3. MARKET SURVEY

Dianne.Grimes1 Highlight

There are no other vendors that can provide both the design and fabrication work needed that have previous experience, knowledge of, and access to the SBIR protected water jet and air recovery system that must be integrated with the commercial dewatering equipment.

4. CUSTOMER SIGNATURE

I certify that the statements and information provided above are complete and correct to the best of my knowledge. I understand that the processing of this sole source justification precludes the use of full and open competition.
