Polychlorinated Biphenyl (PCB)-Paint Analysis Statement of Work

SCOPE OF WORK

The contractor will provide analytical testing of Navy-generated samples of solid paint and air samples collected on Polyurethane Foam (PUF) filter cartridges. The analysis used will include high resolution gas chromatography/high resolution mass spectrometry (HRGC/HRMS) as well as solid congener analysis according to Environmental Protection Agency (EPA) standard test methods. All tests must be performed in accordance with 40 CFR 761. Results will be provided in contractor’s standard reporting format.

Specifically, the contractor shall provide:

Task 1 Test preparation and pre-spiked PUF collection traps

Contractor shall participate in a preparatory phase quality control meeting as well as initial and follow-up meetings during the course of the testing. These meetings will take place over the phone with Navy representatives, and will not exceed an hour in length. Two to three meetings are expected during this task. In preparation for the testing, the contractor shall provide to Naval Air Weapons Station (NAWC) China Lake (China Lake, CA 93555) pre-spiked PUF cartridges suitable for use in EPA Method TO- 10A, Determination of Pesticides and PCBs in Ambient Air Using Low Volume PUF Sampling Followed by Gas Chromatographic/Multi-Detector Detection. Delivery must include shipping labels and instructions for return of prepared PUFs to contractor’s laboratory for analysis.

Task 2 EPA Method 8082, Polychlorinated Biphenyls by Gas Chromatography

The contractor shall conduct standard testing of solid paint samples according to EPA Method 8082, providing congener analysis of one lot of four (4) paint samples.

Task 3 EPA Method 1668A, Chlorinated Biphenyl Congeners in Water, Soil, Sediment, Biosolids, and Tissue by HRGC/HRMS

Following Navy-conducted volatilization testing and return of the PUF collection traps from NAWC China Lake, the contractor shall conduct standard testing of the PUFs according to Method 1668A.

Quantity of PUFs to be analyzed will not exceed thirty (30) cartridges, delivered in no more than two

(2) lots and will include blanks for quality control purposes. Testing at NAWC will require one month from receipt of pre-spiked PUFs to return the prepared PUFs to the contractor.

Task 4 Report of Results

The contractor shall provide a report of results, to be submitted electronically in the contractor’s standard reporting format.

Deliverables:

1. Pre-spiked PUF cartridges prior to testing

2. Final report of EPA 8082 and EPA 1668A testing results for all 209 congeners

Period of Performance:

1. From time of award until 9/30/2017.
