Statement of Work Beryllium Oxide (BeO) Optically-Stimulated Luminescence (OSL) Primary Dosimetry System
1. SCOPE
1.1 Scope. This Statement of Work (SOW) defines the requirement for a comprehensive primary dosimetry system for test and evaluation purposes. The system shall be based on passive Optically-Stimulated Luminescence (OSL) dosimetry, as applied to whole-body photon monitoring, and use Beryllium Oxide (BeO) as the detection element.
1.2 Introduction. The US Navy Bureau of Medicine and Surgery (BUMED), guided by NAVMED P-5055, requires naval activities to maintain a dosimetry program for personnel who receive occupational exposure to ionizing radiation. Personnel dosimetry is used to measure an individual’s radiation exposure and to aid in minimizing exposure. Consequently, personnel dosimetry has medical, epidemiological and legal significance and must be conscientiously practiced by trained personnel with appropriate and approved equipment. Currently, the Navy uses Thermo-Luminescence Dosimetry (TLD) technology to support the primary dosimetry program. However, the Navy is interested in evaluating other dosimetry systems for potential implementation in the future.
1.3 Objective. NAVSEA 04ND, through the Naval Surface Warfare Center, Carderock Division (NSWCCD), will solicit industry to provide a complete BeO OSL dosimetry system, including dosimeters, a dosimeter reader, a dosimeter eraser and supporting accessories. This Research, Development, Test and Evaluation (RDT&E) contract will be awarded on a Lowest Price, Technically Acceptable (LPTA) basis. Procurement of the dosimetry system is for test and evaluation purposes only; operational use of the system by the Navy is not within the scope of this contract.
2. APPLICABLE DOCUMENTS – None.
3. TECHNICAL SPECIFICATION
3.1 BeO OSL Dosimeters. Dosimeters ready for personnel use shall be provided. Each dosimeter shall be capable of capturing photon dose through the use of four (4) BeO detection elements.
3.2 BeO OSL Calibration Dosimeters. BeO OSL Dosimeters for reader verification and calibration shall be provided. The calibration dosimeter kit shall contain both pre-irradiated dosimeters of known dose and un-irradiated control dosimeters.
3.3 BeO OSL Quality Assurance (QA) dosimeters. BeO OSL Dosimeters shall be provided for QA. The QA dosimeters shall be pre-irradiated to known doses so that they can be used in conjunction with regular operations to monitor reader accuracy.
3.4 BeO OSL Dosimeter Reader. A system for reading the procured BeO OSL dosimeters shall be provided. The reader shall meet the following minimum specifications:
· Dosimeter identification via internal bar code reader.
· Dose measurement range of 0.05 mSv to 10 Sv.
· Dose energy range of 16 keV to 7 MeV across all angles from -60° to 60°.
· Measurement error of less than 3% for 1 mSv of Cs-137.
· Throughput of 90 dosimeters per hour.
· PC connectivity via Universal Serial Bus (USB).
3.5 Control Computer and Software. A control computer for reader and eraser control shall be provided. The control computer shall be pre-installed with configured and tested software necessary for system operation.
3.6 BeO OSL Dosimeter Eraser. A system for erasing the procured BeO OSL dosimeters shall be provided. The eraser shall meet the following minimum specifications:
· Dosimeter identification via internal bar code reader.
· Erasing time of 13 seconds per 0.5 mSv dose.
· PC connectivity via USB.
3.7 Dosimeter Holders. Unsealed blister pack holders for protecting the BeO OSL dosimeters during personnel use shall be provided.
3.8 Holder Clips. Strap clips for the dosimeter holders shall be provided, such that the dosimeter-holder assembly can be clipped onto personnel clothing.
4. DELIVERABLES
