STATEMENT OF WORK

SECTION C DESCRIPTIONS AND SPECIFICATIONS

Title: Engineering Support for Operational Effectiveness Analysis of Future Surface Combatant Ship Concepts

1.0 BACKGROUND

The Future Ship Concept Branch (Code 824) of the Naval Architecture and Engineering Department (Code 80) of the Naval Surface Warfare Center, Carderock Division supports several Navy customers in requirements definition, design space exploration, and technology alternative assessments for future surface combatants. Some of those customers are: Office of the Chief of Naval Operations (OPNAV) Director of Surface Warfare (N96), Naval Sea Systems Command Surface Ship Design and Development Directorate (NAVSEA 05), and Office of Naval Research (ONR).

2.0 REQUIREMENTS

Task 1: Operations Research Modeling Support This task involves providing support to operations research, warfighting and operational environment modeling, and scenario development as part of the various concept and preliminary design efforts. The contractor shall provide operations research modeling and ship design technical expertise. The contractor shall develop Design Reference Missions (DRM) and scenarios for use in operations research simulations, including modeling of the environment. The contractor shall conduct Scenario modeling using ExtendSim across the mission trade space, including but not limited to general mobility, Anti-Surface Warfare, Anti-Submarine Warfare, Anti-Mine Warfare, Anti-Air Warfare, & Asymmetric threats (e.g. Anti-piracy). The contractor shall support the development of a Design of Experiments for a variety of hull forms to be assessed. The contractor shall support evaluation of mission effectiveness for a variety of hull forms, generation of responses surfaces of capabilities and/or effectiveness, support operational simulations providing assessments of surface combatant design alternatives. The contractor shall leverage previous and existing ONR/NSWC investments towards the integration of this effort into other ship design tools, operational research models, and cost models. The contractor shall document the results of their studies, analysis, evaluations, and calculations in the form of impact studies, detailed designs, issue papers, white papers, briefs, and reports as specified by the Government.

3.0 GOVERNMENT FURNISHED INFORMATION, EQUIPMENT AND MATERIALS (GFI,

GFE, GFM)

GFI, GFE, and GFM will be provided to the contractor as it becomes available. GFI, GFE, and GFM may consist of access to vehicle design data.

4.0 TRAVEL

The travel over the one year period is two (3) round trips of three (3) days duration for two (2) contractors to:

5.0 PERIOD OF PERFORMANCE

The period of performance for this purchase order is from the date of award through one (1) year thereafter.

6.0 DELIVERABLES

6.1 DATA DELIVERABLES: The contractor shall provide the following Data Deliverables to the Technical Point of Contact:

6.1.1 Progress Report - The contractor shall prepare a monthly Engineering Support for Operational Effectiveness Analysis of Future Surface Combatant Ship Concepts progress report.

The progress report shall indicate the amount expended and the number of labor hours used during the reporting period and the cumulative amount expended and labor hours used to date. In addition, the progress report shall include a description of any problems encountered during the reporting period. (The first progress report is due 30 days after task order award and the remaining reports shall be due the same day of every month thereafter.)

6.1.2 Technical Report- The contractor shall prepare a final technical report documenting the results, assumptions, and analysis of the study.

6.2 HARDWARE/SOFTWARE DELIVERABLES: No hardware/software deliverables are required.

7.0 SECURITY REQUIREMENTS:

The tasking shall be Unclassified.

8.0 PLACE OF PERFORMANCE - It is estimated that 100% of the tasking will be performed at the contractor's facility.

9.0 CONTRACTOR PERSONNEL IDENTIFICATION

In the performance of this contract, contractor employees shall identify themselves as contractor personnel by introducing themselves or being introduced as contractor personnel and by displaying distinguishing badges or other visible identification for meetings with Government personnel. Contractor personnel shall appropriately identify themselves as contractor employees in telephone conversations and formal and informal written correspondence

10.0 PERSONNEL REQUIREMENTS

10.1 The level of effort for the performance of the resultant purchase order is based on the following labor categories and hours per year:

10.2 GENERAL

The Government requires experienced personnel for Ship Integration and Design, who are capable of managing tasks and have current working knowledge that qualifies them to perform the tasks in the areas defined below with minimal guidance and oversight from the government.

Ship integration and design encompasses a wide variety of skills from multiple labor categories.

The paragraphs below describe the labor categories required by task. Each individual proposed by the contractor shall have demonstrated qualifications for the labor categories required below.

For Task 1: Operations Research Modeling Support, the contractor shall provide the following labor categories: Senior Naval Architect, Engineer, and Computer Programmer. The contractor personnel shall be familiar with Ship Design principles as applied to Navy vessels. Contractor personnel shall have the analytical tools required to analyze operational effectiveness of ship design concepts and determine the impacts of implementing new/alternative technologies on mission performance.

10.3 PERSONNEL QUALIFICATIONS FOR PERSONNEL

The Government's target qualifications for the personnel labor categories are provided below.

The proposed combined expertise of all proposed personnel shall cover the one (1) task areas of the Statement of Work.

Senior Naval Architect: Ten (10) years of progressively responsible professional experience in applying the principles of naval architecture in support of ship design and ship and craft development programs subsequent to the degree. A BS degree in Naval Architecture is desired.

A BS degree in another engineering or science field with an additional five years of experience in naval architecture may be substituted for a naval architecture degree. The naval architect must demonstrate qualities in leadership and project management, and must be capable of conducting independent activities.

Engineer: One (1) years of experience in applying mechanical engineering, marine engineering, or naval architecture principles in support of ship and craft development programs subsequent to the degree. A BS degree in engineering is required. The engineer should be capable of conducting independent work on small projects. The engineer should also be familiar with operations research modeling and simulation tools.

Computer Programmer: Minimum 2 years of experience providing computer programming support or software development support. The computer programmer must have the ability to develop and/or apply existing software tools to analyze operational effectiveness data, and also adequately communicate to others both orally and in writing. A BS or BA degree in computer science/programming, engineering, mathematics, or physics is required.

252.232-7006 WIDE AREA WORKFLOW PAYMENT INSTRUCTIONS (MAY 2013)

(a) Definitions. As used in this clause--

Department of Defense Activity Address Code (DoDAAC) is a six position code that uniquely identifies a unit, activity, or organization.

Document type means the type of payment request or receiving report available for creation in Wide Area WorkFlow (WAWF).

Local processing office (LPO) is the office responsible for payment certification when payment certification is done external to the entitlement system.

(b) Electronic invoicing. The WAWF system is the method to electronically process vendor payment requests and receiving reports, as authorized by DFARS 252.232-7003, Electronic Submission of Payment Requests and Receiving Reports.

(c) WAWF access. To access WAWF, the Contractor shall--

(1) Have a designated electronic business point of contact in the System for Award Management at https://www.acquisition.gov; and

(2) Be registered to use WAWF at https://wawf.eb.mil/ following the step-by-step procedures for self-registration available at this Web site.

(d) WAWF training. The Contractor should follow the training instructions of the WAWF Web-Based Training Course and use the Practice Training Site before submitting payment requests through WAWF. Both can be accessed by selecting the “Web Based Training” link on the WAWF home page at https://wawf.eb.mil/.

(e) WAWF methods of document submission. Document submissions may be via Web entry, Electronic Data Interchange, or File Transfer Protocol.

(f) WAWF payment instructions. The Contractor must use the following information when submitting payment requests and receiving reports in WAWF for this contract/order:

(1) Document type. The Contractor shall use the following document type(s).

HQ G-2-0002 CONTRACT ADMINISTRATION DATA

HQ G-2-0009 SUPPLEMENTAL INSTRUCTIONS REGARDING ELECTRONIC INVOICING (NAVSEA) (SEP 2012)

(a) The Contractor agrees to segregate costs incurred under this contract/task order (TO), as applicable, at the lowest level of performance, either at the technical instruction (TI), sub line item number (SLIN), or contract line item number (CLIN) level, rather than on a total contract/TO basis, and to submit invoices reflecting costs incurred at that level. Supporting documentation in Wide Area Workflow (WAWF) for invoices shall include summaries of work charged during the period covered as well as overall cumulative summaries by individual labor categories, rates, and hours (both straight time and overtime) invoiced; as well as, a cost breakdown of other direct costs

(ODCs), materials, and travel, by TI, SLIN, or CLIN level. For other than firm fixed price subcontractors, subcontractors are also required to provide labor categories, rates, and hours (both straight time and overtime) invoiced; as well as, a cost breakdown of ODCs, materials, and travel invoiced. Supporting documentation may be encrypted before submission to the prime contractor for WAWF invoice submittal. Subcontractors may email encryption code information directly to the Contracting Officer (CO) and Contracting Officer Representative (COR). Should the subcontractor lack encryption capability, the subcontractor may also email detailed supporting cost information directly to the CO and COR; or other method as agreed to by the CO.

(b) Contractors submitting payment requests and receiving reports to WAWF using either Electronic Data Interchange (EDI) or Secure File Transfer Protocol (SFTP) shall separately send an email notification to the COR and CO on the same date they submit the invoice in WAWF. No payments shall be due if the contractor does not provide the COR and CO email notification as required herein.

Section H - Special Contract Requirements

CAR-H11 CONTRACTOR PERSONNEL SECURITY REQUIREMENTS (APR 2012)

In accordance with SECNAV M-5510.30 Chapters 5 and 6, all Contractor personnel that require access to Department of Navy (DON) information systems and/or work on-site are designated Non-Critical Sensitive/IT-II positions, which require an open investigation or favorable adjudicated National Agency Check (NACLC) by the Industrial Security Clearance Office (DISCO). Investigations should be completed using the SF- 86 Form and the SF-87 finger print card. An interim clearance can be granted by the company Security Officer and recorded in the Joint Personnel Adjudication System (JPAS). An open investigation or favorable adjudication is required prior to issuance of a Common Access Card (CAC) card or a badge providing access to NSWCCD sites and buildings. If an unfavorable adjudication is determined by DISCO all access will be terminated.

(d) Inspection/Acceptance. The Contractor shall tender for acceptance only those items that conform to the requirements of this contract. The Government reserves the right to inspect or test any supplies or services that have been tendered for acceptance. The Government may require repair or replacement of nonconforming supplies or reperformance of nonconforming services at no increase in contract price. The Government must exercise its postacceptance rights--

(1) Within a reasonable period of time after the defect was discovered or should have been discovered; and

(2) Before any substantial change occurs in the condition of the item, unless the change is due to the defect in the item.

(e) Excusable delays. The Contractor shall be liable for default unless nonperformance is caused by an occurrence beyond the reasonable control of the Contractor and without its fault or negligence, such as acts of God or the public enemy, acts of the Government in either its sovereign or contractual capacity, fires, floods, epidemics, quarantine restrictions, strikes, unusually severe weather, and delays of common carriers. The Contractor shall notify the Contracting Officer in writing as soon as it is reasonably possible after the commencement of any excusable delay, setting forth the full particulars in connection therewith, shall remedy such occurrence with all reasonable dispatch, and shall promptly give written notice to the Contracting Officer of the cessation of such occurrence.

(f) Termination for the Government's convenience. The Government reserves the right to terminate this contract, or any part hereof, for its sole convenience. In the event of such termination, the Contractor shall immediately stop all work hereunder and shall immediately cause any and all of its suppliers and subcontractors to cease work. Subject to the terms of this contract, the Contractor shall be paid a percentage of the contract price reflecting the percentage of the work performed prior to the notice of termination, plus reasonable charges that the Contractor can demonstrate to the satisfaction of the Government, using its standard record keeping system, have resulted from the termination. The Contractor shall not be required to comply with the cost accounting standards or contract cost principles for this purpose. This paragraph does not give the Government any right to audit the Contractor's records.

The Contractor shall not be paid for any work performed or costs incurred that reasonably could have been avoided.

(g) Termination for cause. The Government may terminate this contract, or any part hereof, for cause in the event of any default by the Contractor, or if the Contractor fails to comply with any contract terms and conditions, or fails to provide the Government, upon request, with adequate assurances of future performance. In the event of termination for cause, the Government shall not be liable to the Contractor for any amount for supplies or services not accepted, and the Contractor shall be liable to the Government for any and all rights and remedies provided by law. If it is determined that the Government improperly terminated this contract for default, such termination shall be deemed a termination for convenience.

(h) Warranty. The Contractor warrants and implies that the items delivered hereunder are merchantable and fit for use for the particular purpose described in this contract.

(a) Definitions. As used in this provision--

(1) “Effectively owned or controlled” means that a foreign government or any entity controlled by a foreign government has the power, either directly or indirectly, whether exercised or exercisable, to control the election, appointment, or tenure of the Offeror’s officers or a majority of the Offeror’s board of directors by any means, e.g., ownership, contract, or operation of law (or equivalent power for unincorporated organizations).

(2) “Entity controlled by a foreign government”—

(i) Means—

(A) Any domestic or foreign organization or corporation that is effectively owned or controlled by a foreign government;

or

(B) Any individual acting on behalf of a foreign government.

(ii) Does not include an organization or corporation that is owned, but is not controlled, either directly or indirectly, by a foreign government if the ownership of that organization or corporation by that foreign government was effective before October 23, 1992.

(3) “Foreign government” includes the state and the government of any country (other than the United States and its outlying areas) as well as any political subdivision, agency, or instrumentality thereof.
