(a) As part of the negotiated fixed price or total estimated amount of this contract, both the Government and the Contractor have agreed to waive any entitlement that otherwise might accrue to either party in any residual dollar amount of $500 or less at the time of final contract closeout. The term "residual dollar amount" shall include all money that would otherwise be owed to either party at the end of the contract, except that, amounts connected in any way with taxation, allegations of fraud and/or antitrust violations shall be excluded. For purposes of determining residual dollar amounts, offsets of money owed by one party against money that would otherwise be paid by that party may be considered to the extent permitted by law.
(b) This agreement to waive entitlement to residual dollar amounts has been considered by both parties. It is agreed that the administrative costs for either party associated with collecting such small dollar amounts could exceed the amount to be recovered.
HQ B-2-0007 LIMITATION OF COST OR LIMITATION OF FUNDS LANGUAGE

STATEMENT OF WORK
Engineering and Technical Services for Vulnerability and Hardening Studies of Ship Structures and Shipboard Equipment Subjected to Various Weapons Effects
This is a performance-based Statement of Work. The effort performed hereunder will be evaluated in accordance with the attached Quality Assurance Surveillance Plan (Attachment 1).
1.0 INTRODUCTION
1.1 Background
The Survivability and Weapons Effects Division (Code 66) has the general responsibility of assessing the vulnerability and recoverability of U.S. and foreign ships, submarines, combatant craft and Marine Corps vehicles to attacking weapons and developing passive and active protection systems against specific threats. Some of the major ongoing project areas which are expected to continue for the next several years and where the contractor needs to demonstrate expertise are: (a) vulnerability assessment model improvements, modifications, verification and validation and documentation of Modeling and Simulation (M&S) codes including the NSWCCD developed Ship Vulnerability Model (SVM) and the Advanced Survivability Assessment Program (ASAP); (b) survivability and damage control R&D programs for surface ships (including aircraft carrier), submarines, combatant craft and Marine Corps vehicles; (c) foreign ship, combatant craft and submarine vulnerability assessments and methodology development; (d) the Submarine Vulnerability Evaluation Model (SUBVEM) execution, development and documentation;
(e) Live Fire Test and Evaluation (LFT&E) programs; (f) ship, combatant craft and submarine protection and design to weapon effects; (g) Marine Corps vehicle protection and design to weapon effects and (h) personnel equipment protection and design to weapon effects; (i) M MIL-S-901D Shock Qualification Testing, (j) air delivered weapons testing, (k) surface ship or submarine structural analysis using ULTSTR models and/or similar tools; (l) performing ship survivability assessments utilizing ship vulnerability assessment models (SVM, ASAP) and (m) performing survivability assessments of aircraft carriers.
The technical problems involved in these projects are related to, but not limited to, the following types of weapon effects: (a) fragments and blast from proximity and internal bursts of conventional weapons; (b) shock, whipping, impact and penetration from underwater weapons (c) penetration from air delivered threats such as various kinetic and chemical energy penetrators, and (d) air blast, thermal and shock from nuclear weapons.
A common thread in conducting vulnerability assessments for various weapon effects is the use of government owned and developed computer simulation models for ship description and damage prediction.
ASAP and SVM are the only tools accredited by the NAVSEA technical authority for the vulnerability assessment of surface ships and aircraft carriers. SUBVEM is used for foreign submarine assessments and warhead effectiveness studies. Further work is needed to improve the damage model algorithms and computation methods, to cover a wider range of weapon phenomena, to increase the efficiency of input preparation and output display by adding, for example, more graphical options and to provide updated documentation.
Other studies involve the application of the current state-of-the-art to evaluate the vulnerability of a new or existing system under postulated design threats and to develop hardened designs. Besides using the computer software mentioned above, other analytical methods or available software systems may be used as appropriate. The study may require experimental corroboration by testing of either scaled or prototype models. An example of such testing is to measure the blast loading and response of a structural target in a field test.
1.2 Objective
The general purpose of the proposed tasks is to provide engineering support for vulnerability, recoverability and hardening studies of ship structures, shipboard equipment, submarines, combatant craft and Marine Corps vehicles as they are subjected to various weapon effects, either conventional or nuclear, above or underwater. Various projects in the Carderock Division, Naval Surface Warfare Center (NSWCCD) Survivability, Structures and Materials Department (Code 60) deal with ship, submarine, combatant craft and Marine Corps vehicle vulnerability and recoverability assessments, as well as warhead effectiveness studies. The more specific types of individual tasks to be accomplished by the contractor are described in Section 2.0 of this Statement of Work (SOW).
2.0 SCOPE
The contractor shall provide Department of Navy oriented engineering support to the Survivability and Weapons Effects Division of the Survivability, Structures and Materials Department at the Naval Surface Warfare Center, Carderock Division (NSWCCD). The work to be performed by the contractor shall involve either an analytical study or an experimental investigation.
The contractor shall perform the work at NSWCCD. The contractor shall have TOP SECRET clearance.
Government furnished facilities will be provided to handle the TOP SECRET level material. The contractor shall provide services and materials necessary to perform specific tasks within the following general task areas as specified on individual task orders:
2.1 Provide engineering support to the execution, upgrading, verification and validation and documentation of the NSWCCD developed SVM, ASAP, SUBVEM, DYSMAS, ULTSTR, and other similar computer programs. Typical tasks shall include:
(a) Prepare digitized description of a ship/submarine, to include Nimitz and Ford Class aircraft carriers, and important ship/submarine systems and equipment for input to the NSWCCD SVM, ASAP, SUBVEM, and ULTSTR computer programs. The contractor shall be responsible for the accuracy of data and its compatibility with the applicable program.
(b) Execute the SVM, ASAP, SUBVEM, or ULTSTR computer programs for weapon engagements to be specified by NSWCCD using the input data prepared under (a) above. The contractor may be required to modify the baseline data to incorporate protection options and execute the computer program with the modified data to evaluate various excursions. These computer runs shall be executed on a NSWCCD computer and any required “debugging” of the input shall be the responsibility of the contractor.
(c) Assist in documenting, upgrading, and evaluation of the SVM, ASAP, SUBVEM, DYSMAS, ULTSTR or similar computer programs as required by NSWCCD in specific task orders. The work may cover such diverse areas as:

ii. Support the verification and validation of current and new damage model algorithms or other computer models that assess the survivability or performance of a naval system.
iii. Improve and augmenting techniques for generating input and output display data and visualization for SVM, ASAP, SUBVEM, and ULTSTR analysis.
iv. Improve or update the documentation of SVM, ASAP, SUBVEM, ULTSTR and other similar programs and their subroutines.
2.2 Perform vulnerability and hardening studies of ships (including Nimitz and Ford Class aircraft carriers), combatant craft, submarines, Marine Corps vehicles and their systems, and personnel under effects caused by attacking weapons such as, but not limited to, air blast, thermal radiation, shock, underwater explosion bubble, shaped-charge jets, and fragments. Typical tasks shall include:
