FOR USE OF OTHER THAN FULL AND OPEN COMPETITION
JUSTIFICATION
I. Contracting Activity
Naval Sea Systems Command, Naval Surface Warfare Center, Carderock Division (Code 4112).
2. Description of the Action Being Approved
This is a sole source action to be awarded without providing for full and open competition. The proposed contract action is to increase the scope of the Statement of Work under contract NOO 167-11-D-00 11 with the University of California, Scripps Institution of Oceanography (hereinafter referred to as SIO), 9500 Gilman Drive, La Jolla, CA 92037 for specialized engineering and technical support services.
3. Description of Supplies/Services
The proposed new work will include the following:
support integrating wave radars with other systems from land and aboard ships, perform site surveys tor sensor placement and suitability, provide test support of at-sea and large-scale laboratory testing at CONUS and OCONUS locations, provide test support of at-sea and large-scale laboratory including the operation of instrumentation and equipment, develop sensor systems to support Navy research objectives, provide wave radar data using the Scripps Pier, integrate the wave measurements with other environmental sensors, The new work has not changed the current period of performance of live (5) years from the effective date of contract issuance.
The total estimated dollar value of the proposed new work is $625,598 and will be funded with ROT &E and O&M,N funding.
The Government's minimum needs have been verified by the certifying technical and requirements personnel.
4. Statutory Authority Permitting Other Than Full and Open Competition
10 U.S.C. 2304(c) (I), Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements (FAR 6.302-l ).
5. Rationale Justifying Use of Cited Statutory Authority
The proposed new work will support and expand on the current tasking in the base contract Statement of Work. As stated in the Justification and Approval document for the basic contract, SJO is uniquely qualitied to execute the current tasking, as well as the development of the sensor systems. Essential to the development, integration, installation, instrumentation, operation, data collection and data processing ofthe sensors is SlO's algorithms. Additionally, each sensor system, including radar systems, are unique to the environment in which the system will operate, therefore, travel to the installation location, and to other locations for working meetings, is required to insure proper functionality of the system.
Without SIO' s algorithms the sensors would not be functional. The algorithms are not publicly distributed and have been designed and developed by SIO to be capable of analyzing ocean wave clutter intensity maps collected by a non-coherent marine navigation X-Band radar antenna and pre-processed using Ocean Waves W AMOS ll wave monitoring system. The algorithms are unique because they use the individual radar intensity maps to develop a three-dimensional phase resolved wavetield. All other approaches only produce wave spectral statistics of the wave licld.
While the statistics are important, they do not provide the time history components necessary to make subsequent ship motion predictions. Additionally, the spectral methods from which W AMOS and other system produce wave statistics make the implicit assumption that the wavefield is stationary and linear, which is not always the case. To develop higher fidelity wave models, there is a need to capture the nonlinear wave characteristics; SIO's code provides the only way to validate such models by actually recording the nonlinear time dependent wavefield.
Moreover, because SIO uses the native W AMOS output and there are a number of W AMOS systems in use throughout the world, this opens up the possibility of obtaining the necessary data in a number of different conditions and locations. Accordingly, travel by S!O to the various CONUS and OCONUS locations is required to install and operate the equipment using their algorithms. No other company or research center has the ability to provide this service.
SIO developed and validated these algorithms using experimental data collected as part of ONR's M URI HIRES program, which used wave buoys, ships, FLIP, ship-based Lidar, and aircrat\ based Lidar to carefully record large two-dimensional wavefields over weeks and in different locations. SIO was one of the select universities participating in MURl and the only one to develop algorithms of this nature. For another organization to do so would require that they have access to, and process, the terabytes of data collected during HIRES; in addition to man-months of code development and coordination with the Ocean Waves company. However, given that Ocean Waves was recently acquired by another company and most of the engineers that developed W AMOS have left, it is unlikely that coordination with Ocean Waves is even possible.
Based on the above, it is not feasible to find another contractor to support these Navy research areas.
6. Description of Efforts Made to Solicit O!Iers from as Many Sources as Practicable
This action was synopsized via posting in the Federal Business Opportunities (FEDBlZOPPS) website on 16 July 2013 as required by FAR 5.20l(b)(l). While no responses to posting have been received to date, any responses received will be evaluated. No additional market research was conducted, for the reasons discussed in paragraph 5 above.
7. Determination of Fair and Reasonable Costs
The Contracting Officer has determined that the anticipated costs to the Government for the services covered by this J&A will be fair and reasonable.
8. Actions to Remove 1;3arriers to Competition
For the reasons set forth in Paragraph 5, Naval Sea Systems Command, Naval Surface Warfare Center, Carderock Division (Code 4112) has no plans at this time to compete future contracts for the types of services covered by this document. If another potential source emerges, Naval Sea Systems Command, Naval Surface Warfare Center, Carderock Division (Code 4112) will assess whether competition for future requirements is feasible.
