Modification to Justification and Approval for Use of Other Than Full and Open Competition
This document is a Modification to Justification and Approval (J&A) issued by the Naval Surface Warfare Center, Carderock Division (NSWCCD), Contracting and Acquisitions Department (Code 02) under the Department of the Navy. The modification revises the original J&A N00167-25-RFPREQ-CD-808-0080, initially approved on 10 February 2026, based on negotiations between the Government and Bird Johnson Propeller Company (BJPC). The award amount has been revised to $180 Million, reflecting material price increases in Nickel, Aluminum, and Bronze due to market volatility, as well as increased labor and labor overhead costs. The contracting activity justifies the use of other than full and open competition under 10 U.S.C. 3204(a)(1), citing that only one responsible source can satisfy agency requirements.
The contract calls for BJPC to provide casting, machining, and assembly of rotors and stators in support of the Virginia Class Submarine (VCS) Propulsor program. Deliverables include up to three rotors per year (one of "HC" design and two of Improved Advanced Hybrid design) and up to five stator shipsets over a five-year period spanning a base year plus four option years, with option year four deliverables anticipated in Fiscal Year 2036. The contract also includes engineering services for engineering change proposals, inspections, tooling, repairs, and alterations of VCS Propulsor rotating components. Funding is divided between Shipbuilding and Conversion, Navy (SCN) and Other Procurement, Navy (OPN) funds, with SCN funds supporting stator procurement, stators material, engineering services, and other direct costs, while either SCN or OPN funds support rotor and rotor material procurement.

FOR USE OF OTHER THAN FULL AND OPEN COMPETITION
JUSTIFICATION
1. Contracting Activity
The Naval Surface Warfare Center, Carderock Division (NSWCCD), Contracting and Acquisitions Department (Code 02).
2. Description of Action Being Approved
The Justification and Approval (J&A) is being revised based on negotiations that occurred between the Government and Bird Johnson Propeller Company (BJPC). J&A N00167-25- RFPREQ-CD-808-0080 was initially by SEA 02 on 10 February 2026. The proposal and negotiations resulted in the required award amount of $180M,
3. Description of Supplies/Services
NSWCCD requires the casting, machining, and assembly of rotors and stators, in support of the rotating and fixed components for the Virginia Class Submarine (VCS) Propulsor.
This contract requires the contractor to deliver up to three (3) rotors per year for five years. The three (3) rotors include one (1) (2) of the Improved Advanced Hybrid (IAH) design. Additionally, this contract requires the contractor to deliver up to five (5) shipsets of stators to the shipbuilder (one (1) per year of the contract). This contract will also incorporate engineering services to allow the contractor to price engineering change proposals (ECPs), and provide technical support such as inspections, tooling, repairs, and alterations of the rotating components of the VCS Propulsor.
The contract will have a base year and four (4) option years for deliverables and associated services; moreover, option year four end items are anticipated to be delivered in Fiscal Year
(FY)36.
The estimated total dollar value is being revised to $180 Million, as shown in Table 1. During negotiations, BJPC provided pricing for a fifth shipset of stators as requested in negotiations, informed the Government of significant material price increases due to Nickel, Aluminum, and Bronze market volatility, and increases in labor and labor overhead costs due to fewer contracts
