About this file
This document is a Sources Sought Notice issued by the Naval Surface Warfare Center Carderock Division (NSWCCD) seeking potential vendors for hydrostatic testing of undersea structures and structural details. The procurement, anticipated to be firm fixed price, will use NAICS code 541380 (Testing Laboratories) and is expected to have a Request for Quote (RFQ) issued on or around 01 April 2026.
The sources sought notice requests detailed capability statements from interested vendors by 30 January 2026, specifically seeking information about pressure vessel specifications including internal dimensions, maximum operating pressure, strain sensor channel capacity, and available testing mediums. Vendors must submit organizational details, capability documentation, CAGE code, and business size classification (with options for small business, 8(a), HUBZone, woman-owned, and veteran-owned). The hydrostatic testing will involve full-scale and large-scale models, potentially requiring real-time monitoring through foil or fiber optic strain sensors, with tests performed at atmospheric temperatures.

Closing Date: 30 January 2026 The Naval Surface Warfare Center Carderock Division (NSWCCD) is investigating alternative locations to perform hydrostatic testing. The testing includes full-scale and large-scale models of undersea structures and structural details.
The primary North American Industry Classification System (NAICS) code for this procurement is 541380 - Testing Laboratories and PSC R425 (Support - Professional: Engineering/Technical).
The anticipated procurement will be firm fixed price. It is anticipated that the Request for Quote (RFQ) will be issued on or around 01 April 2026 via the Government Point of Entry (GPE).
If your company has the capability to perform these required services, please provide the following information:
1.) Organization name, address, email address, Web site address, telephone number, and type of ownership for the organization.
2.) Tailored capability statements addressing the particulars of this effort, with appropriate documentation supporting claims of organizational and staff capability.
3.) Contractor and Government Entity (CAGE) Code.
4.) Size of business - Large Business, Small Business, Small Disadvantage, 8(a), Hubzone, Woman-owned and/or Veteran-owned. If significant subcontracting or teaming is anticipated in order to deliver technical capability, organizations should address the administrative and management structure of such arrangements.
NOTE: Only information provided in the written Capability Statement shall be considered.
Capability Statements shall be submitted via e-mail to: christopher.c.rolince.civ@us.navy.mil by 12:00 p.m. Eastern on 30 January 2026.
Attachment 1: Performance Work Statement (PWS)
Performance Work Statement (PWS) Large Diameter Hydrostatic Testing
Scope Background The Naval Surface Warfare Center (NSWC) Carderock Division is investigating alternative locations to perform hydrostatic testing. The testing includes full-scale and large-scale models of undersea structures and structural details.
Objective Identify potential vendors to perform hydrostatic testing for undersea structures and structural details.
Limitations & Assumptions The Department of the Navy has a need for hydrostatic testing on different sized structural test articles to a variety of pressures.
The tests may be performed at atmospheric temperature.
Many of the hydrostatic tests require real time monitoring of structural response generally obtained through foil or fiber optic strain sensors.
Information Sought Please provide the following information for each pressure vessel available for hydrostatic testing:
· The internal height & diameter of the vessel
· The maximum allowable operating pressure of the vessel
· The maximum quantity of foil strain channels that may be passed through the test chamber wall during hydrostatic test.
· Alternately, provide number of ports available for passing signals through the test chamber wall and cross section for each port
· The available testing mediums of the vessel (i.e. water, oil, etc.)
