About this file
This is a Market Research Questionnaire designed to gather information from potential contractors regarding their capability and commercial practices for a truck, trailer, generator, and ATV repair and maintenance procurement. The questionnaire is issued by the Naval Sea Systems Command (NAVSEA) under Sources Sought announcement N0016426SNB76 as part of market research to identify industry capability to maintain Government-Owned Vehicles (GOVs), Non-Tactical Vehicles (NTVs), and Government Furnished Equipment (GFE).
The questionnaire addresses ten key areas: business status and certifications; Representations and Certifications registered in SAM.gov; subcontracting plan requirements; familiarity with WAWF invoicing; warranty offerings and terms; contract types accepted (IDIQ, Basic Ordering Agreements, Options); availability of commercial terms and conditions; commerciality of the product or service (previous sales to general public and percentage of government versus commercial revenue); references from three commercial customers within the past three years; and compliance with Government Furnished Property clauses (52.245-1, 52.245-9, 252.245-7003, 252.245-7005). The maintenance work encompasses annual OEM-recommended preventative maintenance for MRAP military vehicles (54,000 lbs, diesel-fueled), as well as trailers, ATVs, and Polaris-style vehicles within 100 miles of NSWC CRANE, with remote support coordination required for locations beyond that radius. Technicians must meet Army MOS 91B (Wheeled Vehicle Mechanic) qualifications or equivalent Automotive Service Excellence certification standards.
