About this file
This is a Personnel Qualifications and Labor Mix instruction document for a federal contract supporting the Naval Sea Systems Command's BBG(X) Program Office (PMS 470). The document establishes the total contract labor requirement of 517,440 hours across five years (FY27-FY31), with a prescribed labor mix distribution: 18.74% Junior (>1-4 years experience), 23.75% Low Mid-Level (>4-7 years), 21.89% High Mid-Level (>7-10 years), 26.35% Low Senior (>10-15 years), and 9.28% High Senior (>15 years). Offerors may deviate from this labor mix estimate if they justify the deviation in their Staffing Plan Narrative and explain how their proposed mix will deliver high-quality, efficient, and cost-effective solutions; failure to provide such justification may result in upward cost adjustments or proposal weaknesses during evaluation.
The document details 15 labor categories across four organizational departments (Program Management Office, Business and Financial Manager, Acquisition Manager, and Technical Director), including Acquisition Management Support, Financial Systems Analysts, Management Analysts, Engineers, Logisticians, Administrative Managers, Program/Project Managers, Ship Cost Estimators, and Configuration Management Specialists. Each labor category specifies required minimum education (typically bachelor's degrees), preferred education (master's degrees), relevant years of experience, specialized experience requirements, and security clearance level (SECRET or SECRET/CONFIDENTIAL). Work location is Washington Navy Yard, and personnel proposed below minimum experience thresholds may be evaluated as technical and/or cost risk. The FTE tables provided indicate staffing requirements for each labor category by year and department, with total FTEs ranging from 43 in FY27 to 64.5 in FY31.

Instructions - Labor Mix
INSTRUCTIONS TO OFFERORS
Offerors' proposals may not deviate from the total number of hours included in Section B. Offerors have the latitude to propose the labor mix they believe is best to accomplish the requirements identified within the SOW in a high quality, efficient, and cost effective manner. Nevertheless, the Government has provided the below labor mix estimate to serve as a reference for prospective Offerors to better understand the overall distribution of skills throughout this effort. This estimate is based on historical requirements; as such, this estimate will be considered in evaluating proposals. The Offeror may deviate but such deviation shall be explained in the Offeror's Staffing Plan Narrative. If the proposed labor mix differs from the estimate provided above, the Offeror shall describe how/why the proposed labor mix will result in a high quality, efficient, and cost effective solution. If the Offeror does not explain deviations from the above labor mix it may result in upward cost adjustments or one or more weaknesses/deficiencies during evaluation.
NOTE TO OFFERORS
Proposing personnel for labor levels with years of relevant professional experience below the minimum number of years noted in the table below may be evaluated as a technical and/or cost risk.
