About this file

This file is a Questions and Answers (Q&A) document that provides clarifications on pricing structure, labor categories, travel arrangements, and submission requirements for a Field Service Representative (FSR) support solicitation.

The Q&A addresses several critical procurement details for solicitation N0016426RWQ93. Regarding pricing structure, offerors must submit separate pricing for each construct outlined in Attachment 5 (Pricing Matrix) rather than a single lot price, including daily, weekly, monthly, and annual rates for CLIN 0001 (OCONUS FSR Labor) and daily, weekly, and monthly rates for CLIN 0002 (CONUS FSR Labor). For CLIN 0003 (Travel), pricing should reflect round-trip airfare and weekly per diem rates as specified in the pricing matrix, with travel originating from the contractor's location except for Ramstein and AFRICOM travel. The document clarifies that costs for PMO, engineering support, and CDRL preparation are to be absorbed within CLINs 0001 and 0002 pricing rather than submitted as separate line items. Additionally, material handling overhead under CLIN 0004 is addressed through the pricing matrix methodology. Critically, the government emphasizes that Attachment 5 (Pricing Matrix) is the sole document required for pricing submission, superseding any Section B pricing tables, and all pricing details must align with this attachment. The amendment extending the closing date to May 22, 2026, at 2 PM EST accompanies these clarifications.

Please clarify the Government’s intended pricing structure for Section B and Attachment 5 submissions. For CLIN 0001 (OCONUS FSR Labor), should Offerors provide:

Comment: Solicitation N0016426RWQ93, Page 49, para., 3.3.1 Section B Pricing, states, “Offeror shall submit Section B pricing for each priced CLIN/SLIN. The Section B pricing will take precedence should there be any discrepancies with any other pricing information submitted.” Question: Does the government want the offeror to complete and submit a copy of the Section B Pricing Table, from page 3 of the solicitation, as part of their proposal, along with Attachment 5 – Pricing Matrix, and Price Proposal Narrative.Attachment 5- Pricing Matrix is the only document the pricing needs to be at. Section B pricing, states "Refer to Attachment 5- Pricing Matrix for pricing details."
