About this file
This is a Memorandum to the File documenting a decision to restrict competition for a commercial acquisition under the Simplified Acquisition Threshold (SAT). The document, filed under AMS PID 26LXL0441, authorizes the procurement of one Keysight RP7936A Regenerative Power System from Keysight Technologies or authorized distributors, with a required delivery date of October 3, 2026. The vendor information shows "TBD" for city/state and CAGE code, with the total dollar value redacted.
The justification for restricting competition to a single source is based on brand name requirements. The memorandum specifies that the system was exclusively engineered and certified using Keysight technologies and that instrumentation relies on this specific implementation to function correctly and safely. The impact statement notes that procuring an alternative, non-Keysight power system would result in unacceptable time delays and financial costs, requiring a complete rewrite of existing systems. Additionally, any new hardware would necessitate a full system re-validation and safety certification process, causing further delays that would degrade mission readiness. The document was certified by Task Manager Bran Firestone on August 17, 2026, and approved by Contracting Officer Amy Haworth on August 17, 2026, with both certifications made under RFO FAR 12.102(a) and RFO DFARS 212.

UNUSUAL AND COMPELLING URGENCY. The supplies or services are of such unusual and compelling urgency that the Government would be seriously injured unless the agency is permitted to limit the number of sources from which it solicits, bids, or proposals. Urgent requirements are supplies or services that will result in a work stoppage or are mission critical, and the routine processing time would result in injury to the Government. The determination that the procurement for the above product/service requires unusual and compelling urgency is based on the following:
1. Date on which the requirement was first identified:
2. Required delivery date/period of performance:
3. Explanation of why delivery/commencement of services by the date mentioned above is required:
4. If appropriate, include any additional pertinent information.
