About this file

This is Amendment 0001 to Solicitation N0016426Q0182, issued by NSWC Crane Warfare Center on June 22, 2026, with an effective date of June 30, 2026. The amendment clarifies questions and revises the Evaluation Factors for Award under Clause 52.212-2, with all other terms and conditions remaining unchanged. The solicitation is for fully assembled Autoloader Maintenance Kits in accordance with specified drawings, including Hand Control Unit (HCU) Assembly, HCU Mount, Socket HD Screw, HCU Cable, Video Cable, Software Load Cable, Ethernet Hub Switch, Ethernet Cable, Communications Box, Enclosure Modified, Nameplate, Switch Guard, and related test set components. Early and partial deliveries are acceptable at no additional cost to the Government.

The evaluation uses Low Price Technically Acceptable (LPTA) criteria across three technical acceptance factors: Technical Approach (product literature or capabilities document demonstrating compliance with drawings), Delivery (vendors meeting the Government's required delivery date of 140 days after contract date for both CLIN 0001 and CLIN 0002 are technically acceptable), and Past Performance (evaluated via the Supplier Performance Risk System, with yellow or red ratings constituting unacceptable performance). Award will be made to the lowest-priced vendor among technically acceptable quoters. Quoters must be small businesses with current SAM.gov accounts and must submit signed SF 1449 forms on all pages, completed Compliance and Technical Evaluation Matrices, filled-out Delivery tables with proposed dates, and pricing entered on each CLIN. The Government will review quotes in three phases: Responsiveness, Technical Acceptance, and Pricing, with non-compliant quotes subject to rejection. This is a firm fixed-price contract awarded under Simplified Acquisition Procedures.
