About this file

This document is a Sole Source Order synopsis for a naval electronic equipment repair contract. The Naval Surface Warfare Center (NSWC) Crane intends to award a sole source order to Northrop Grumman Systems Corporation for EA-18G Airborne Electronic Attack (AEA) Suite repairs, involving test, teardown, and evaluation (TT&E) of various electronic assemblies. The procurement covers labor, materials, and facilities for repairing Weapon Replaceable Assemblies, Shop Replaceable Assemblies, and Circuit Card Assemblies, with an anticipated contract structure of one base year and four one-year option periods.

The estimated contract value is $3,111,553.00, and the solicitation is open from 19 September 2025 to 06 October 2025 at 10:00 am Eastern. The contract will be awarded under FAR part 15 using 10 U.S.C. 3204(a)(1) statutory authority, with justification based on limited technical data, potential duplicative costs, and potential delays from alternative sources. While the order is intended as a sole source to Northrop Grumman, the government will consider capability statements from other sources, though the final determination remains at the government's discretion.

Naval Surface Warfare Center (NSWC) Crane has a requirement for procurement in support of the EA-18G AEA Suite. This procurement requires the contractor to furnish all necessary labor, materials (excluding government-furnished property), other direct costs, and facilities to perform TT&E and repairs of Weapon Replaceable Assemblies, Shop Replaceable Assemblies, and Circuit Card Assemblies. The anticipated potential period of performance includes a one-year base period, and four, one-year option periods. The estimated value of this procurement is $3,111,553.00.

NSWC, Crane intends to award a Sole Source, order to Northrop Grumman Systems Corporation (NGSC) 1508B West Nursery Road MS B585, Linthicum Heights, MD 21090-2202 in support of the EA-18G AEA Suite. This effort will be conducted on a sole source basis in accordance with the statutory authority 10 U.S.C. 3204(a)(1) as implemented by FAR 6.302-1. The basis for restricting competition is the lack of sufficient technical data, duplicative cost to the Government that is not expected to be recovered through competition, and the unacceptable delays in fulfilling the agency requirement through any other source.

All responsible sources may submit a capability statement, which shall be considered by the agency. However, a determination by the Government not to compete this proposed contract based upon responses to this solicitation is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of re-evaluating the justification for sole source or limitation of sources and making a determination to change the acquisition strategy to a competitive procurement. Solicitations and amendments for this sole source action will not be posted to Sam.gov and are available only from the POC identified below. Companies interested in subcontracting opportunities should contact NGSC, 1508B West Nursery Road MS B585, Linthicum Heights, MD 21090-2202 directly.

Request for proposal will not be made available through http://www.sam.gov. The request for proposal will be provided to NGSC through electronic mail. The proposed non-competitive contract action is anticipated to be awarded under FAR part 15, Contracting by Negotiation. Contractors must be properly registered in the System for Award Management (SAM).
