About this file

This is a Justification and Approval (J&A) document for use of other than full and open competition for a federal contract opportunity.

The Naval Surface Warfare Center, Crane Division (NSWC Crane) is seeking to award a five-year, firm-fixed price, indefinite-delivery, indefinite-quantity contract on a sole source basis to MAGPUL Industries Corporation (8226 Bee Caves Road, Austin, TX 78746) for small arms weapon accessories in support of United States Special Operations Command (USSOCOM). The contract will utilize Federal Acquisition Regulation subpart 13.5 for simplified procedures for commercial items. The accessories support multiple weapons systems across USSOCOM's entire weapons portfolio, including front and rear sights, grips, hand guards, stocks, and other components. No modifications to accessories are required. The estimated five-year contract value is derived from historical procurement data and includes funding across multiple accounts: Procurement, Operations and Maintenance (O&M), and Research Development Test and Evaluation (RDT&E) for both the Navy and USSOCOM.

The justification for sole source award is based on MAGPUL Industries Corporation being the Original Equipment Manufacturer (OEM) and only source capable of providing all required weapon system accessories in necessary quantities without significant delays. USSOCOM has procured these components from MAGPUL since 2023 across multiple fielded weapons systems (MK1 MOD0, M110, URG-I, MK22, and MK23 MOD0), all incorporating MAGPUL components in their original design. These systems have undergone rigorous developmental testing for life cycle reliability, accuracy, and environmental survivability with necessary safety releases. Market research conducted through the Requiring Technical Activity (RTA) identified MAGPUL as the only vendor meeting government requirements. The Contracting Officer has determined the anticipated cost to be fair and reasonable. The J&A documents that no plans exist to compete future contracts for these supplies and services, though NSWC Crane will assess feasibility of competition if another potential source emerges.
