About this file

This document is an Amendment of Solicitation (SF 30) for solicitation N0016425RWP11, which concerns the manufacturing of AN/SPG-62 Reflectors for the Mk-99 Fire Control System. The amendment addresses several questions submitted by potential offerors, clarifying key details about the procurement. Specifically, the document provides guidance on maximum contract quantities, order and delivery quantities, minimum order requirements, and pricing evaluation methodology.

The solicitation requires offerors to submit a comprehensive proposal across five volumes, including technical approach, past performance, small business participation, and pricing details. Proposals must be submitted electronically via the PIEE Solicitation Module by the specified deadline. The government estimates an award date of July 2025 and will evaluate proposals using a best value approach, considering technical approach, past performance, small business participation, and pricing. Large businesses must include a Small Business Subcontracting Plan, and offerors are encouraged to provide meaningful subcontractor participation across various small business categories.

SECTION SF 30 BLOCK 14 CONTINUATION PAGE

SUMMARY OF CHANGES

SECTION SF 30 - BLOCK 14 CONTINUATION PAGE

The following have been added by full text:

Q & A

(1) A maximum quantity per year is needed to determine the necessary manufacturing capacity to meet potential contract demand. The RFP (pg. 45) mentions a maximum contract quantity of 147 units, should

30 units/yr be assumed as the maximum annual order and delivery quantity?

- No, a maximum of 30 units a year should not be assumed. This is an IDIQ where the

Government cannot predetermine, above a specified minimum, the precise quanitites of supplies or services that the Government will require during the contract period.

(2) Should the maximum order quantity and maximum delivery quantity be assumed to be the same, or can more units be ordered in a single year and spread over multiple delivery years?

- Yes, the maximum order quantity and maximum delivery quantity can be assumed to be the same. More units may be ordered in a single year and spread over multiple delivery years depending on delivery schedules in order to meet requirement needs.

(3) Given the impact of minimum buys on the price of very small quantities, is it acceptable to set the minimum order quantity greater than one (for example, setting the lowest range at 3-5 rather than 1-5) or must we include a range down to a single unit?

- There may be a requirement to order a single unit, but the offeror may propose varying levels of quanity breaks (for example 1-2, 3-5, ect.)

(4) How does the Government intend to evaluate the Total Evaluated Price if an Offeror alters the stepladder pricing shown in Section B of the RFP?

- Altering stepladder pricing will not change how the government evaluates the Total

Evaluated Price. It will still be in accordance with M.2.5 Factor IV - Price

(5) Section F of the RFP (pg. 27) requests an annual schedule based on 18 deliverable units, while later in the document (pg. 83) it asks for a schedule with 20 deliverable units, which is correct?

- Section F is the delivery schedule in regards to terms and conditions of the resultant contract.

Element B with Section L is referencing a sample delivery/production schedule to be used during evaluations. Section L is updated to reflect Section F.

SECTION L - INSTRUCTIONS, CONDITIONS AND NOTICES TO BIDDERS

The following have been modified:

PROPOSAL REQUIREMENTS

Section L: Instructions to Offerors

L.1.0 General Information

For proposal purposes, the estimated date of Award is July 2025. The Government reserves the right to award sooner or later if necessary. The start and end dates will be updated accordingly upon Award.

Each Offeror is required to submit a proposal that is sufficiently detailed and complete to fully demonstrate an understanding of, and compliance with, all of the requirements of the solicitation.

Proposals shall contain only material directly related to this acquisition. Offerors shall submit all information required by this solicitation. Offerors’ proposals shall be based on the requirements contained in this solicitation (including those documents, exhibits, and other attachments to the solicitation identified in Section J). Offerors shall submit a proposal encompassing all of the line items listed in Section B of this solicitation. FAILURE TO FOLLOW THE INSTRUCTIONS

OR CONFORM TO ALL REQUIREMENTS OUTLINED IN THIS SOLICITATION MAY

RESULT IN REJECTION OF THE OFFEROR’S PROPOSAL.

Proposals submitted in response to the solicitation must contain a complete description of all pertinent aspects of the effort proposed by the Offeror. Offerors shall not assume that previously submitted data or prior experience presumed to be known to the Government (e.g., previous projects performed for the Government) will be considered as part of the proposal.

General statements such as, “the Offeror understands,” “the Offeror can or will comply with the requirements,” “standard procedures will be used,” “well-known techniques will be used,” or statements which merely paraphrase the solicitation in whole or in part do not constitute compliance with the requirements for proposal content. Data previously submitted, or presumed to be known (e.g., data or services previously submitted or performed for the Government) cannot be considered as part of the proposal unless explicitly incorporated into the proposal.

Discussions of each topic in the proposal shall exhibit continuity and logical progression.

L.1.1 Government-Wide Point of Entry (GPE)

This solicitation will be made available only to SAM.gov via the PIEE solicitation module.

From time to time, the Government may post additional information relating to this solicitation

(e.g. responses to questions, solicitation amendments, etc.) It is the responsibility of prospective offerors to monitor the website for such information.

L.1.2 Communication with the Government

Unless otherwise specified, the NSWC Crane Procuring Contracting Officer and Contract

Specialist are the sole Government points of contact for this acquisition.

Mr. Seth Taylor

Offerors shall not submit comments, questions, or inquiries to any Government representative other than the Contracting Officer and Contract Specialist identified herein.

The Government intends to distribute bidder’s questions and associated responses via public posting via the Solicitation module within PIEE via an SF 33 amendment. In the event that a prospective Offeror wishes to submit a comment or question that the prospective Offeror believes addresses a subject that is specific or proprietary to the Offeror, then the Offeror shall mark the question accordingly on the submission and provide justification to support its claim. If the Government concurs with this identification, the Government will respond only to that potential Offeror. If the Government does not concur with this identification, it will inform the submitting Offeror and will not provide any further response. The Offeror may resubmit the question without the proprietary marking.

Offerors shall submit in accordance with this section any questions or suggestions related to the terms and conditions of this solicitation prior to the deadline for questions.

The deadline for receipt of questions is 20 Calendar/Business days after the date the original solicitation was issued (See Block 5 of the SF 33). Any questions received after this date may not be answered prior to receipt of proposals.

L.1.2.1 Unclassified Questions

Submit written questions related to this solicitation via Procurement Integrated Enterprise

Environment (PIEE) Solicitation module, https://piee.eb.mil. Reference N0016425RWP11

Question with the name of the Offeror in the subject line of the message.

L.1.3 Solicitation Security Classification

The Government does not anticipate a need for Offerors to submit classified material in any proposal volume. Offerors shall not place any classified information in any portion of its proposal.

The technical proposal and the cost/price proposal shall be submitted separately. The technical proposal shall not contain any cost/pricing information.

L.1.4 Award without Discussions

Pursuant to the provision under this section entitled FAR 52.215-1, “Instructions to Offerors –

Competitive Acquisition,” the Government shall reserve the right to make split awards based on initial offers without entering into discussions with offerors but reserves the right to conduct discussions per FAR 15.306 “Exchanges with Offerors After Receipt of Proposals” if determined by the Contracting Officer to be necessary. Therefore, each Offeror’s proposal submission shall contain the Offeror’s best terms from a price and technical standpoint. However, the Government may contact any, all, or a limited number of Offerors with questions concerning their proposals as permitted under FAR Part 15. Upon the conclusion of discussions, if they occur, the

Government will request Final Proposal Revisions (FPRs) from all Offerors still within the competitive range.

L.1.5 Protecting Controlled Unclassified Information

Pursuant to DFARS 252.204-7008(c)(1), prospective Offerors are advised proper safeguarding of

Controlled Unclassified Information (CUI) is considered a special standard of responsibility for this solicitation. See FAR subpart 9.1. Failure to properly safeguard and mark Controlled

Unclassified Information in a prospective Offeror’s proposal in accordance with applicable regulation and policy (to include Executive Order 13556, the Defense Acquisition Regulations

Supplement and DoD Instruction 5200.48) may preclude the Contracting Officer from being able to provide the required affirmative determination of responsibility. If the Contracting Officer is unable to affirmatively determine the prospective Offeror to be responsible, the prospective

Offeror will be ineligible for award.

L.2.0 General Purpose Instructions

The completion and submission to the Government of an offer shall indicate the Offeror’s unconditional acceptance of the terms and conditions in the solicitation.

Offerors shall take care to submit a legible, neat, orderly, concise and comprehensive proposal.

This will be an acquisition effort utilizing a best value approach. Elaborate brochures or artwork, expensive paper or bindings, or expensive visual or presentation aids beyond those sufficient to present a complete and comprehensive proposal are unnecessary. Clarity is essential. The use of brochures shall be minimized and if used will count against page limits.

This provision specifies the organization, format and content of an offeror's technical and price proposals to be submitted in response to this solicitation for evaluation by the Government. The purpose of the instructions contained in this provision is to provide for uniform submission of all offerors' proposals. Uniformity is expected to facilitate Government efficiency and accuracy in the technical and price evaluation and source selection process.

The contents of the offeror's proposal shall be organized to conform to the requirements specified herein.

The proposal material submitted by offerors shall define the offeror's technical approach that would satisfy the requirements of the Performance Specifications, the Statement of Work

(SOW), and solicitation. Offerors' technical approach, past performance, small business participation data, and price proposal shall be prepared in accordance with the requirements of this provision. Clarity and conciseness of the material presented may have a bearing upon proposal evaluation. While only relevant material should be included, the material must be complete. Any offeror's experience, capability, knowledge and understanding not specifically described in the submitted proposal will not be assumed to exist by the Government during evaluation

L.2.1 Proposal Structure, Format, and Page Counts

Offerors shall structure proposal submittals such that the required content is organized as follows:

Title Page Limit

Volume I Completed Signed Solicitation including CLIN pricing (to include basis for quantity breaks and escalation if applicable), all representations and certifications executed, Small Business

Subcontracting Plan (FAR52.219-

9), and cover letter.

Offerors are advised that the quality of information contained in a proposal is significantly more important than quantity. In this respect, Offerors shall strictly observe the page count limitations for each volume. Pages in excess of the applicable page count limit will be removed by the PCO from the back of the respective volume prior to evaluation and shall not be read or evaluated by the Government. It is not necessary to supply the maximum number of pages allowed for each volume; fewer pages may be submitted. Offerors shall organize proposal content sections using index pages or tabbed index divider pages with clear cross-referencing to the table of contents.

All pages shall be consecutively numbered within each volume with the exception of the SF

33/Completed Contract Volume. For the SF 33/Completed Contract Volume only, pages must be numbered consecutively within each section, but page numbering may restart at the beginning of each section.

Section L.3 identifies specific items that will be exempt from the page count limitations set forth above. In addition, the following proposal content will be exempt from the page count limitations:

• Cover letter

• Table of contents

• Title pages

• Index pages

• Tabs

• Glossary

Format of the proposal volumes shall be as follows:

1. Text size shall be no smaller than what is equivalent to Microsoft Word. Times New

Roman. 10 point. Uncompressed font.

2. Pages shall be single-sided, one and one half spaced, with a minimum of one inch margins on all sides. Pages shall be dated and numbered sequentially by volume. A cover sheet should included in each volume, clearly marked as to volume number and title, solicitation identification, and the offeror’s name.

3. Each volume shall contain a glossary of all abbreviations and acronyms used with an explanation for each.

4. Elaborate format, color representations, and bindings are not desirable. Any pages that are changed (as a result of negotiations) should be of a different color (as specified by the Contracting Officer) and have changed information clearly marked by a vertical line in the right margin of the page and/or circling if changing data in a chart. The offeror shall indicate the new date on revised pages.

5. Legible tables, charts, graphs and figures shall be used when necessary to depict organizations, systems, and layout, implementation schedules, plans, etc. These displays shall be uncomplicated, legible, and shall not exceed 11X17 inches in size.

For tables, charts, graphs, and figures, the test shall be no smaller than 8 point, Times

New Roman.

6. The Offeror’s proposal must contain a precise description of all terms and conditions of the services and supplies offered and must address all topics described below. The information provided in the proposal shall appear in the same order as outlined herein.

The following information, at a minimum, shall be included in the Title Page for each

Factor:

• RFP number

• Name of offeror

• Date of submission

• Volume title Requirements for the contents of each of the submitted written proposals are identified below. The order of presentation in the offeror’s submitted written proposal shall correspond to the order of the Factors and Subfactors discussed above. The content requirements described above, within the factors and subfactors, address major topics of concern to the Government. Failure to respond to any of these topics may be considered a “deficiency.” The offeror may expand on or beyond the specific information requested, but any additional information shall be within the page limitations. Any additional text provided must be relevant and demonstrate capabilities beneficial to the overall requirements described in this solicitation.

Each written proposal must be separate and contain sufficient information to permit a detailed evaluation. Previously submitted data, if any, will not be used in the evaluation of your response to this solicitation.

If the offer is not submitted on the SF 33, include a statement specifying the extent of agreement with all terms, conditions and provisions included in the solicitation. Offers that fail to furnish required representations or information, or reject the terms and conditions of the solicitation may be excluded from consideration.

L.2.3 Proposal Submission

Proposals in response to this solicitation shall be submitted to the Government no later than the time and date identified on the SF33.

All proposals shall be submitted electronically via the PIEE Solicitation Module at https://piee/eb.mil. PIEE supports file sizes up to 1.9 GB.

L.3.0 Proposal Content Requirements

Offerors shall provide the information requested in the following paragraphs in the volumes indicated. If additional information is provided in other volumes or sections, Offerors shall provide clear references to the location in the proposal where the information may be found.

An Offeror’s proposal shall be sufficiently detailed to enable Government evaluation members to make a thorough evaluation against specific factors established in Section M, and to arrive at a sound determination as to whether or not the prospective Offeror will be able to perform in accordance with the stated requirements. Discussions of each topic in the proposal shall exhibit continuity and logical progression. Data shall be organized to enable Government personnel to thoroughly evaluate the proposal. A concise, legible, neat, orderly and comprehensive proposal is required. Failure to conform to all requirements of this solicitation may form the basis for rejection of the proposal.

Offerors should assume that the Government has no prior knowledge of their facilities and experience and will base its evaluation on the information presented in the Offerors' proposals.

However, the Government reserves the right to consider other information as part of the evaluation of the past performance factor. The Contractor should not presume that data previously submitted, or presumed to be known (e.g., data or services previously submitted or performed for the Government), will be considered as part of the evaluation if it is not submitted in the proposal. The Government does not assume the duty to search for data to cure problems it finds in proposals. Failure to conform to requirements of this solicitation may form the basis for rejection of the proposal.

The Offeror’s proposal must contain a precise description of all terms and conditions of the supplies offered and must address all topics described below. The information provided in the proposal shall appear in the same order as outlined herein.

In the event that any portion of the proposal is written by anyone who is not a bona fide employee of the firm submitting the proposal, a certificate to this effect shall be furnished which must be signed by an authorized official of the Offeror and shall indicate the person’s name, employment capacity, firm name, relationship of that firm to the Offeror, and which portion of the proposal was written by that person. This certificate requirement applies to both the prime and any subcontractors. The certification shall be provided in Volume I.

The first page of each proposal volume shall display the information required by FAR 52.215-

1(c)(2) and shall also contain the volume number, volume title, security classification level of the volume and serial/copy number. If an Offeror wishes to restrict the disclosure or use of its proposals, the Offeror shall use the legend permitted by FAR 52.215-1(e) and prominently indicate the specific pages and paragraphs that contain proprietary information. Each page of an

Offeror’s proposal shall be labeled with the Offeror’s name, solicitation number and date corresponding to the date of the proposal, and CUI designation.

All information relating to contract cost or pricing data shall be included only in the section of the proposal designated as the SF 33/Completed Contract Volume in Volume V. UNDER NO

CIRCUMSTANCES SHALL OFFERORS INCLUDE CONTRACT COST AND PRICING

DATA IN VOLUMES II THROUGH IV. In the event that cost and pricing data are included in

Volumes II through IV, that data will be excluded from the evaluation.

L.3.1 Volume I: SF 33/Completed Contract Content

L.3.1.1 Cover Letter

The SF 33/Completed Contract Volume of the proposal shall be accompanied by a cover letter prepared on the company’s letterhead stationery and shall state the following:

1. Solicitation number; N0016425RWP11

2. A statement verifying the proposal is valid through 04 August 2025

3. Offeror’s Cage Code and DUNS Number

4. All enclosures transmitted with the proposal submission

5. The approved security clearance and clearance level of storage capability for the

Offeror’s facility

6. The name, physical address, electronic address, and telephone number of the offeror

7. Address and point of contact for the Offeror’s cognizant security office

8. Address(es) of the location(s) at which the Offeror intends to perform the proposed effort including subcontractor facilities

9. A statement specifying the extent of agreement with all terms, conditions, and provisions included in the solicitation and agreement to furnish any or all items upon which prices are offered at the price set opposite each item;

10. A statement specifying unconditional acceptance of all terms and conditions of the solicitation. Any exceptions taken to any requirements of the solicitation, to include but not limited to technical exceptions, clauses and or provisions, shall be specified.

11. DCMA office points of contact, including branch location, contact name, telephone number, and e-mail address;

12. Table of Contents and Glossary

In addition, the letter must contain the following certification regarding the classified and other restricted information made available to the Offeror for the purpose of responding to this solicitation:

I, [insert signatory’s name, title, company], hereby certify that within 120 days of receipt of notification that [company] has been excluded from the competitive range or has not been selected for award of this contract, [company] will destroy any and all copies, notes, or other materials produced using the classified or other restricted information provided in connection with solicitation N0016425RWP11.

A First Article Qualification Testing (FAQT) waiver justification shall be included if an Offeror is providing both an “OFFER A” and “OFFER B” in accordance with clause M-209-H002

If the Offeror wishes to restrict the disclosure or use of its proposal, use the legend permitted by

FAR 52.215-1(e). The Offeror’s cover letter shall be placed at the beginning of the SF

33/Completed Contract Volume after the title page.

L.3.1.2 SF 33 Solicitation, Offer, and Award

The SF 33(s) must be completed entirely by the Offeror. Common mistakes include: (1) failing to complete all of blocks 12-18 on the first page, (2) failing to list pricing for all Contract Line

Items (CLINs) and stepladder quantities in Section B, and (3) failing to fully complete Section

K. If an Offeror is seeking a waiver of FAQT requirements, the two separate SF 33s shall include a separate coversheet that clearly identifies the offer (“OFFER A” or “OFFER B”).

Changes to any portion of the SF 33 not specifically requiring the input of information by the

Offeror are prohibited. Red-lines, strikethroughs, additions, deletions, or any other changes not specifically required will be considered conditional agreement with solicitation terms, conditions, and provisions. An Offeror’s proposal which changes any portion of the SF 33 not specifically requiring the input of information by the Offeror may be rejected, and the Offeror furnishing the proposal may be determined ineligible for award.

L. 3.1.2.1 Solicitation Section A

The solicitation SF 33 will be used to award a contract resulting from this solicitation. The

Offeror shall complete Blocks 12 through 18 of the SF 33. The Offeror shall submit an executed

SF 33 bearing the original signature of a representative who is authorized to contractually bind the company submitting the offer. The Offeror shall also submit a signed copy of the SF 30 cover page for each amendment to the solicitation. As with the SF 33, the representative who signs the

SF 33 cover page(s) must be authorized to contractually bind the company submitting the offer.

Block 12 shall be completed to align with the solicitation validity period required by Section L

3.1.1 of this solicitation.

L.3.1.2.2 Solicitation Section B through I

The Offeror shall submit Sections B through I with all appropriate information completed as required by the solicitation.

L. 3.1.2.3 Solicitation Section J

The Offeror shall provide the following completed exhibits and attachments:

• Attachment 10- Past Performance Questionnaire

• Attachment 11- Small Business Participation Data Form

• Small Business Subcontracting Plan (formatted IAW FAR 52.219 requirements)

L.3.1.2.4 Solicitation Section K

The Offeror shall complete and submit applicable provisions under the Representation, Certifications and Other Statements of Offerors section of the solicitation. Offerors shall mark items that are not applicable with “N/A.”

If the Offeror’s Representations, Certifications, and Other Statements of Offerors are available, active, and valid in the System for Award Management (SAM) (https://www.sam.gov); the

Offeror may reference them in the Cover Letter and decline to complete the portions of Section

K of the SF 33 which are already present in SAM. The Offeror bears the burden of: (1) ensuring all information referenced in SAM is current accurate, and complete; and

(2) ensuring any necessary information not present in SAM is provided within the Offeror’s proposal.

Stepladder Pricing. See Section B, Note A, above, for a detailed explanation of how stepladder pricing will be utilized for this solicitation/contract. If Offerors believe stepladder quantity ranges could be altered to provide a better value to the Government, they are encouraged to complete FAR 52.207-4 (in Section K) and submit with their proposal. Suggested quantities will be evaluated utilizing the evaluation criteria outlined in Section M.

L.3.1.3 Submission of Offer

The proper completion and submission to the Government of the SF 33 Solicitation

Set/Completed Contract shall constitute an offer and indicate the Offeror’s unconditional assent to the terms and conditions in this solicitation and in any attachments hereto. Any objection to any of the terms and conditions of this solicitation may constitute a deficiency, which may make the offer unacceptable. Offerors are notified that the Government’s acceptance of an offer does not imply acceptance of the pricing rationale or assumptions.

L.3.1.3 Contract Updates Required to Support Award

Prior to award, the Government will update the completed contract to generate a document suitable for contract award. These updates will include assigning the contract number and reformatting the contract document for entry into the Government contract-writing system, which may result in repagination of the document. The Government will pre-populate the contract pricing for Section B stepladder line items using the highest stepladder quantity and unit price (the actual quantity and price for each line item will be established at the time of option exercise based on the terms and conditions of the contract). The Offeror agrees that the

Government may incorporate these updates, as well as the others noted in this solicitation, unilaterally prior to award.

L.3.1.5 Small Business Subcontracting Plan

Each Large Business Offeror shall provide a Small Business Subcontracting Plan that contains all the elements required by FAR 52.219-9, Alternate II and DFARS 252.219-7003 DEVIATION in Volume I of the proposal. This plan shall be incorporated into any resultant contract in reference to this SF 33.

L.3.1.6 Exceptions

Offerors are not encouraged to take exceptions to this solicitation, however, any exceptions taken to the specifications, SOW, performance work statement or terms and conditions of this solicitation shall be explained in detail and set forth in a cover letter as well as in the appropriate proposal. Offerors are to detail the particular section, clause paragraph, and page to which they are taking exception.

L.3.2 Volume II: Factor I – Technical

The Technical Proposal shall be submitted as Volume II, and shall be no more than 40 pages

(sample data sheets, procedures, flow charts, diagrams, resumes, and certifications are exempted from this limit); plus an executive summary no more than one (1) page.

Do not include cost or price information in this volume. The information contained in this volume shall enable Government personnel to thoroughly evaluate and arrive at a sound determination of whether the proposal meets the requirements of the solicitation. To this end, this volume shall be specific, detailed, and complete enough to demonstrate clearly and fully that the

Offeror has an adequate technical approach to meeting the solicitation requirements, a sufficient understanding of the program objectives and has a thorough understanding of the solicitation requirements for accomplishing the efforts under this solicitation and the technologies involved.

The proposal shall also demonstrate that the Offeror has sufficient experience and capability to successfully perform its proposed technical approach. Proposals may include block diagrams, flow diagrams, sketches, drawings, schematics, and interface descriptions required to describe the Offeror's proposed concept. The technical section must be sufficient to show how the Offeror proposes to comply with the Government's requirements and must include a full explanation of the methodology and procedures to be followed. Offerors shall not paraphrase the Performance

Specifications, Statement of Work or attest that "standard procedures will be employed.” This is inadequate to demonstrate how the proposal complies with the requirements of the specification/Statement of Work. The Offeror must also identify and evaluate any risks associated with the Offeror’s proposed approach and propose mitigation steps to minimize the

Government’s risk in accepting the Offeror’s proposed solution.

The Offeror must clearly state any and all assumptions made in developing the proposed solution. The Technical Approach and Production Capabilities Volume shall address the following elements:

Element A: Technical Approach

Element B: Delivery Schedule/Production Capability

Element C: Management Approach

Element A – TECHNICAL APPROACH

Performance problems that it considers relevant to the proposed efforts. Offerors should also discuss past and present efforts to identify and manage program risk. For the purposes of this solicitation, recent contracts are defined as those on which performance occurred during the last three (3) calendar years. In determining relevancy, the Offeror should consider the type and value of the contract, and the type of requirement compared to this solicited requirement. The

Offeror should also consider the level or amount of effort. The Offeror must detail (if using the

“related technology” as a reference) how the “related technology” is applicable to the solicited effort. Should the Offeror not explain how the related technology is applicable, the reference may not be considered relevant. If an Offeror has no current or relevant past performance information, they should so state that in this volume.

Each Offeror shall submit present and past performance information for itself on projects of similar size, scope, and technical complexity. The Offerors may choose to submit present and past performance information for major proposed subcontractors, team members, and/or joint venture partners that have experience in projects of similar size, scope, and technical complexity with its proposal. NO CLASSIFIED PAST PERFORMANCE SUPPLEMENTS WILL BE ACCEPTED. The

Offeror may submit performance on classified programs as long as that information can be verified. If the Offeror intends to submit in this manner the information that is classified

(customer, contract number, etc.) should be marked “reserved” and the description/write up of the work performed shall remain unclassified. If the Offeror cannot describe what work was accomplished in an unclassified manner they cannot submit that program for evaluation.

Offerors are notified that the Government will use the data provided in this volume that is determined to be recent and relevant to the effort at hand and data obtained from other sources in the development of performance risk assessments.
