About this file
This document is a Statement of Work (SOW) that sets forth the Government's requirements for the repair of the HDL Switching Power Supply (P/N 459521-1) and Linear Power Supply (P/N 459522-1) in support of the Airborne Electronic Attack (AEA) Organic Depot. The key requirements include conducting test, teardown, evaluation, and minor or overhaul repairs to achieve a 45-calendar day repair turnaround time. Repaired items must be form, fit, function, compatible, and interchangeable with the existing avionics systems on the EA-18G aircraft. The contractor must provide labor, material, and facilities to perform the repairs in accordance with the latest HDL configuration. The SOW outlines the three repair categories, procedures for missing parts, and criteria for determining beyond economical repair or unrepairable units. It also lists the required data deliverables, including a Failure Analysis Report for each repaired asset.
The related federal contract opportunity is a Request for Information (RFI)/Sources Sought for the breakdown, assembly, testing, production, delivery, and support of the same power supplies in support of the AN/ALQ-99 Tactical Jamming System (TJS). The Government intends to award a sole-source contract to the original equipment manufacturer, HDL Research Lab, Inc., to avoid duplication of costs and delays. The RFI requests information from companies potentially capable of meeting the requirements, including availability, budgetary cost estimates, and lead times. Responses are due by April 29, 2024.

& LINEAR POWER SUPPLY
Prepared by the Airborne Electronic Attack (AEA) Organic Depot NSWC Crane Division On Behalf of PEO(T) PMA-234 Version 1.0 February 26, 2024
Distribution Statement A. Approved for public release: distribution is unlimited.
SCOPE
This Statement of Work (SOW) sets forth the Government’s requirements for the repair of the HDL Switching Power Supply (P/N 459521-1) and Linear Power Supply (P/N 459522-1) in support of the AEA Organic Depot.
APPLICABLE DOCUMENTS – Not Applicable
REQUIREMENTS
SWITCHING & LINEAR POWER SUPPLY REPAIR
The required tasks to be performed are the repair of the HDL Switching Power Supply (P/N 459521-1) and Linear Power Supply (P/N 459522-1), as described herein. The tasks described have a goal to achieve a forty-five (45) calendar day vendor Repair Turnaround Time (RTAT). The repaired items shall be form, fit, function, compatible and interchangeable to integrate precisely into the existing avionics systems and subsystems on the EA-18G aircraft.
The Contractor shall furnish effort including labor, material, and facilities, as may be required, to perform the repairs of said power supplies. The repairs shall be in accordance with the latest approved HDL configuration. HDL shall repair the subject units to a Ready-For-Issue (RFI) serviceable operating condition (see definition in 3.3.3) for the intended use in support of the AN/ALQ-99 Tactical Jamming System (TJS) and EA-18G Growler programs.
CATEGORY 1 – TEST, TEARDOWN & EVALUATION (TT&E)
The Contractor shall conduct TT&E and final (sell-off) testing of assets returned to HDL for repair. This category consists of the initial testing, cleaning, visual inspection, additional and final (sell-off) testing. A Failure Analysis Report shall accompany each asset returned to NSWC Crane. (CDRL A001)
CATEGORY 2 – MINOR REPAIR
The Contractor shall conduct Category 2 – Minor Repair, and this category shall cover the repair of any unit requiring parts replacement below the “assemblies” level. When only one or two minor parts are required to affect the repair, it shall remain as a Category 2 – Minor Repair. Once the repair is complete, the Contractor shall ensure that a Failure Analysis Report accompanies each asset returned to NSWC Crane. (CDRL A001)
CATEGORY 3 – OVER & ABOVE (O&A) REPAIR
The Contractor shall conduct Category 3 – O&A Repair, when necessary, and this category shall cover the repair of any unit that shows damage requiring the replacement of any assemblies. When a unit is determined to be a Category 3 – O&A Repair, the Contractor shall notify the Government Procuring Contracting Officer (PCO) within thirty (30) calendar days of the Contractor’s receipt of the unit, with supporting rational for the subject Category 3 – O&A categorization, to be followed within another fifteen (15) calendar days by a Firm Fixed Price (FFP) proposal to complete the repair. The proposal shall include the following:
(a) A brief description of failures
(b) A breakdown of labor hours per labor category to complete the effort
(c) An itemized breakdown of the parts needed to complete the repair, including part numbers with a cost for each part that exceeds $3,000.
The PCO and the Contractor shall negotiate a FFP for the Category 3 – O&A Repair, prior to the Contractor commencing the repair. Once the repair is complete, the Contractor shall ensure that a Failure Analysis Report accompanies each asset returned to NSWC Crane. (CDRL A001)
MISSING ON INDUCTION (MOI):
If any unit returned to the Contractor for repair shows physical damage not due to normal wear and tear, and if the unit falls within the definition of MOI – see 3.3.5, it shall be excluded from the FFP associated with Category 2 – Minor Repair and be considered as a Category 3 – O&A Repair.
In the event the failed unit is determined to be subject to MOI, the Contractor is required to notify the PCO that material was missing and provide a list of the missing equipment. The Government will provide disposition instructions (i.e. place usable assemblies/subassemblies into Government Furnished Property (GFP) and scrap remaining components, provide approval to replace missing equipment or request the Contractor provide a FFP repair proposal, to include the cost of the missing equipment. The contract price will be adjusted accordingly via modification.
BEYOND ECONOMICAL REPAIR (BER) OR UNREPAIRABLE UNITS
If at any time during the evaluation/repair process, the unit is determined to be BER (see BER definition in 3.3.1) or Unrepairable (see Unrepairable definition in 3.3.2), the Contractor is required to notify the PCO. The Contractor shall include their rationale for such a determination. The contracting activity, NSWC CRANE, shall make the final determination as to BER or Unrepairable status. If it has been determined the unit(s) is/are BER or Unrepairable, the PCO will provide disposition instructions via a contract modification. If the contract price included the repair of the item and the repair effort had not begun prior to determining the item to be BER or Unrepairable, the Contractor shall submit a FFP proposal for the costs incurred up to the point of determining the item BER or Unrepairable and the contract price will be adjusted accordingly via modification.
GENERAL & SPECIAL INSTRUCTIONS
REPLACEMENT PARTS
The Contractor will replace parts and subassemblies in accordance with the applicable Contractor drawings and specifications.
EQUIPMENT IDENTIFICATION TAGS/DECALS
Upon completion of rework, the Contractor shall ensure that the unit possesses an identification tag, decal, or other suitable marking affixed to each item on an area easily located and contain, at a minimum, the following information:
• Nomenclature
• Cage Code, or trademark,
• Part Number
• Serial Number
DEFINITION OF TERMS
BEYOND ECONOMICAL REPAIR (BER)
Items are to be considered to be candidates for BER determination if the cost of the repair is 80% or greater than the cost to replace the item.
UNREPAIRABLE ITEM
Items which are considered to be unrepairable are those items in which the Contractor has determined that the damage to the item prevents the removal and replacement of the applicable assembly(ies), and thus the item will not be able to be repaired to a RFI Serviceable Operating Condition.
SERVICEABLE OPERATING CONDITION
The condition in which a repairable assembly is capable of meeting all operating and functional requirements for which it was designed. Minor cosmetic defects (scratches, nicks, dents, etc.), not considered to affect the installation or operation of the repairable assembly, shall not require correction.
REPAIR TURNAROUND TIME (RTAT)
The RTAT shall commence upon the date that both of the following criteria are met and shall terminate on the date the item is formally accepted by the Government, which is signified by signature on the DD250 or Certificate of Conformance (COC).
• All Government Furnished Material (GFM), Government Furnished Equipment (GFE), and Government Furnished Property (GFP) hardware requirements required to perform the effort are received at the proper designated Contractor receiving location; and
• Receipt of an executed delivery order.
MOI
MOI is defined as an asset that, when received by the Contractor, is found to have missing major components/assemblies/subassemblies. Assets having only minor items missing, such as screws, fuses, knobs, etc., are not to be classified as MOI.
