QUESTIONS AND RESPONSES
Questions Received Government Responses
Is the Offeror required to compete for every CLIN or can the Offeror compete for a subset of the CLINs?
Offerors can propose on CLINs as they prefer in accordance with the solicitation instructions. Small Business Offerors can propose on ALL CLINs (CLINs 0001 – 0054; and CLIN 1002) and Large Business Offerors can only propose on CLINs 0045 – 0054.
Pg. 36, Section 3.3/3.4: The SOW states that each connector shall be tested IAW the MILSPEC. Is this the “Single Item” test listed in Table I of MIL-DTL-24231E?
To qualify a complete M24231/2, /3 or /4 plug kit; use MIL-DTL-24231 Table 1, “Single Item” column, Type I.
To qualify the M24231/12 receptacle body with mounting bracket; use MIL-DTL-24231 Table 1, “Single Item” column, Type V. To qualify the M24217/7 style plug kits;
use MIL-C-24217 Table III, “Wired and Sealed in-line or Union Connector” column.
Pg. 36, section 3.4.1: Per Table I of MIL-DTL-24231E, First Article Testing requirements for 24231/7 (Type III) connectors include “Underwater Explosion” testing, is this expected/required? Most solicitations include a Supplemental Quality Assurance Plan (SQAP) which waives this requirement.
The solicitation does not include any M24231/7 receptacles.
Is there an associated Supplemental Quality Assurance Plan (SQAP) with this solicitation that provides any amplifying information regarding first article testing?
No SQAP is associated with this solicitaiton.
Pg. 66, 52.209-3: This section states that the Government may witness the test. Is any associated travel cost for the witness borne by the Government?
The Government will determine the number of test(s) to witness after the First Article Test Plan is submitted and approved as the plan should provide estimated days and locations of each test. Any Government travel costs will be the responsibility of the Government.
Pg 67, Para C: If a company who has never produced these connectors is selected, will the Government pay for first article testing?
If First Articles are not waived, the Government will first purchase the First Articles. For further First Article information please refer to all First Article Clauses and First Article information that is included in the solicitation.
Pg 68, 52.216-19: Can the Offeror expect multiple orders (for each even numbered CLIN) spread out over each year or will it be one order per year for all Government connector requirements?
The Government will issue Delivery Orders as needed and based on funding availability. Awardee(s) will receive the minimum amounts that are summarized in Section B, “IDC Constraints”, that must be met. A contract maximum amount will be determined at contract award(s).
Pg 82, 52.207-4: In general, the cost per unit goes down as the order size increases, economies of scale. So, when a quote is submitted should information be added to the pricing matrix reflecting lot size vs cost?
Please see 52.207-4 for guidance concerning prorposal pricing and quantities.
N0016424RGP81
Pg 82, 52.207-4: If the Government has historical ordering data for the number of connectors ordered for each CLIN, can that be provided so it can be priced accordingly?
The Government cannot provide historical ordering data to assist with proposal development.
