N0016424R1025 - Synopsis A/E IDIQ Contract at NSWC Crane and LGTF Industry Questions and Government Responses
N0016424R1025
# QUESTION ANSWER SYNOPSIS REFERENCE
014 Normally DoD A/E contracts do not require licensure in specific states but just professionally licensed architects and engineers. Please confirm licensure specifically in Indiana (vs. for instance Kentucky or Maryland) is required?
The firm must hold a current and active license in the state of Indiana as well as currently employ at least two
(2) state of Indiana registered A-E professionals at the time of proposal receipt.
Pg. 14, Criteria 2
015 Pg 10 of the solicitation states “the A‐E firm must be a professional A‐E firm permitted by law to practice the professions of architecture or engineering in the state of Indiana”. Is it architecture “or” engineering or is “and”?
The A‐E firm must be a professional A‐E firm permitted by law to practice the professions of architecture OR engineering in the state of Indiana.

016 Pg 10 of the solicitation states “Furthermore, the firm must hold a current and active license in the state of Indiana…” Indiana State Code does not required firms to be licensed to perform architecture or engineering. Just licensed professionals. See Indiana Code Title 25.
Professions and Occupations § 25‐31‐1‐18 and Indiana Code Title 25.
Professions and Occupations § 25‐4‐1‐27. Please clarify what is required.
The firm must hold a current and active license in the state of Indiana as well as currently employ at least two (2) state of Indiana registered A‐E professionals at the time of proposal receipt.
Pg. 14 of Synopsis PDF
017 Pg 8 of the solicitation state “Offeror shall mark proposal documents as CUI in accordance with NIST SP 800‐171.” We do not anticipate including any information within our SF330 that would be considered CUI so no marking per NIST SP 800‐171 would be required. Please confirm?
Please mark proposal documents as CUI in accordance with NIST SP 800‐171 and instructions included within the synopsis.

018 In regards to the Amendment 1 – Industry Questions & Government Responses –
003 SF330 packages are typically organized by PART 1 (sections A‐H), followed by PART 2 but the RFQ states that “proposals shall be organized and titled so that each section of the proposal follows the order and format of the criterion.” In this case, Section F would be first. Please advise.
SF 330 Sections A,B, and C may be presented as introductory information before addressing criterion and subsequent sections. The remainder of the offeror’s SF 330 submission shall be organized in accordance with the instructions contained within the synopsis posting.
019 Our firm is a mentor‐protégé joint venture interested in submitting on this opportunity. For the required firm licensure in Indiana, does the JV as an entity need to have a current and active license, or will a current/active license held by one or both of the JV partner firms be sufficient to meet this requirement?
The JV entity would need to actively hold a current license to qualify for this opportunity.
