About this file

This document appears to be a response to questions regarding a federal solicitation for building modifications at the Naval Surface Warfare Center (NSWC) Crane.

The key details are: 1) The contractor can self-perform the development of red-lined as-built drawings post-construction, rather than requiring a design firm. This does not eliminate the evaluation criteria for Design Team Technical Capability and Design Team Past Performance in the Statement of Work. 2) The red-lined as-built drawings are only required post-construction to show the actual work completed, not prior to construction. The solicitation is a small business set-aside with a closing date of May 8, 2024 for building modifications in Building 41, Room 121. Offerors must be registered in the System for Award Management (SAM) and offers must be emailed to the specified point of contact by the closing date and time.

Text version

1. Given the response in Amendment 0001 to Question #5 (below), does this mean that the contractor can provide the red-lined as-built drawings themselves in lieu of having a Design Firm? If so, does that eliminate the requirement in SOW Section 8.0 Performance Standards Item A for Design Team Technical Capability & Item B Design Team Past Performance?

The Contractor may self-perform developing the red-lined as-built drawings. There is no requirement dictating credentials for whom develops said deliverable.

Section 8.0 Performance Standards remain applicable. The Offeror will be evaluated on the criteria provided, as applicable. Absence of “Design” personnel/credentials will not negatively affect the Offeror.

2. Also, are the as-built drawings required prior to construction or post-construction showing actual work completed?

Red-lined as-builts will only be applicable post-construction, illustrating actual work completed.
