About this file
This document is a sole source justification for a support agreement between the Department of the Navy Naval Sea Systems Command and Teradyne Inc. for maintenance and repair services for two Teradyne Model MicroFlex Semiconductor Test Systems. The agreement has a base period of performance from December 4, 2023 through December 3, 2024 with one option year extending from December 4, 2024 through December 3, 2025. The estimated cost for the base year is $145,500. Teradyne owns the proprietary rights, data, drawings, schematics, and has in-house trained and licensed technical personnel as well as repair/replacement parts required to enable timely and accurate repairs. As the original equipment manufacturer, Teradyne is justified as the sole source as they are the only vendor with trained personnel experienced in analyzing and repairing this equipment and with access to the proprietary information and unique parts needed to perform repairs without risk of further damage or voiding warranties.

Support Agreement for Teradyne Model MicroFlex Semiconductor Test Systems (S/N 1031MF005 & 1126MF001). POP 12/4/23 – 12/3/24 with one option year of 12/4/24 – 12/3/25.
Teradyne owns the proprietary rights to all data, drawings, schematics and have in-house, both trained and licensed technical personnel as well as a stockpile of repair/replacement parts. These elements are all necessary and critical to enable both timely and accurate repairs of the Teradyne Equipment identifed above.
Teradyne is the only vendor who has trained technical personnel who are experienced in the analysis and repair of this equipment, and have access to and can utilize the proprietary data necessary for both analysis, and subsequent repair of equipment and access to parts/components unique to Teradyne equipment. Personnel, who are not properly trained in servicing Teradyne systems, may induce further damage to the system(s). Furthermore, individuals working on Teradyne systems who are not properly trained and certified by Teradyne, may void system or component warranties. The estimated cost of purchasing service and maintenance from another vendor is estimated to exceed $1M for the hundreds of hours of labor to train personnel, analyze, develop, design and configuration manage the drawings/blueprints for the system replaceable assemblies.
