About this file
This document is an amendment to a solicitation for a temperature chamber. The amendment serves to correct an error in the salient characteristics and extend the solicitation response date by one day to October 24, 2023 at 12:00 PM EST.
The amendment updates the salient characteristics to clarify temperature range and change rate requirements, including a required minimum temperature range of 20C to 60C and target change rates of greater than 1C/min and achieving temperature limits within 30-60 minutes for an empty chamber. Preferred characteristics include programmable alarm settings, Ethernet network compatibility, and password protected security levels for the controller. The solicitation also outlines technical requirements for the temperature chamber such as interior sizes and weight limits, temperature tolerances, safety features, and documentation requirements. The related federal contract opportunity is for a temperature chamber issued by the Department of the Navy Naval Sea Systems Command under solicitation number N0016424Q0016.

The required response date/time has changed from 23-Oct-2023 12:00 PM to 24-Oct-2023 12:00 PM.
The following have been modified:
SALIENT CHARACTERISTICS
SALIENT CHARACTERISTICS
NOTE: The “preferred” characteristics are not Government requirements, but are desired. If quoted they will not be evaluated for technical acceptance under technical evaluation factor number 1, Technical Approach. If quoted, the cost of the items will not be excluded from the overall cost of the total effort. Again, these are desired, but not required. There will be no penalty if not quoted.
⦁ Required: Interior Chamber Sizes: 38” Minimum Width X 38” Minimum Depth X 38” Minimum Height and 32 Cubic foot Minimum Volume.
⦁ Required: Temperature Range: ‐20°C to 60°C required. Chamber cannot under any conditions exceed 170°C.
⦁ Required: Temperature change rate greater than 1°C/min preferred.
⦁ Required: Target 20°C to ‐20°C or 20°C to 60°C in 30 minutes or less and 20°C to upper or lower limit in under 60 minutes with the chamber empty.
⦁ Required: Temperature Limited Sheathed Heaters (200°C) for spark suppression.
⦁ Required: Temperature tolerance after stabilization: ± 1°C required, ±0.5°C or better preferred.
⦁ Required: Touch Screen Programmable Controller with 2 USB connections minimum to allow for a mouse and keyboard connection for programming and operation. Must also able to run programs in excess of two years without restarting.
⦁ Required: The controller must have programmable alarm/shut off settings for maximum and minimum safety limits at both hot and cold temperatures with an emergency shut off.
⦁ Preferred: The controller must provide for a power outage recovery mode (resume current program either automatically or manually as instructed).
⦁ Preferred: The controller will have 5 digital input ports minimum to receive signals from other test equipment signaling it to execute the next programming step.
⦁ Preferred: The controller will have 5 digital output modes minimum to signal to other test equipment that a step was completed so the other system knows to complete its next step.
⦁ Preferred: The controller must be Ethernet Network compatible so it can be controlled and monitored by a PC using the chamber manufacturer’s software program.
⦁ Preferred: The controller should be able to monitor the system upon startup and operation for normal performance and provide a message or alarm when service is required and help direct maintenance and repairs to a particular system if not the major component.
⦁ Preferred: The controller shall allow for two level password system security levels. A basic password that allows users to start/stop chamber, set temperature and humidity points manually, and start/stop profiles; and a maintenance/programming level password that allows for the programming and any diagnostic functions along with the basic operation.
⦁ Required: The system will have redundant and separate temperature Hi & Low Temperature limit controls that will sound an alarm and shut down the chamber if the controller fails. This can be manually set on the machine or incorporated as additional limits in the controller.
⦁ Required: 1 Shelf included that can be located in multiple positions supporting 200 lbs. min.
⦁ Required: Floor of the chamber to support 1000 lbs min.
⦁ 208V – 230V 3 Phase. Should not be phase dependent and if it is, it will not be damaged and provide feedback indicating power phase error and have a quick access and wiring correction feature.
⦁ Required: Air Cooled Condenser – No water connection allowed. Must be electrical hook up and operate only.
⦁ Required: Fresh Air Purge system to remove any excess hydrogen gas buildup in the chamber.
⦁ Required: Calibration procedures, Calibration Equipment List, and Calibration specialty items included.
⦁ Required: Chamber to be used for Battery testing and designed to meet EUCAR‐ 3 battery events.
⦁ Preferred: Heaters and cooling to be separated from test space to prevent gas ignition.
⦁ Required: Explosive pressure relief port for equipment safety that operates at all temperatures.
⦁ Required: Spark prevention on internal wiring as much as possible to avoid gas ignition (understood cannot be 100% protected).
⦁ Required: System must use latest Government regulations for Refrigerant and forbidden materials per environmental regulations. Guidance and reference websites from NSWC Environmental and safety groups are provided here:
⦁ As the EPA is considering the Global Warming Potential (GWP) in SNAP determinations regarding acceptability of refrigerants, I strongly recommend selecting a refrigerant with the lowest possible GWP (and of course no Ozone Depleting Potential (ODP)) from the SNAP lists for the humidifier chamber.

⦁ Required: Quantity 2 (1 on each side) – 4” ports with solid plugs and plugs with openings to allow wire connections into the chamber.
⦁ Required: The chamber shall be provided with both self‐leveling legs / castors.
⦁ Required: On wheels / casters that have locks or lifts (on at least 2 wheels) for mobility and security. Wheels to be sized to allow for thresholds or ramps with a 0.5” bump or to cover a 1.5” gap in surfaces without getting stuck or getting damaged (momentum should allow it to roll over).
⦁ Required: Chamber not to exceed 65” width by 90” depth by 105” height in transportation configuration.
⦁ Preferred: Easy removal of accessories with wingnuts or screws into threaded nuts (not through sheet metal that can be easily stripped) and electrical connectors or quick connectors by NSWC Crane technicians such as Water tanks, Exhaust blowers, etc is allowed to meet the transportation configuration size limits.
⦁ Required: Interior to be able to be lit with door open or closed in a manner consistent with the battery testing and possible gas build up.
⦁ Required: Fog Free Viewing Window.
⦁ Preferred: The chamber compressors shall be equipped with liquid injection thermostat to aid in maintaining the life of the compressor.
⦁ Preferred: The chamber shall have refrigeration service taps and liquid filled refrigeration gauges.
⦁ Required: The chamber shall have removable panels that permit easy access to all systems for maintenance purposes.
