AMENDMENT 0003 NOTES
Answers to Questions in Response to the Solicitation:
1) Does the government have and will it provide the Technical Data Package PCAB drawings source files?
All of the TDP PCAB drawing source files available are listed in Section J and provided with the solicitation.
2) PWS 3.3.23 identifies a GFI First Article Test Plan and Procedure – In order to scope/price this process we have assumed this document requires performing Production Acceptance Testing, ESS, and SEI/SEIPW testing at CRANE. Is this assumption correct? If not, what requirements are in the GFI First Article Test Plan?
The only testing that will be done at Crane is the SEI/SEIPW testing. The GFI First Article Test Plan is “WI- WXMR-FAT-8579500 REV (B)” and will be provided via solicitation amendment. The solicitation amendment will include a revised SOW that clarifies these testing requirements.
3) How long is testing to occur at NSWC Crane?
Testing at Crane would be expected to be about 3 working days
SECTION C - DESCRIPTIONS AND SPECIFICATIONS
The following have been modified:
STATEMENT OF WORK
Statement of Work
SECTION 1 – SCOPE
1.0 Scope
This SOW defines Naval Surface Warfare Center, Crane Division’s (NSWC-CR) requirement for the redesign of the AN/SLA-10D (P/N 8579500) to eliminate the use of obsolete parts. The goal of the redesign is to field a fully qualified, form fit and functional replacement of the SLA-10D. This redesign effort shall utilize Commercial-off-the-Shelf items and Non-Development Items where practical.
This SOW also defines spares, repairs and data requirements for the redesigned AN/SLA-10D. The SLA-10D is comprised of Blanker Video Mixer (P/N 8579011) and Control Indicator (P/N 8579411) assemblies. The Contractor shall build and test this system in accordance with (IAW) the Technical Data Package (TDP) provided as Government Furnished Information (GFI), as referenced in Paragraph 3.1.4, and additional design changes or data produced during the redesign phase.
1.1 Background
The AN/SLA-10D is a component of the AN/SLQ-32(V)6 system and is used to prevent interference from other emitters of the same ship. Having this capability is essential in order to minimize the interference the ship’s emitters causes with the reception and analysis of Radio Frequency (RF) signals. The AN/SLA-10D is able to take in 31 inputs from the ship’s radars given it is configured to provide a pretrigger. After receiving a pretrigger, blanking pulses are provided by the AN/SLA-10D to the AN/SLQ-32(V)6. This allows for the capability to know when the receiver will see the ship radar and set filters to “blank” them.

The Contractor shall recommend to the Contract Office POC, in writing, the unit is considered to be BER and shall delineate the reasons for making the recommendation. The final decision to determine a unit to be BER remains with the Contracting Office. The Contract Office POC will provide disposition instructions for a unit that has been determined to be
BER.
