Technical Questions:

Q1. CDRL A005 for First Article Inspection & Test Reports in Block 4 lists the DID as DI‐MGMT‐ 81978. Should this be DI‐NDTI‐80809B?

A1. Yes, CDRL A005 Block 4 will be changed from DI‐MGMT‐ 81978 to DI‐NDTI‐80809B in a future RFP Amendment.

Q2. CDRL A009 for Production Acceptance Inspection & Test Reports in Block 4 lists the DID as DI‐ MGMT‐ 81978. Should this be DI‐NDTI‐80809B?

A2. Yes, CDRL A009 Block 4 will be changed from DI‐MGMT‐ 81978 to DI‐NDTI‐80809B in a future RFP Amendment.

Q3. OES‐DTL‐0137B, Page 14, Para 5.1.2 lists Drawing 8502330. This drawing is not included in the package provided. Should this be Drawing 8502228?

A3. Yes, drawing 8502228 will be provided in a future RFP Amendment.

Q4. Drawing 7402456 for Binder Solution (as listed on drawing 6136001G) was not included in the package. Could the Government please provide this drawing?

A4. Drawing 7402456 will be provided in a future RFP Amendment.

Q5. Is it correct to use plywood panels for palletized loads going on Navy ships (per drawing 6214253)? Normally no wood is allowed on Navy ships.

A5. The wood is called out to be ISPM compliant, “ALL WOOD PACKING MATERIAL SHALL MEET THE

PHYTOSANITARY REQUIREMENTS OF DOD 4140.65M, IPSM 15 REGULATIONS AND THE AMERICAN

LUMBER STANDARD COMMITTEE, INCORPORATED “WOOD PACKAGING MATERIAL

ENFORCEMENT REGULATIONS” (ALSC WPM)”

Q6. ADL 10001‐2112951R, Page 2, under Military Specifications, MIL‐DTL‐5002 lists Rev. 22. There is no Rev.

22. What should the specification revision be?

A6. MIL‐DTL‐5002 Rev. F May 2022 is the current revision. This will be updated in a future RFP Amendment.

Solicitation Based Questions:

Q1. Solicitation N0016323RJR92 requires Past Performance information. There is conflicting information that we would like clarification on. On P.78 Past Performance is listed as Volume III with a 15 page limit. On P. 82, it says Past performance is part of Volume II with a 5 page limit. Could the USG please clarify Past Performance page limits and which Volume it should be a part of?

A1. The info on p.82 has been corrected to show Volume III – Past Performance and a maximum of 15 pages.

Q2. Request for extension to submit questions: We have found the above listed discrepancies which require clarification. We request an extra week to submit questions since we are still in the process of review of TDP.

On P. 76 L‐215‐H007 SUBMISSION OF QUESTIONS BY OFFERORS paragraph (b) establishes: “The deadline for receipt of questions is 30 calendar days after the issue date of this solicitation. “The solicitation was released on May 11, 2023. 30 days after May 11 is June 10. Could the USG extend the deadline for questions by 7 days to June 17, 2023?

A2. On p. 76, L-215-H007 (b) is updated to “The deadline for receipt of questions is seven (7) days prior to the closing date of the solicitation.” L-215-H007 (c) is updated to “It is required that all questions be received seven (7) days prior to the closing date of this solicitation.”

6/14/2023

Technical Questions:

Q1. Specification OES‐DTL‐0137B increased the lot size maximum from 10,000 to 12,544. However, WS 1903G left the maximum lot size at 10,000. It would be helpful to the contractor if the maximum lot size for the MK31 was increased to match the MK80 new maximum. Otherwise, the contractor would have to get an RFV for the MK31 if the MK79 lot size exceeds 10,000.

A1A. The Government requested additional clarification. See below responses.

1. One concern is the possibility of having fewer MK 31’s to match up with signals.

2. Another concern was the possibility of requirements per lot being in excess of the maximum requirements or below the minimum requirements for lot size as listed in the item specifications. The increase in lot size in the item specification for the MK80 could result in the reduction of Request for Variance submittals. A similar increase in the lot size requirement for the MK31 could prevent the need for future RFV submittals.

Example, future orders placed may have a requirement for a lot of MK31’s in excess of 10,000 each.

A1B. If 10,000 MK31s are built, that is enough for 5+ max lot size MK79s given the limiting factor of MK80 max lot size. MK 31 lot sizes can be addressed by an RFV if needed.

Q2. Which Ammunition Box is to be used, M2A1 OR M2A2? Both are listed in the ADL’s, but M2A2 is the one listed on Dwgs. 8502228 & 8502290.

A2. Per packing, shipping, and storage drawings 8502228 and 8502290, M2A2 should be used.

Q3. Will all unit loads be made using GFM MK3 Metal Pallets? 19‐48‐4116 is included as part of Attachment 3 (although not listed in the ADL) and uses wood pallets for the unit load.

A3. The Government is researching an update to the ADL. Depending on the delivery location there is a potential to use metal pallets or wood pallets. The Government intends to update the RFP in a separate amendment to address the requirement for the use of multiple types of pallets.

Q4. Drawing 8502301 has no tolerances listed in the tolerance block. Previous drawing (6136005) lists a tolerance of 0.03 for 2 Place Decimals. Should this tolerance be used?

A4. Yes, dimensions did not change from drawing to drawing. Drawing will be updated in a future RFP Amendment.

Solicitation Based Questions:

Q1. FOB Point varies for different deliverable supplies:

o CLIN 0002 MK 80 Mod 3 is FOB Destination N00164 o CLIN 0003 FMS MK 80 Mod 3 is FOB Origin o CLIN 0005 MK 79 Mod 3 is FOB Destination N00164 o CLIN 0006 FMS MK 79 Mod 3 is FOB Origin

How should we plan to price this? Will all freight be routed thru DCMA Transportation? Is freight specified as FOB Origin to be routed thru DCMA Transportation? Or is Contractor responsible for arranging and paying freight listed FOB Destination?

A1. FOB Destination remains the responsibility of the vendor to arrange for and pay freight to destination. FOB Origin requires a Transportation Allotment Code (TAC) within the delivery order and does require the vendor to work with DCMA Transportation as funding for the freight is provided by the Government. See clause G-247- W001. The CLIN description also further delineates FMS shipments and FOB Origin.

Q2. CLINS are established for First Article Tests for MK 31, MK 80, and MK 79. What about lot acceptance tests?

Should contractors plan for testing at their facility or will rounds be shipped to Navy facility for Lot Acceptance Testing?

A2. The LATs will be performed by the contractor per Section 3.5 PRODUCTION LOT ACCEPTANCE TESTING (LAT) of the Statement of Work. There is not an individual CLIN as the LAT cost is to be rolled into the overall unit cost to provide flexibility for the contract.

SECTION L - INSTRUCTIONS, CONDITIONS AND NOTICES TO BIDDERS

The following have been modified:

INSTRUCTIONS TO OFFERORS

PROOPOSAL SUBMISSION INSTRUCTIONS

A copy of the offeror’s warranty shall be submitted with the initial offer.

Offerors must be properly registered in the Procurement Integrated Enterprise Environment (PIEE) Solicitation Module (PSM), System for Award Management (SAM.gov) and the Joint Certification Program (JCP) in order to receive the controlled attachments. Offerors may obtain information on SAM registration and annual confirmation requirements by calling 1-866-606-8220 or via the internet at https://www.sam.gov. Information about the JCP is located at https://public.logisticsinformationservice.dla.mil/PublicHome/jcp/default.aspx. Information about PSM is located at: https://piee.eb.mil. Offerors must request access to the controlled attachments via SAM.gov using the same process as before. The Contracting Officer will review JCP and allow access to controlled documents by Cage Code if requesting vendor is properly registered in JCP. The controlled documents will be located in PSM; therefore, the Offeror will need to obtain the controlled documents through PSM.

Offerors wishing to submit a proposal in response to this notification are strongly encouraged to ensure a representative of their organization registers at the PIEE website within seven (7) working days of solicitation release and that the Proposal Manager role in PIEE is approved for the Offeror’s representative. Failure to register for the Proposal Manager role in PIEE could hamper an offeror’s ability to submit a timely proposal. The Proposal Manager in the Solicitation Module can search for the solicitation based on criteria such as the solicitation number, response date, status, and contracting office DoDAAC among additional criteria. Once the solicitation is found and selected, the Proposal Manager can submit a proposal by selecting the “Offer” tab, choosing the applicable CAGE Code for the Offeror, uploading the attachments that comprise their offer, and digitally signing off on submission of the offer.

Information regarding how to set up a vendor registration is included in this link: DoD Procurement Toolbox (https://dodprocurementtoolbox.com/site-pages/solicitation-module). Select Vendor Access Instructions.

Further training is available at this link:

https://pieetraining.eb.mil/wbt/xhtml/wbt/sol/index.xhtml

Offerors shall submit questions and feedback requesting clarification of solicitation requirements by submitting through PSM. Offerors are advised they must have an active Proposal Manager role in PSM and are to submit questions via the offer interface. Submit questions as if submitting an offer in PSM under the correct solicitation number. File Name shall be #CompanyCage#_Offeror_Questions. It is required that all questions be received within 30 calendar days from the date this solicitation is issued. All questions and answers will be posted to PSM via an amendment to the solicitation.

Any amendments to the subject solicitation will be posted through PSM. The complete solicitation package, including all amendments, should be received and reviewed prior to submitting a response. It is the responsibility of the offeror to obtain all amendments and/or other applicable documents prior to submission of the offer. Under these circumstances, offerors are reminded to include acknowledgement of acceptance of these amendments in their offer.

HARD COPIES, E-MAIL AND FAX SUBMISSIONS, IN RESPONSE TO THIS SOLICITATION ARE

NOT ACCEPTABLE AND WILL NOT BE EVALUATED NOR CONSIDERED FOR AWARD. ALL

OFFERS SHALL BE SUBMITTED IN THEIR ENTIRETY THROUGH THE PIEE SOLICITATION

MODULE.

(a) General

This provision specifies the organization, format, and contents of an offeror’s past performance, technical proposal, and price proposal to be submitted in response to this solicitation for evaluation by the Government. The purpose of the instructions contained in this provision is to provide for uniform submission of all offerors’ proposals. Uniformity is expected to facilitate Government efficiency and accuracy in the technical and price evaluation and source selection process. The contents of the offeror’s proposal shall be organized to conform to the requirements specified herein. The proposal material submitted by offerors shall define the offeror’s technical approach that would satisfy the requirements of the Specifications, the Statement of Work (SOW), and solicitation requirements.

Offerors’ technical and price proposal shall be prepared in accordance with the requirements of this provision. Clarity and conciseness of the material presented may have a bearing upon proposal evaluation.

While only relevant material should be included, the material must be complete. Any offeror’s experience, capability, knowledge and understanding not specifically described in the submitted proposal will not be assumed to exist by the Government during evaluation.

The technical proposal and the cost/price proposal shall be submitted in separate volumes. The technical proposal shall not contain any cost/pricing information.

Full, accurate and complete information shall be set forth in the submissions to facilitate a thorough and timely evaluation by the Government. This will be an acquisition effort utilizing a best value approach of the technically acceptable offers. The offeror(s) proposals will be evaluated to ensure that they comply with the criteria listed in the solicitation.

Offerors are cautioned that the Government reserves the right to make award based on initial offers without discussions with offerors. Therefore, it is imperative that the information provided in the offeror’s response to the solicitation be complete and accurate and that the prices proposed be the offeror’s best terms. Each initial offer should contain the offeror’s best terms from a price and technical standpoint. However, if considered necessary by the contracting officer, discussions may be conducted with those offerors determined to be in the competitive range.

(b) The offeror shall submit the following:

Price Proposal Volume IV

(10 page limit)

1. Proposals shall not contain classified information.

2. Electronic Submission of Proposal

This section is intended to provide information to the Offeror on the electronic format and application software to be used for submitting proposals. Offerors shall submit proposals electronically via the Procurement Integrated Enterprise Environment (PIEE) Solicitation Module (PSM) located at https://piee.eb.mil. The solicitation is located at https://piee.eb.mil/sol/xhtml/unauth/search/oppMgmtLink.xhtml?solNo=N0016423RJR92. Use of the software and procedures described in this section will reduce the amount of time and effort needed to receive and disseminate for evaluation, and will ensure that the proposals received are suitable for reading electronically.

3. Upload Completion & Deadline: Interested parties shall submit responses no later than the date specified on the solicitation document.

Notify the Contract Specialist by email at john.c.roberts170.civ@us.navy.mil when the proposal is being submitted through PSM.

Offers must be received via PSM located at https://piee.eb.mil by the closing date/time in order to be considered responsive. The solicitation is located at https://piee.eb.mil/sol/xhtml/unauth/search/oppMgmtLink.xhtml?solNo=N0016423RJR92. In the rare event PSM is down or inaccessible, an Offeror shall immediately notify the Contracting Officer, Rebecca Lingenfelter at rebecca.a.lingenfelter.civ@us.navy.mil and the Contract Specialist, John Roberts at john.c.roberts170.civ@us.navy.mil via e-mail prior to the solicitation closing date and time.

The Offeror shall also contact the PIEE helpdesk to register a help ticket/notice that the PSM is down or inoperable. Failure to notify the Contracting Officer and the Contract Specialist prior to solicitation closing will automatically deem an Offeror's proposal as late. In the rare event of a PSM malfunction, arrangements must be made with the Contracting Officer prior to the solicitation closing date and time for the Contracting Officer to consider allowing submission of proposals within PSM after the closing date and time. Failure to submit a complete proposal prior to the solicitation closing date and time may render the proposal late and unacceptable.

Offerors are responsible for submitting proposals and any revisions in PSM by the time specified in the solicitation. Any proposal modification or revision not received/submitted in PSM by the exact time specified for receipt of offers is “late” and will not be considered. The solicitation will close at the exact date and time specified in the solicitation. An offer submitted after the specific date and time will be marked as late. Proposals may be withdrawn by written notice to the Contracting Officer provided such notice is received prior to contract award.

The time and date of proposal receipt will be the upload completion/delivery time and date recorded within PSM. Do not assume that electronic submission will occur instantaneously.

Large files (e.g. 10MB or more) will take some time to upload. Offerors should time their upload effort with prudence by not waiting until the last few minutes—this will allow for unexpected delays in the transmittal process. Offerors are encouraged to keep a copy of the upload confirmation for their record.

Mailed or hand delivered written proposals will not be accepted. ALL WRITTEN PROPOSAL DOCUMENTS SHALL BE SUBMITTED THROUGH THE PIEE Solicitation Module (PSM).

4. Electronic Proposal Media The Offeror shall submit all volumes of its proposal electronically compatible with the operating system and applications defined in Section 5 - Operating System and Applications. The Offeror should group as much proposal material as possible for each submission to PSM, and shall ensure the portions of the proposal that contain cost information are separate from the portions of the proposal that do not contain cost information.

Table 1 - Proposal Structure identifies the proposal structure for each volume. Each individual file within the Offeror’s proposal shall be no greater than 1GB in file size. Valid file extensions are shown in Table 2. Proposals shall be written in a font size no smaller than 11-point font excluding completion of the Technical Compliance Matrix, Attachment 5.

5. Operating System and Applications

The proposals will be accessed utilizing the Microsoft Windows 10 Operating System. Proposal information shall be submitted using the following, or compatible, applications: Microsoft Word 2016, Microsoft Excel 2016, and Microsoft PowerPoint 2016; however, letters and other signed documents shall be provided as a fully searchable Portable Document Format (.pdf) file. Use of other application software for submission of proposals is prohibited except where specific instructions for non-pdf or Office 2016 applications are provided.

6. Virus Free Electronic Submission Offerors are responsible for ensuring that its electronic proposal is virus free. The Offeror shall certify, in its Executive Summary, that all electronic proposal information delivered throughout the evaluation (e.g., original proposal submission, responses to evaluation notices, Final Proposal Revisions) has been checked for viruses and certify that its files are virus free before submission. The Offeror shall specify the software, version, and virus definition used/that will be used to check the data.

7. File Name Conventions Valid extensions for files using their associated applications are listed below in Table 2 (File Extensions):

Table 2 - File Extensions

Type of Application/Files Valid Extensions Portable Document Files .pdf Microsoft Word documents .docx Microsoft Excel documents .xlsx Microsoft Power Point .pptx

The Offeror shall follow the basic structure of the file naming convention in Table 3 (Offeror Electronic File Naming Convention) for electronic file submissions (e.g., proposal volumes, attachments, appendices), where “#” represents the sequential numbering of files. Offeror’s shall keep the file name as short as possible (i.e., under 40 characters) so that the files are accessible on Government share drives. Files with longer names may become corrupt or inaccessible. The Offeror should provide one folder for each volume containing all electronic files requested within the volume.

Please submit each volume as one file if possible. Offerors should not provide each section/paragraph as separate files.

Proposals must prove PPQs have been sent to each POC; Failure to send the PPQ to each POC will be considered a proposal deficiency and may result inexclusion of the offeror’s proposal from con sideration for award. The offeror shall exert its best efforts to ensure that at least two POCs per relevant contract submit a completed Present/Past Performance Questionnaire directly to the Government.

d. Up to five (5) one page summaries of each contract reference identified in the past performance summary matrix may be submitted. Offerors should include a discussion of any significant achievements and explain any Past Performance problems that it considers relevant to the proposed efforts. Offerors should also discuss past and present efforts to identify and manage program risk.

e. For the purposes of this solicitation, recent contracts are defined as those on which performance has been conducted three years prior to the posting date of the solicitation. In determining relevancy, the offeror should consider the type and value of the contract, and the type of requirement compared to this solicited requirement. The offeror should also consider the level or amount of effort. Only past performance dealing with the type of work noted in the solicitation herein, to include signal manufacturing and same or similar work will be considered relevant. The offeror must detail (if using the “related technology” as a reference) how the “related technology” is applicable to the solicited effort. Should the offeror not explain how the related technology is applicable, the reference may not be considered relevant. If an offeror has no current or relevant past performance information, they should so state that in this volume.

f. Each offeror shall submit present and past performance information for itself on projects of similar size, scope, and technical complexity. The Offerors may choose to submit present and past performance information for major proposed subcontractors, team members, and/or joint venture partners that have experience in projects of similar size, scope, and technical complexity with its proposal. The total number of past performance references for each offeror shall not exceed five (including any references submitted by subcontractors, team members and/or joint ventures). This volume shall provide a list of current and relevant contracts on which the offeror has performed in the format requested in the Proposal Requirements portion of this document. This information, as well as other information the Government may obtain elsewhere via Government databases (CPARs, PPIRs etc.) and other government agencies (DCMA, DCAA etc.), will be used to evaluate the offeror's past performance. The Government reserves the right to solicit feedback beyond what is identified in the questionnaire. NO CLASSIFIED PAST PERFORMANCE

SUPPLEMENTS WILL BE ACCEPTED. The offeror may submit performance on classified programs as long as that information can be verified. If the offeror intends to submit in this manner the information that is classified (customer, contract number, etc.) should be marked “reserved” and the description/write up of the work performed shall remain unclassified. If the offeror cannot describe what work was accomplished in an unclassified manner they cannot submit that program for evaluation. Offerors are notified that the Government will use the data provided in this volume that is determined to be current and relevant to the effort at hand and data obtained from other sources in the development of performance risk assessments.

EXCEPTIONS

Offerors are not encouraged to take exceptions to this solicitation, however, any exceptions taken to the specifications, statement of work, performance work statement or terms and conditions of this solicitation shall be explained in detail and set forth in a cover letter as well as in the cost proposal. If alternate proposals are submitted, such alternatives will be clearly labeled and identified on the cover page of each separate document.
