This document establishes the performance specification requirements for the Navy Binocular Night Vision Device Helmet Mount, herein referred to as BNVD Mount.

1.2 Maturity of Technology

This solicitation does not seek to conduct basic research, develop the technology base, or explore preliminary concepts that require long periods of research and development. Instead, this solicitation seeks to rapidly procure and field Commercial-Off-the-Shelf (COTS) and/or Non-Developmental Item (NDI) systems that might only require minor Engineering and Manufacturing Development

(EMD).

MIL-STD-810G Environmental Test Methods and Engineering Guidelines MIL-STD-130N Identification Marking of US Military Property

2.1.3 Definitions

Facemask-an ergonomically correct design used to support mounting of a Night Vision Device (NVD), directly to a soldier head securely, without usage of a helmet.

Strap- material which allows attachment to Advanced and Enhanced combat helmets that allows for secure retention of the NVD without hardware. This typically includes a tightening mechanism which allows for the material to be secured on to the helmet.

Shroud- A semi-permanent mounting bracket which hard mounts to a low profile interface of the helmet mount via mounting hardware. The low profile helmet interface shroud (bracket) that attaches permanently to the helmet using the one-hole or three-hole configuration common to the Advanced and Enhanced helmets.

2.2 Order of Precedence

In the event of a conflict between the text of this document and the references cited herein, the text of this document takes precedence. Nothing in this document supersedes applicable laws and regulations unless a specific exemption has been obtained.

3.1.3.1 Helmet Shroud.

The helmet mount system shall facilitate semi-permanent mounting of the helmet mount via a separate low profile helmet interface shroud (bracket) that attaches permanently to the helmet using the one-hole or three-hole configuration common to the ACH and ECH, helmets. The helmet mount (i.e. component that provides all the adjustment features) shall have the capability to be quickly detached from the helmet interface shroud using only one hand. The helmet mount shall incorporate a feature to protect against inadvertent release from the helmet interface bracket. No tools shall be required to detach the helmet mount from the helmet interface bracket.

3.1.3.2 Helmet shroud weight.

The helmet shroud shall weigh no more than 80 grams.

3.1.4 Helmet Strap.
