- N0016421RJM41
About this file
This amendment to a solicitation extends the response deadline and replaces references to an incumbent supplier with a new supplier. The solicitation requests a firm-fixed price proposal to provide engineering technical root cause analysis support services for valve regulated lead acid batteries installed on Navy submarines and training ships. The selected contractor must support battery performance improvements, review technical documentation, and participate in meetings and failure analyses. Deliverables include test plans, status reports, technical information reports, meeting agendas and minutes, and material analysis summaries. Offerors must submit separate technical and price volumes, with prices for an initial year and four option years. The response deadline is extended to September 1, 2021.

PROPOSAL CONTENT
Volume I (TECHNICAL PROPOSAL)
The Offeror shall describe specific capabilities and approach to demonstrate their ability to support the tasks described in the SOW.
The Offeror shall not simply rephrase or restate the Government’s requirements in the proposal. The Offeror shall provide sufficient details and convincing rationale that address how the Offeror intends to meet the requirements. The Offeror shall assume that the Government has no prior knowledge of its facilities, capabilities or experience.
The proposal must demonstrate the Offeror’s understanding of the requirements and the feasibility of the approaches to meet those requirements. Proposal contents that appear to be unreasonable, unrealistic, unsupported, unclear, and/or deficient will be identified. Proposals that merely offer to perform work in accordance with this solicitation, or which fail to present more than an indication of capability of compliance with the technical requirements without elaboration may be returned to the offeror for clarification. The offeror shall identify technical uncertainties and assumptions within the requirements set forth in the solicitation and provide specific courses of action for their resolution.
The proposal must address the full scope of the solicitation.
