STATEMENT OF WORK

Statement of Work

For

Breechplate Assembly

Requirement # WXR-20-7688

Distribution Statement A:

Approved for public release: Distribution

Unlimited.

STATEMENT OF WORK (SOW)

1.1 SCOPE

This Statement of Work sets forth the requirements for the manufacture and procurement of a Breechplate, Countermeasures Chaff-Flare (NAVAIR Drawing 30003-3837AS100). A Technical Data Package (TDP) is provided and the environmental testing requirements for acceptance purposes are provided as a portion of this

SOW. The Breechplate shall be manufactured and assembled using new materials in accordance with the TDP and ANSI-J-STD-001 Class 3 as applicable.

1.2 BACKGROUND

This breechplate is a component of the AN/ALE-47(V) Countermeasure Dispensing System that increases aircraft survivability by determining and executing the most effective off-board countermeasure response, thereby reducing cockpit workload. The system uses smart threat adaptive processing to optimize the countermeasures response and to eliminate dispensing against false inputs. This increases the on-board expendable dispenser capability by conserving stores and precluding untimely depletion. Key improvements of the ALE-47 over previous dispenser systems include integration with the aircraft EW and avionics systems to provide a threat adaptive countermeasure response for single or multiple threat sources and payload management capabilities which conserve mission payload stores. The Navy has fielded several hundred of these dispensing systems and the requirement for installation of the system on new platforms is expected to continue for several years. Thus, there exists a need to procure additional quantities of the breechplates to satisfy the projected requirements.

1.3 OBJECTIVE

This SOW is being submitted to initiate the competitive procurement cycle to obtain the following item.

1) Breechplate, Countermeasures, Chaff-Flare, P/N: 3837AS100-001 (NAVAIR Drawing

30003-3837AS100).

2.0 APPLICABLE DOCUMENTS

The contractor shall maintain possession and proper safeguarding control of all drawings and documents during the period of performance of this contract.

Submitted coupons shall be representative of the plated through holes and via constructions specified in Drawings 30003-3837AS128 and 30003-3837AS113. Coupon layout shall be modified as necessary to accommodate the large hole sizes (> 0.075”), in the panels, such that the coupons are drilled the same size as the holes in the panels. Coupons from 50% of the panels shall be submitted.

The quantities procured will be dependent upon government program needs. The Contracting Officer will authorize Delivery Orders as additional government production quantities are required. Contractors shall inform the Contracting Officer if changes are made to breechplate manufacturing methods or subcontractors. When manufacturing methods or subcontractors are changed, the Government may require additional first article submittals prior to allowing the changes to be incorporated in production deliveries.

3.2 INSPECTION AND TEST PLAN

The contractor shall provide an Inspection and Test Plan (A001) no later than 90 days after contract award.
