JUSTIFICATION AND APPROVAL

FOR USE OF OTHER THAN FULL AND OPEN COMPETITION

JUSTIFICATION

1. Contracting Activity

The Naval Sea Systems Command, Naval Surface Warfare Center (NSWC), Crane Division

2. Description of the Action Being Approved

Award of a Firm Fixed Price (FFP)contract on a sole source basis for a portable Organization Level (O-level) Enhanced Tactical Pod Tester (E-TPT) for AN/ALQ-99 Tactical Jamming System (TJS) support, to Teradyne Inc., 700 Riverpark Dr., North Reading, MA 01864-2634.

3. Description of Supplies/Services

The supply item being acquired is an E-TPT for O-level maintenance of the AN/ALQ-99 TJS. The E-TPT is a ruggedized O-Level tester development effort that leverages commonality of software and hardware with the PMA-260 HSS CASS Tester Program. The O-Level E-TPT will be the basis for standardizing testers at O-level to reduce life-cycle costs through tester commonality with sustainment in mind. The E- TPT will specifically allow O-level and Intermediate Level (I-Level) maintenance crews to test and troubleshoot the AN/ALQ-99 in a more efficient manner than the currently fielded AN/ALM-296 TPT, and will reduce the physical footprint significantly when compared to the AN/ALM-296 TPT.

This will allow for reduced space requirements while aboard aircraft carriers, while also reducing the overall number of components/cable/assemblies required to perform testing of

J&A Number: 18-015 the AN/ALQ-99. The E-TPT effort is required to have a development and test effort that does not exceed 18 months in order to meet Fleet needs. It is anticipated that pre-production units (a software development unit, a qualification test unit, and a first article test unit) and production units will be procured. The Government's minimum needs have been verified by the certifying technical and requirements personnel.

4. Statutory Authority Permitting Other Than Full and Open Competition

10 U.S.C. 2304(c)(1). Only one identified responsible source as implemented by Federal Acquisition Regulation (FAR) 6.302-1, only one responsible source and no other type of supplies or services will satisfy agency requirements.

5. Rationale Justifying Use of Cited Statutory Authority

The rationale behind this sole source to Teradyne is to reduce development time, development cost, and life-cycle costs by leveraging off of the existing Teradyne HSS design and support system. Teradyne will repackage the same HSS technology into the E-TPT that it has developed for the CASS ancillary equipment under PMA-260 contract N68335-13-G-0004.

Currently, Teradyne is the only source who has this technology at a maturity level that will allow a cost savings and provide the unique capabilities (processing of high speed test signals to support AN/ALQ-99 testing) required by the E-TPT to meet the Fleet needs for a replacement tester in a timely enough manner to prevent a negative impact to mission readiness. Non-recurring engineering costs will be reduced by using the Teradyne HSS technology, and sustainment cost will be reduced by utilization of HSS common parts and software. In addition, development time will be saved by leveraging off the existing PMA-260 HSS design. For comparative purposes of time, the existing AN/ALM-296 TPT had a three-year development period. In addition, it was designed and developed by the AN/ALQ-99 Fleet Support Team (FST) who have all the AN/ALQ-99 TJS technical data, and whose engineers and logisticians have an expert understanding of the system design.

Teradyne was sole sourced on a previous contract by NAVAIR PMA-260(N68335-13-G-0004) to modify the existing HSS for compatibility use with the CASS Family of Testers (FoT) to support high speed test signals. The CASS FoT is Common Support Equipment (CSE) and NAVAIR mandates the use of CASS when Automatic Test Equipment (ATE) is required at Intermediate and Depot levels of repair. However, CASS was not originally designed with the capability to handle high speed serial bus communications, and so it became necessary to add the capability to enable multi-platform use through a common approach. The CASS HSS meets environmental Electromagnetic Interference (EMI) and has an open architecture design approach to support the Test Program Set (TPS) software needs as a CASS family ancillary item. Being able to leverage this open architecture, which allows for software and hardware interchangeability, will give this E- TPT contract an estimated life-cycle cost avoidance of at least , see Attachment (1).

In summary, Teradyne has already developed the technology of the HSS. This technology has already been tailored for use as ancillary test equipment with the NAVAIR CASS FoT. By sole sourcing to Teradyne for the E-TPT, the US Navy can leverage off the long term support, common software, programming expertise, and obsolescence management already in place through PMA 260 for the common HSS. The Navy will avoid a refresh cycle at the 10-year mark for a cost savings of at least . The selection of any other solution would result in substantial duplication of development and sustainment cost, and result in an estimated schedule delay of at least 18 months.

The existing AN/ALM-296 TPT is becoming unsupportable due to obsolescence issues, resulting in delays and the inability to get parts. This leads to shortages of the AN/ALM-296 in the Fleet, and ultimately leaves the Fleet unable to test the AN/ALQ99-TJS therefore impacting mission readiness by compromising the EA-18G operational capability.

This action allows for the development and deployment of an O-level tester that meets Fleet needs for mission readiness, and has technology and parts in common with I and D level CASS HSS, allowing for future cost savings with the 10-year refresh cycle as described above.

6. Description of Efforts Made to Solicit Offers from as Many Offerors as Practicable

A sources sought synopsis was posted on December 1, 2017 to the Federal Business Opportunities (FedBizOps) website. The sources sought included a draft Statement of Work (SOW) seeking mitigation of a sole source. No responses other than Teradyne, the anticipated sole source, were received. The anticipated contract was synopsized on August 1, 2018 using the Government point of entry (FedBizOps) as required by FAR

5.201. To date, no responses have been received. No further

market research was conducted, because it is not practicable for the reasons discussed in paragraph five above, for any company other than Teradyne to provide the required supplies and services.

7. Determination of Fair and Reasonable Costs

The Contracting Officer has determined that the anticipated cost to the Government for the supplies covered by the J&A will be fair and reasonable by using price analysis utilizing other than certified cost or pricing data.

8. Actions to Remove Barriers to Competition

For the reasons set forth in Paragraph 5, NSWC Crane has no plans at this time to compete future contracts for the types of supplies covered by this document. If another potential source emerges, NSWC Crane Division will assess whether competition for future requirements is feasible.
