INDUSTRY QUESTIONS

Question: Can an economic price adjustment clause be included in the contract?

Answer: No. An EPA clause will not be included in the contract.

Question: For the 3,000 sample rounds to be submitted ahead of the proposal, what are the packing and marking requirements and is commercial packaging acceptable?

Answer: Product samples may be commercially packaged (refer to page 42 of the solicitation). Product samples are not required ahead of the rest of the proposal. An offeror’s proposal consists of both the written proposal and the product samples. As such, the written proposal and the product samples are required no later than the solicitation closing date and time.

Question: In drawing 408XJN00895 (Cartridge, 9mm Frangible), note 2 states that the primer to be secured in pocket by a Circular Crimp. Can this requirement be made optional?

Answer: No. The circular crimp is required.

Question: In Vol III, Past Performance, Major Subcontractor Consent, do these consent letters count against the Vol III page count?

Answer: Past Performance and Major Subcontractor Consent Letters do not count toward the total page maximum.

Question: Does the USG anticipate a single or multiple awards for this solicitation?

Answer: The USG anticipates a single award.

Question: What evidence is required to support documentation to demonstrate that system meets or exceeds the specification? Does this require third party testing?

Answer: Proposals should submit documentation (test data, inspection data, test report, etc.) that accurately and precisely states the capabilities of the proposed ammunition. Submitted documentation will be verified by the Government.

Question: Does the U.S. Navy have any estimated buy quantities for year 1 and year 2 of the contract?

Answer: The actual quantities required are unknown and this led to the IDIQ contract type. Over the course of the entire contract, 5-years and 3 one-year options, the minimum dollar value is $35,000 and the maximum dollar value is $73,638,000.

N0016419RJN76

Question: On proposal delivery, page 38 of the solicitation notes that only approved couriers will be given access to the base to make deliveries of the proposal. Are UPS and FedEx approved carriers to deliver the proposal? Does Crane accept deliveries on Fridays?

Answer: UPS and FedEx are both approved carriers. Crane cannot accept ammunition deliveries on Fridays as the facility to do so is closed on that day. Thus the product samples/proposal should not be scheduled for a Friday delivery.

Question: In an attachment issued May 17, it shows the receiver Universal M2 Assembly Action Time. Is this an additional requirement to the 9mm Frangible ammunition?

Answer: The universal receiver drawing is called out in the specification because a pressure and velocity test barrel or accuracy test barrel needs to be secured in the universal receiver in order to conduct the testing.

Question: Drawing 408JXNB008995 calls out for the primer to be secured by a circular crimp. Will the Government please elaborate on the need the for the primer crimp? Drawing 408JXNB008995 calls out for the walls between the primer and the primer pocket to be sealed as well as the case mouth;

however no immersion testing is required. Will the Government please elaborate on the need for the waterproof sealant on the primer and mouth on training ammunition?

Answer: The 9mm frangible ammunition is a direct replacement for the M882 Ball cartridge with a non-toxic frangible projectile and primer. Therefore, all other component configurations of the M882 Ball cartridge, including a circular crimp around the primer and a waterproof sealing between the primer cup and the primer pocket as well as around the case mouth, are required. The presence of the circular crimp and the waterproof sealant will be visually inspected during the product sample evaluation.

Question: Drawing 9362803 only lists two approved sources of supply for cartridge packaging trays.

Will the Government accept alternate cartridge packaging trays?

Answer: Alternate trays are acceptable as long as they meet the packing requirements of drawing 53711-7232151.
