STATEMENT OF WORK
Statement of the Work (SOW)
1.0 SCOPE
The Crane Division of the Naval Sea Systems Command (NAVSEA) Naval Surface Warfare Center, (NSWC Crane) has a requirement to perform a trade study on hybrid electric powertrain solutions to be integrated into Program Manager Family of Special Operations Vehicles (PM- FOSOV) Ground Mobility Vehicle 1.1 (GMV 1.1).
The GMV 1.1 is a highly mobile, H-47 internally transportable Special Operations combat vehicle with the operational flexibility to support a wide range of lethal and non-lethal Special Operations missions and core activities. With the addition of Armor packages to the base vehicle the available mission payload and mobility performance has decreased. The need has been determined to increase the Gross Vehicle Weight (GVW) in order to retain the overall vehicle payload capability and without capability limitation to vehicle performance; including range of GMV 1.1 during silent watch, and abilities to communicate over long periods of time by increasing the vehicle’s energy capacity and power generation capabilities.
NSWC Crane and PM FOSOV reserve the right to attend any testing performed within the Scope of Work.
This SOW includes the requirements for dynamometer testing, coastdown testing, data collection, and data analysis for the GMV 1.1.
2.0 Applicable Documents
SAE J1263 MAR2010 – Road Load Measurement and Dynamometer Simulation Using
Coastdown Techniques
SAE J2263 DEC2008 – Road Load Measurement Using Onboard Anemometry and Coastdown
Techniques
3.0 Requirements
The Contractor shall provide all labor, materials, facilities, and equipment necessary for the sensor instrumentation, testing, data collection, and data analysis as described in the following paragraphs.

The Contractor shall perform data collection and analysis at the following vehicle weights:
7,800 (± 200) lbs. Curb Weight (including driver and instrument operator) 11,200 (± 50) lbs. GVW 13,000 (± 50) lbs. GVW
The Contractor shall measure and record the temperatures of all critical drivetrain components at a minimum of one measurement every 15 seconds (0.25 Hz).
3.1.1 Dynamometer Testing
Dynamometer testing shall be performed to determine coefficients of mechanical drag for road load calculations.
SAE J2263 - Am [Units = N] SAE J2263 - Bm [Units = N/(km/h)] SAE J2263 - Cm [Units = N/(km/h)2]
3.1.2 Coastdown Testing
Coastdown testing shall be performed in accordance with SAE J2263 (DEC2008).
3.2 Data Analysis
The Contractor shall perform an analysis of the raw data after each test run to determine if the validity of the data is sufficient to continue with the testing procedure. The Contractor shall make any required modifications to the test setup if the data analysis shows that the testing is not repeatable and/or reproducible. Any modifications made to the test setup shall be recorded.
These modifications include, but are not limited to:
Sensor locations Sensor types
Sensor configurations Data acquisition configurations Wiring harness configurations Ballast weight distribution Weight compensation for fuel consumption Adjustment to tire pressures Driver/instrument operator changes
3.2.1 Raw Data
The Contractor shall provide the raw data for all testing performed per Contract Data Requirements List (CDRL) A001. The Contractor shall provide a separate test report for each individual test run. (CDRL A001, Test/Inspection Report - Raw Test Data)
3.2.2 Processed Data
The Contractor shall provide the processed data for all testing performed per CDRL A002. The Contractor shall provide a test report in accordance with SAE J2263 (DEC2008). (CDRL A002, Test/Inspection Report - Processed Test Data)

(a) The Government requires delivery to be made according to the following schedule:

DATE OF CONTRACT
CLIN 0001 1 3 weeks ADC
The Government will evaluate equally, as regards time of delivery, offers that propose delivery of each quantity within the applicable delivery period specified above. Offers that propose delivery that will not clearly fall within the applicable required delivery period specified above, will be considered nonresponsive and rejected. The Government reserves the right to award under either the required delivery schedule or the proposed delivery schedule, when an offeror offers an earlier delivery schedule than required above. If the offeror proposes no other delivery schedule, the required delivery schedule above will apply.

DATE OF CONTRACT
CLIN 0001 1
(b) Attention is directed to the Contract Award provision of the solicitation that provides that a written award or acceptance of offer mailed, or otherwise furnished to the successful offeror, results in a binding contract. The Government will mail or otherwise furnish to the offeror an award or notice of award not later than the day award is dated. Therefore, the offeror should compute the time available for performance beginning with the actual date of award, rather than the date the written notice of award is received from the Contracting Officer through the ordinary mails. However, the Government will evaluate an offer that proposes delivery based on the Contractor's date of receipt of the contract or notice of award by adding (1) five calendar days for delivery of the award through the ordinary mails, or (2) one working day if the solicitation states that the contract or notice of award will be transmitted electronically. (The term "working day" excludes weekends and U.S. Federal holidays.) If, as so computed, the offered delivery date is later than the required delivery date, the offer will be considered nonresponsive and rejected.

(a) Inspection/Acceptance. The Contractor shall only tender for acceptance those items that conform to the requirements of this contract. The Government reserves the right to inspect or test any supplies or services that have been tendered for acceptance. If repair/replacement or reperformance will not correct the defects or is not possible, the Government may seek an equitable price reduction or adequate consideration for acceptance of nonconforming supplies or services. The Government must exercise its post-acceptance rights (1) within a reasonable time after the defect was discovered or should have been discovered; and
(2) before any substantial change occurs in the condition of the item, unless the change is due to the defect in the item.

The Contractor shall proceed diligently with performance of this contract, pending final resolution of any dispute arising under the contract.
(e) Definitions. The clause at FAR 52.202-1, Definitions, is incorporated herein by reference.
